About this file

This is a Questions and Answers document for federal contract solicitation FA469026Q0032, dated 17 August 2026, addressing a Blanket Purchase Agreement (BPA) for flooring contracting services.

The document clarifies three key operational aspects of the BPA. First, mobilization, travel, lodging, and related expenses must be identified as separate line items on the Price List rather than incorporated into unit prices, with the starting zip code location and unit of measure (per mile, per night, per job) specified for each expense category. Second, BPA holders are not obligated to accept every call issued but must formally reject unwanted orders in writing within five calendar days of issuance; failure to reject within this timeframe constitutes automatic acceptance and creates a binding contract, regardless of whether the call is centralized or decentralized. Third, testing, removal, and abatement of asbestos-containing materials, lead-containing materials, and other hazardous materials are excluded from the flooring contractor's scope of work; if suspect materials are discovered during demolition or floor preparation, the government will arrange and pay for all testing, determination, and removal activities at government expense.

1.(QUESTION) Mobilization and Travel: For installation calls under the BPA, may mobilization, travel, lodging, and related expenses be priced separately for each individual call/task order, or are contractors expected to incorporate those costs into the unit prices listed on the BPA Price List?

(ANSWER) If mobilization and travel costs are applicable, they are to be identified as separate items on the Price List with the location of zip code that travel will start from being provided as well. A unit of measure for each priced quantity relating to this expense is to be identified as well. (example: per mile, per night, per job)

2.(QUESTION) Acceptance of BPA Calls: Are BPA holders required to accept every call offered under the agreement, including smaller decentralized service calls, or may a BPA holder decline an individual call based on availability, scheduling, mobilization requirements, or project size?

(ANSWER) A BPA holder is not required to accept every call issued. However, upon signature on a centralized call or once a BPA holder begins performance on a decentralized or centralized call, by that action they accept all the binding terms of that call as a contract. Furthermore, rejection of any call/order must be completed by written response submitted to the government within 5 calendar days of issuance of the order. Failure to reject the order within this timeframe constitutes acceptance and becomes a binding contract.

3.(QUESTION) Hazardous Materials/Asbestos: Please confirm whether asbestos-containing materials, lead-containing materials, or other hazardous-material testing, removal, and abatement are excluded from the flooring contractor’s scope. If suspect materials are encountered during demolition or floor preparation, would testing and abatement be handled separately by the Government?

(ANSWER) Yes, once a questionable material is found during removal or demolition of existing substrate, the government will provide testing / determination of said material and arrange for removal at government cost.
