About this file

This is a Performance Work Statement (PWS) for flooring replacement and installation services at Ellsworth Air Force Base, South Dakota, effective April 22, 2026. The contractor shall provide all labor, materials, equipment, tools, and transportation necessary to procure and/or install carpet and vinyl floor coverings using the direct glue-down method. The Government reserves the right to issue orders for materials only, installation only, or a combination of both. All adhesives, sealers, and cleaners must be approved by HAZMART prior to use. The contractor is responsible for removing existing floor coverings, cove bases, transition strips, and thresholds, then disposing of debris at an authorized off-base landfill.

The PWS establishes detailed technical requirements including substrate examination and preparation (leveling, scraping, patching up to 25% of total area), moisture content verification, seam placement centering under doors to avoid pedestrian traffic, proper edge binding and installation of edge guards, and stairwell installation that conceals all edges. The contractor must submit a Material Submittal and Approval Form identifying specific carpet or vinyl flooring for Government approval before material procurement or cutting. Quality control standards require work to be free of ripples, bubbles, or loose edges with tight, properly matched seams and clean job sites. A joint field measurement verification with a Government representative is mandatory before material ordering. The contractor must provide Material Safety Data Sheets for all products and catalog cut-sheets for approval. Normal working hours are 0700-1600 hours Monday through Friday unless otherwise approved. All contractor personnel and vehicles require base passes obtained through the Contracting Office and Visitor Control Center, with entry and exit through the Commercial Gate. The contractor must comply with all base fire, safety, security, and applicable federal, state, and local regulations, and shall reimburse the Government for any emergency medical services required.
