Description:

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and is being issued using simplified acquisition procedures.

2. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05, effective 08/07/2025, Defense Federal Acquisition Regulation Public Notice, effective 01/17/225 and Department of the Air Force Federal Acquisition Circular, effective 10/16/2024.

c. The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to the delivery address above.

6. Interchanges: The government intends to award a firm-fixed price contract without interchanges with respective offerors. However, the Government may conduct interchanges with one, some, none or all vendors at its discretion.

7. FAR 52.212-1, Instructions to Offerors--Commercial Items applies to this acquisition

a. Provide pricing utilizing CLIN breakout under section 3 of this combined synopsis/solicitation, and include salient physical, functional, and/or performance characteristics to include any and all catalog cuts for the equipment requested.

8. FAR 52.212-2, Evaluation--Commercial Items applies to this acquisition.

a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(1) Price

(2) Acceptability IAW Statement of Work

Rating Description Acceptable Offer clearly meets the minimum requirements of the solicitation & specifications provided.

Unacceptable Offer does not clearly meet the minimum requirements of the solicitation.

b. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are Interchanges after its receipt, unless a written notice of withdrawal is received before award.

c. Basis for Award / Evaluation Procedures

(1) The Government will evaluate quotes starting from the lowest priced offer until at least two proposals are found “acceptable.” Award will then be made to the lowest priced, acceptable offeror. If only one “acceptable” offer is received, the Government will attempt to determine price to be fair and reasonable through other means than competition.

(2) Award will be made on the initial evaluation of quotes received in response to this RFQ.

Therefore, offerors are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint. Offerors are further advised that any affirmative response in regard to FAR 52.204- 24(d) will be reviewed to determine if award is in the best interest of the government. If award is not in the best interest of the government, the government reserves the right to determine the quote ineligible for award.

9. FAR 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services applies to this acquisition.

10. Incorporations of Provisions and Clauses by Reference:

a. See attachment 002 for additional FAR and DFARS provisions and clauses incorporated by reference and full text.

DAFFARS 5352.223-9001 Health and Safety On Government Installations (Jul 2023)

(a) In performing work under this contract on a Government installation, the contractor shall:

(1) Take all reasonable steps and precautions to prevent accidents and preserve the health and safety of contractor and Government personnel performing or in any way coming in contact with the performance of this contract; and

(2) Take such additional immediate precautions as the contracting officer may reasonably require for health and safety purposes.

(b) The contracting officer may, by written order, direct Department of the Air Force Occupational Safety and Health (AFOSH) Standards and/or health/safety standards as may be required in the performance of this contract and any adjustments resulting from such direction will be in accordance with the Changes clause of this contract.

(c) Any violation of these health and safety rules and requirements, unless promptly corrected as directed by the contracting officer, shall be grounds for termination of this contract in accordance with the Default clause of this contract.

DAFFARS 5352.201-9101 Ombudsman (AFGSC)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, for AFGSC (Air Force Global Strike Command) acquisitions please contact the Director of Contracts, Air Force Installation Contracting Center, Operating Location - Global Strike (AFICC/KG OL- GSC) via the following e-mail workflow address: ig.afica_kg.workflow@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256- 2431.

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.

10. All firms must be registered and active in the System for Award Management (SAM) database at https://www.sam.gov/SAM/ to be considered for award. The quote must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Quotes submitted by another firm on behalf of a SAM registered company with the intention of being award “care of” will not be accepted. All quotes must include registered UEI, CAGE code, and Tax ID and small business status.

11. Submit offer via email to Kurtis Hirschfeld at kurtis.hirschfeld@us.af.mil and SSgt Mitchell Bryk at mitchell.bryk@us.af.mil. Submittal of multiple quotes will be treated as separate offers. A Response to this RFQ must be received via e-mail no later than 3:00 P.M. Mountain Daylight Time (MDT) on 4 September 2025. Quotes must be valid for at least 60 days after submission. Oral quotes will not be accepted. Emailed quotes must be received at the stated addressee email inbox on time and the addressee must be able to open the email and all attachments. No other email receipt will be acceptable. The Government does not accept responsibility for non-receipt of offers. It is the vendor’s responsibility to request and receive confirmation of quote receipt.

12. Availability of Funds: Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
