SPECIFICATION SHEET

Ellsworth AFB, SD

PREFABRICATED STORAGE STRUCTURE

PART I - General Contract Requirements

1. General Requirements

1.1. The 28 SFS/S4 requires (2) storage structures for safe keeping of all-terrain vehicles (ATV), utility vehicles (UTV) and equipment. The storage sheds must be as close to 500 square feet but shall not exceed 500 square feet. They must have one roll up door on opposing ends of shed or two doors on the same side of shed. Roll up doors must be minimum 8’ wide and 7’ tall and must have the ability to be locked. One wall must have a lockable personnel door. The shed must have at least two windows to allow natural light.

1.2. The Contractor shall remove and dispose of (2) the existing storage sheds (See Attachment 1). The existing sheds are 24’ x 12.5’ wood structure.

1.3. The Contractor shall deliver and place structure on concrete parking area behind Building 4400 (2740 Eaker Dr) on Ellsworth Air Force Base (EAFB), South Dakota 57706. The materials shall conform to the specifications provided in Part II.

1.4. All material is to be delivered to EAFB. Specific drop-off location on site will be coordinated with the 28 SFS/S4 point of contact (POC).

1.5. All increases, decreases, or modifications to the requirements specified in this document must be directed by the Contracting Officer (CO).

2. Delivery Periods. The delivery of structure will occur during standard business hours on Monday through Friday between 7AM and 4PM. The Government will provide notice to the Contractor for a material call no later than 48 hours prior to the anticipated delivery; the Government reserves the right to delay the delivery with 24 hours advance notice.

2.1. The delivery/installation of this storage shed shall be completed no later than 60 days after receipt of award.

2.2. The Contractor shall be responsible for transporting the material to the designated delivery location. The Government will make every effort to provide the Contractor the maximum amount of notice possible.

2.3. Notification of date and time of delivery must be made as early as possible for all materials. A minimum of 48 hours prior to the delivery date, the supplier will contact the 28 SFS/S4 POC to coordinate delivery, date/time, and specific location.

2.4. In the event of adverse weather events prohibiting safe delivery of materials, the 28 SFS/S4 POC will contact the supplier to coordinate rescheduling of delivery within the following 48 hours.

3. Military Installation Requirements

3.1. All mud, dirt, debris, foreign objects, trash, or spills caused by the contractor (including Sub-Contractors and contractors) on a street or parking lot, used as access to the delivery location or staging area shall be cleaned off the same day or as soon as practicable or requested by the CO.

3.2. The Contractor shall immediately report to the CO to discuss any issues or incidents which may indicate potential imminent risk to Government personnel or the environment. Following the notification, the Contractor shall be available to the CO for instructions regarding remediation of the release. Contractor should be aware of “you spill, you dig” policies, which means if you are the cause of the spill then you are responsible for the cleanup. To report a release or spill, contact the CO immediately.

3.3. The Contractor shall follow existing security procedures and instructions applicable to EAFB. The Contractor is required to provide any and all materials as required by security personnel. The Contractor is responsible for providing required documents in a timely manner to maintain the submitted work schedule. Delays caused by documents not being submitted early enough are the responsibility of the Contractor.

3.4. The contractor shall adhere strictly to existing security procedures and instructions applicable to accessing EAFB. Contractor personnel attempting to access EAFB shall hold a current, valid identification (ID) and be able to clear a background check to gain access to base. The U.S. Government shall not be liable for delays resulting from pass coordination/approval. Contractor shall allot time into its schedule for obtaining base access.

4. Emergency Situations. Installation access may be restricted at any time. Restricted access is reserved for emergency actions, exercises, or increased installation security.

5. Contractor Responsibility.

5.1. The Contractor is responsible for the wellbeing of their workers. The Government will not be responsible for supplying food or water to the Contractor’s workers. The Contractor should bring enough food and water for his/her workers to last the entire delivery period.

5.2. The Contractor shall provide the name and phone number of a supervisor that can make decisions for the Contractor and who is responsible for the performance of the work.

The supervisor shall be designated in writing when the contract is awarded, and must always be available during work hours. The supervisor shall read, write, and speak fluent English. Additionally, the supervisor shall have sufficient technical knowledge with regard to the requirements prescribed in this document. The identified Government representative shall have the right to request a replacement for any individual not deemed acceptable to the Government at any time.

END OF SECTION

PART II – Material Specifications

1. General

1.1. The Contractor shall deliver (2) prefabricated sheds that meet the specifications in Part I, section 1.1 and Part II section 2.

2. Shed Specifications: The Prefabricated shed must (at a minimum) comply with the following salient characteristics:

2.1. Steel or wood framed structures shall not exceed 500 square feet. The shed must be at a minimum 8’ tall.

2.2. There must be (2) 8’ wide x 7’ tall minimum metal lockable roll-up doors on the front of the structure with a 3’ lockable steel entry door located on the right side (See attachment 2 for an example.

2.3. The storage shed must be constructed with heavy duty material, metal siding and roofing. The roof shall have a pitch and load capacity suitable for snow loads common to the local area.

2.4. Must have at least (2) windows, minimum size 30” x 30” to allow natural light inside the structure.

2.5. The roof needs to be metal (Brown in color).

2.6. Exterior of structure shall be metal siding (light tan in color) with metal corner trim (Brown in Color to match roof).
