About this file
This document is a set of contractor questions and government responses regarding a lock core procurement for Ellsworth Air Force Base. The solicitation (FA469025Q0021) seeks one thousand CORMAX lock cores and 144 keys. Key details from the Q&A include: 1) Locks must be factory-keyed/combinated prior to delivery, 2) Ellsworth AFB owns the patent to the K keyway with Cormax and will need to communicate directly with Cormax to release cores and key blanks, and 3) Approximately 90% of cores will be installed in BEST locks. The government has not yet developed a master key system but envisions creating 4 zones throughout the base that are keyed the same, with a master key for all zones on a single control key. The project is being managed by the 28th Contracting Squadron at Ellsworth AFB, South Dakota, under the Department of the Air Force Air Combat Command.

Contractor Questions 8 May 2025
1. The locks should be factory-keyed, which means combinated, correct?
Gov Response: Yes, the cores should be factory-keyed/combinated prior to delivery to us.
2. by sharing your AFB account details with the supplier, they’ll be able to correctly key the locks to match the system in place—am I on the right track?
Gov Response: This statement isn’t exactly true. Ellsworth AFB owns the patent to the K keyway with Cormax. Ellsworth AFB would have to communicate with Cormax about this contract so they will release the cores and key blanks to the vendor/supplier of this contract.
3. What brand of locks or Small Format housings are the BEST Cormax cores being installed?
This determines how items are priced, as BEST has a surcharge when their cores are not being installed into their products. If you would please advise what brand locks these cores are being installed in so I can price appropriately it would be appreciated.
Gov Response: Approximately 90% of these cores will be going into BEST locks. I have never heard of BEST up charging if the core goes into a different brand lock.
4. You are requesting combinated cores. Has a Master key system been designed for this project, or will the awarded vendor be required to design the Master key system for you after the award is made?
Gov Response: A Master Key system has not been developed for this project. Ellsworth AFB locksmith would like to work with the contractor to develop 4 zones throughout the base that are keyed the same, have a master key for all zones, and all on the same control key. This is a rough idea for now and could change has we move forward in the project.
