The intent is for the contractor to provide turn-key operations including design, Head of table would like to be able to control all speakers/microphones
Statement of Objectives 28 BW VTC System w/ Installation & Training
Ellsworth AFB, South Dakota
1. GENERAL
Contractor to provide all services, materials, equipment, personnel, parts, and labor to install a Video Teleconferencing (VTC) equipment suites on Ellsworth Air Force Base, South Dakota. This system must include at a minimum, but is not limited to, display device(s), cameras, microphones, projector, speakers and any other hardware and software required to have a VTC system.
2. SYSTEM DESCRIPTION
This installation specifications outlines the Government's objectives for a requirement received from the 28th Communications Squadron (28 CS) to Engineer, Furnish, Install, Test (EFI&T) one (1) fully functional Dual classified and unclassified VTC equipment suite for the Conference Room 125 in Bldg.
7918 at 1958 Scott Drive, Suite 3, Ellsworth Air Force Base, SD. The conference room is 30'1" long and 15'6" wide. The side to side will also be 15'6". The floor to ceiling height is 10'. There is a soffit around the room on three (3) sides with duct work on the fourth, this is the hallway wall. The soffit and ductwork extend out 18" from the walls and will lower the ceiling height to 9' in these areas.
The new conference room will require at a minimum to have the following technical capabilities:
Video/audio capability for classified and unclassified systems
VTC compatible for classified and unclassified - Call Bridge & DISA Call Bridge Phones with speakers for classified and unclassified Printer capability for classified and unclassified
3. SPECIFIC TASKS AND INTENT
a. Intent:
to include point to point and multipoint VTC capability through IP over classified and unclassified networks.
b. The equipment, firmware and software shall comply with the Joint Integration Test
Command (JITC) Approved Product List (APL), http://www.disa.mil/Network- Services/UCCO. The equipment, interoperability, and features/functions must comply with all Air Force and DoD Information Assurance (IA) rules and regulation. Information regarding IA rules can be requested through the 28th Bomb Wing Information Assurance Office. All materials provided shall be new and not refurbished. Materials must be compliant with the Trade Agreement Act (TAA) of 1974, pursuant to Federal Acquisition Regulation
Keyboard, Video (monitor), Mouse (KVM) Switch to from classified and unclassified disabled/removed upon install) Two (2) 86" Commercial Series TV / UHD 3840x2160 / with ATSC-QAM Tuner (Wireless must be disabled/removed upon install) One (1) 98" LED Commercial TV/Monitor / 4k Resolution / Integrated Tuner (Wireless must be Two (2) moveable touch screen system controls
Hardware for commercial collaboration service- DCS, Microsoft Teams, Zoom
Speakers/Microphone in ceiling – would like one at the head of table.
Initial Training on operations by the vendor after VTC has been installed.

c. All hardware and software must be TAA compliant IAW FAR Clause 52.225-5.

4. SECURITY REQUIREMENTS
a. All contractor personnel must be able to obtain and maintain the proper vehicle and security clearance required to enter the Ellsworth AFB installation. The contractor shall ensure the pass and identification items required for contract performance are obtained for all contractor employees and non-government owned vehicles from the Security Forces Pass and Identification Section, located in the Visitors Center.
b. The contractor shall retrieve all installation entrance passes, including vehicle passes, from contract personnel who depart for any reason before the contract expires. (e.g.:
terminated for cause, retirement, etc.)
c. The contractor and its employees shall comply with base traffic regulations to include inclement weather driving requirements.
d. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately- owned vehicle while on military installations.
e. The Contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
f. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information.
g. The Contractor shall be responsible for safeguarding and safe handling of all government property and documentation provided for Contractor use.
5. SPECIAL TOOLS, EQUIPMENT AND MATERIALS
All necessary equipment, materials, and special tools that are required to maintain each system provided under this Contract, shall be delivered to the System Owner or owner's representative by the Contractor.

6. HAZARDOUS CONDITIONS.
a. During the course of performing work under this contract, should the contractor find conditions existing that prevent the performance of task specified; the Contracting Officer shall be immediately notified. The Contracting Officer will then notify the user, who will in turn coordinate repair scheduling for the required spot. If areas are inaccessible due to fight line operations an alternate area will be given to complete work should they require work.
b. The contractor shall keep the work area clean at all times. The Government will not monitor the cleanliness of the contractor’s work area during duty hours, nor will the Government clean-up said area at the end of the work day - this is solely the contractor’s responsibility.
c. The contractor shall work directly with the user to secure a contractor’s pass for the service period of the contract through the contracting office. These are ultimately the user’s responsibility and the project manager will only aide in coordinating this effort.
7. GOVERNMENT FURNISHED PROPERTY AND SERVICES.
The Government will provide reasonable utilities and work space for the contractor to perform the requested duties. There are no covered or secure storage areas available. The contractor will provide all equipment and storage media necessary to perform tasks.
8. TOILET FACILITIES:
Use of existing toilet facilities in the immediate work area only will be permitted.
Contractor personnel will ensure the cleanliness of any of their rented/owned portable facilities and is maintained at all times.
9. SECURITY POLICE AND FIRE PROTECTION:
The government will provide general on-base security police and fire protection service.
Security police phone extension is 911 for emergencies, and 385-4001 for routine calls.
Fire protection emergency phone is 385-1113. In the event of an emergency (life or limb), Ellsworth Fire Emergency Services will respond and treat, if necessary, an outside ambulance agency will transport the contract employee to the nearest emergency medical facility. The Contractor shall have the responsibility to reimburse the outside ambulance agency for services rendered.
10. TELEPHONE:
The government will not provide telephone services. If available, contractor may use government phones in a case of emergencies or during field and site work. No long-distance telephone calls will be authorized.
11. HOURS OF OPERATION.
Working hours for the contractor will normally be between the hours of 7:30 AM and 4:30 PM, excluding weekends, federal holidays, down days (GSC Family Days, Goal Days, etc.) or for force protection purposes in which the base is closed. Contractors will be required to provide a minimum of one (1) week notice prior to requesting additional work hours.
12. SAFETY AND HEALTH.
OSHA Requirements: All Contractor operations shall be conducted and performed in accordance with Department of Labor, OSHA requirements found in 29 CFR 1910 and 29 CFR 1926, project identified national standards, military manuals, instructions, pamphlets, standards and handbooks, and with the Corps of Engineers (COE) Safety Manual 385-1-1, dated 03 Sep 96.
13. MATERIAL DISPOSAL.
The contractor shall dispose of hazardous waste at an off base location in accordance with applicable federal, state, and local pollution laws and regulations.
14. HAZARDOUS MATERIALS.
a. HAZMART shall approve all hazardous materials brought on-site by the contractor prior to use.
b. The contractor shall obtain approval using the application requirements of the AF Form 3952. Once the process is implemented and contractor is trained, the contractor may submit the AF Form 3952 electronically.
c. HAZMART has the right to prohibit the use of hazardous materials it deems to be especially hazardous to human health and environment. In the event HAZMART does not approve a hazardous material for use, the HAZMART may provide the contractor a list of suitable substitutes; however, the contractor shall retain responsibility for finding an acceptable substitute. The contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.
15. IDENTIFICATION OF CONTRACTOR VEHICLES.
a. Contractor vehicles must be marked on each side with company name with either permanent or semi-permanent/magnetic signage.
b. All contractor employees who will be driving a vehicle on Ellsworth AFB shall have a current driver’s license with them at all times. All contractor vehicles to be operated on Ellsworth AFB will have a valid state registration, vehicle inspection, and insurance. Proof of registration and vehicle insurance must be physically available at all times while the vehicle is on Ellsworth AFB.
c. All Contractor employees that will be driving on Ellsworth AFB will follow base policy for driving on the installation. Please note there may be other items covered in the base policy that are not covered in this SOW and shall be obtained from the Security Forces personnel at the Visitor Control Center. It will be the Contractor’s responsibility to ensure that their employees are familiar with base policy.
The driver of contractor vehicles will be subject to corrective actions that are laid out in the base policy for violations, this can and will include suspension of driving privileges and possible banning from base for continued violation.
16. PANDEMIC RESPONSE.
All personnel present on Ellsworth AFB are required to follow any and all pandemic response policies established by the base leadership. Personal protective measures (face masks, gloves, hand sanitization, etc.) may be increased or decreased related to the current pandemic conditions on Ellsworth AFB. Contractors performing on Ellsworth AFB will follow the guidance provided by the local work center where contract performance will occur or other government representatives on the base. Contractors that refuse to comply with any and all pandemic response policies may be denied access to the installation which can result in corrective contract actions.
