Performance Work Statement Program/Project Name: Ellsworth Air Force Base 28 MXG
Vindicator Access Control System
24 June 2022
Rev 1. 05 August 2022
1. Requirements:
1.1. The contractor shall provide all personnel, materials, transportation, labor, management, and other incidentals necessary to meet the requirements as stated in this Statement of Work. The contractor must be certified on the software being installed.
1.2. The contractor shall provide on-site training for 5 personnel on the set up and operation of the System.
1.3. The contractor shall ensure the system has no unnecessary connection to the internet
1.3.1. All electronic devices installed need to be on their own intranet and connected to each other. This includes door openers, networking equipment, and access control devices.
1.3.2. System will be built to enable expansion at a later date.
1.4. System Service
1.4.1. It is the responsibility of the bidder to ensure that common replacement parts are kept on hand to restore system function.
1.5. All equipment shall communicate and be controlled from the centralized server located in building 8305.
1.5.1. Doors shall be voice communicable and operable with the MOC room in Building
8305.
1.6. Battery Back Up
1.6.1. All equipment shall be battery backed up with a minimum of a 24-hour runtime unless otherwise noted.
1.7. Outdoor Networking Equipment
1.7.1. All outdoor networking equipment shall be hardened and installed in an outdoor network enclosure with a heat exchanger that is suitable in the environmental conditions where the project is located.
1.8. Electrical Work
1.8.1. It is up to the bidder to ensure that all electrical work is up to code for the area which the project is located as well as meeting National Fire Protection Association standard
NFPA 90A.
1.9. Permits
1.9.1. The bidder is responsible to obtain all work permits
1.10. Doors
1.10.1. Both doors Building 8305 West Entrance (MXG Main Door) and South Entrance
(MUNS Main Door) will need to have access control installed to ensure personnel can access the card reader with ease.
2. Delivery:
2.1. It is the responsibility of the Contractor to handle delivery and inspection of all parts and materials.
2.2. The Contractor must coordinate all deliveries with the Primary Point of Contact (POC) or alternative POC.
2.3. Contractor shall make use of commercial best practices in the packing and shipment of products, unless otherwise stated in this order. Offers need to be submitted based on shipment to Ellsworth AFB, SD.
3. Period of Performance:
3.1. The contractor’s period of performance is 90 days 180 days after contract award date.
4. Site Restoration/Debris Removal:
4.1. Contractor shall protect all government and non-government property and personnel on base from inconvenience, damage and/or injury. All damaged areas during the assembly/installation process should be restored to its original conditions.
4.2. Prior to assembly/installation completion, the Contractor shall remove all debris and surplus materials from the work place. Equipment and materials required to complete the work effort may remain on site during the project as long as equipment and materials are organized/stored in a manner that does not cause a safety or security hazard. The contractor shall return all disturbed areas to their original condition upon completion of the installation.
4.3. All equipment and residuals removed from this project shall be disposed by the contractor in accordance with US waste disposal rules.
5. Available Services on the Installation. The Government will provide reasonable utilities and work space for the contractor to perform the requested duties. There are no covered or secure storage areas available. The contractor will provide all equipment and storage media necessary to perform tasks.
5.1. Toilet Facilities. Use of existing toilet facilities in the immediate work area only will be permitted. Contractor personnel will ensure the cleanliness of any of their rented/owned portable facilities and is maintained at all times.
5.2. Security Police and Fire Protection. The government will provide general on-base security police and fire protection service. Security police phone extension is 911 for emergencies, and 385-4001 for routine calls. Fire protection emergency phone is 385-1113. In the event of an emergency (life or limb), Ellsworth Fire Emergency Services will respond and treat, if necessary, an outside ambulance agency will transport the contract employee to the nearest emergency medical facility. The Contractor shall have the responsibility to reimburse the outside ambulance agency for services rendered
5.3. Telephone. The government will not provide telephone services. If available, contractor may use government phones in a case of emergencies or during field and site work. No long distance telephone calls will be authorized.
6. HOURS OF OPERATION. Working hours for the contractor will normally be between the hours of 7:00 AM and 4:00 PM, excluding weekends, federal holidays, down days (GSC Family Days, Goal Days, etc.) or for force protection purposes in which the base is closed. The contractor will be notified at least one business/duty day in advance or as soon as possible when the CASS areas will not be available so as not to inconvenience the contractor.
6.1. For the convenience of the government and in order to minimize impact on airfield operations, the contractor may occasionally be required to perform the work required by this contract after normal duty hours (after 4:30 PM).
6.2. For one-time, contractor-initiated changes to the approved recurring maintenance schedule or hours of operations, the contractor shall submit for prior approval a proposed schedule for all work to be done under this contract at least one week prior to scheduled start date of maintenance event. Any change must have approval from the contracting officer at least 3 days prior to commencement of work.
7. SAFETY AND HEALTH. All holes/pits/trenches/man way openings, etc., left open shall be surrounded with a 48 inch high mesh fence with highly visible orange plastic coating or an easily identifiable barrier within accordance with OSHA standards (denoted in paragraph 6.1).
The fence shall be securely anchored with tension wires and posts as required to prevent sagging and located a minimum of 3 feet from the opening so as to prevent an individual, should they fall across the fencing, from falling into the opening. Holes shall also be covered, when not being worked in, with three quarter inch plywood or a metal grating that will prevent unauthorized personnel from entering the hole.
7.1. OSHA Requirements. All Contractor operations shall be conducted and performed in accordance with Department of Labor, OSHA requirements found in 29 CFR 1910 and 29 CFR 1926, project identified national standards, military manuals, instructions, pamphlets, standards and handbooks, and with the Corps of Engineers (COE) Safety Manual 385-1-1, dated 03 Sep 96.
8. Material Disposal: The contractor shall dispose of hazardous waste at an off base location in accordance with applicable federal, state, and local pollution laws and regulations.
9. Hazardous Materials: HAZMART shall approve all hazardous materials brought on-site by the contractor prior to use. The contractor shall obtain approval using the application requirements of the AF Form 3952. Once the process is implemented and contractor is trained, the contractor may submit the AF Form 3952 electronically. HAZMART has the right to prohibit the use of hazardous materials it deems to be especially hazardous to human health and environment. In the event HAZMART does not approve a hazardous material for use, the HAZMART may provide the contractor a list of suitable substitutes; however, the contractor shall retain responsibility for finding an acceptable substitute. The contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.
10. Security Requirements
10.1. Security Requirements: The contractor shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.
10.2. Base Access: The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-Government owned vehicles. An Installation Entry Authority List (IEAL) will be provided to the contracting office at contract award. The IEAL will include at minimum the employee’s name, birth date, and Driver’s License Number, to include State of Issue. This list shall be updated when an employee’s status or information changes and new employees are hired.
10.3. Identification of Contractor Vehicles: Contractor vehicles must be marked on each side with company name with either permanent or semi-permanent/magnetic signage.
10.4. All contractor employees who will be driving a vehicle on Ellsworth AFB shall have a current driver’s license with them at all times. All contractor vehicles to be operated on Ellsworth AFB will have a valid state registration, vehicle inspection, and insurance. Proof of registration and vehicle insurance must be physically available at all times while the vehicle is on Ellsworth AFB.
10.5. All Contractor employees that will be driving on Ellsworth AFB will follow base policy for driving on the installation. Please note there may be other items covered in the base policy that are not covered in this SOW PWS and shall be obtained from the Security Forces personnel at the Visitor Control Center. It will be the Contractor’s responsibility to ensure that their employees are familiar with base policy. The driver of contractor vehicles will be subject to corrective actions that are laid out in the base policy for violations, this can and will include suspension of driving privileges and possible banning from base for continued violation
10.6. Flight Line Access: The government shall provide escort services when access to the flight line secured areas is required.
11. System Description – Security/Building Access Control System
11.1. All access control shall have two-factor authentication, which shall include key card access with a pin number. Locations that need controlled access:
11.1.1.1. Building 8305 – West Entrance (MXG Main Door)
11.1.1.2. Building 8305 – South Entrance (MUNS Main Door)
11.2. Every time someone badges in or out, their access log to include badge number and associated information shall be logged and stored.
11.3. Access Control: shall connect to all readers to support the following:
11.3.1.1. Access Control: the access control to the West Entrance (MXG Main Door) and South Entrance (MUNS Main Door) shall be controlled and monitored in the MOC room in Building 8305
11.3.1.2. Interior Building Areas: Control Access into areas
11.3.1.3. Restrict Access of individual credential-holders by time of day, day of week/month/year and specific points of entry via user-configurable software.
11.3.1.4. Unlock Doors to the buildings and selected areas 8305 – West Entrance and
8305 – South Entrance automatically for a scheduled period of time throughout the day allowing free access and egress without the use of a card and avoiding the generation of an alarm condition on the access control system. The system operator shall be able to lock and unlock doors from the computer system.
11.4. Photo Badge Creation and Printing: the system shall be able to design badges
11.4.1.1. Shall be able to ad and print unique, functioning bar codes in 1D (linear) and
2D (data matrix) formats.
11.4.1.2. Shall print badge designs in portrait or landscape layout, and shall be able to print single-sided or double-sided (i.e. one or both sides) type cards using an IP or USB compatible printer.
11.5. Photo Verification: The photo verification feature shall be enabled on a workstation basis and shall use the digital image stored in the database as a blob, or JPG image stored in the specified system folder.
11.6. Visitor management shall support the ability to assign access privileges and add credentials to the access control system, as well as set credential expiration through the visitor management interface. Shall include ability to manage visitor credentials and access privileges including credential expiration from the access control system. Shall support visitor signing into and out of the visitor management system and be registered with the system and the access privileges activated/deactivated as appropriate.
11.7. System shall track and monitor progress and times from tour start and progress to check points, to tour stop. Sequential and Random tours supported, track late/overdue tour start, late/overdue checkpoints, late to finish tour. System shall report missed points, expired and incomplete tours, successful tours, and time expired between tours. System shall support multiple tours using a common start reader and starting tours with pin cods.
11.8. Report Generation shall be provided for all system events by date and time.
11.9. System Interface shall provide the following:
11.9.1.1. A real-time display of system events
11.9.1.2. The ability to archive all events to the database
11.9.1.3. Shall serve as the instrument through which all system programming is accomplished.
11.10. Computers/Workstations shall be configured for the intended system function by installing appropriate system software, services and operating system.
11.10.1.1. Security monitoring workstation: The security monitoring workstation shall be installed in the appropriate secure location (MOC room B8305) and shall run the software and services needed for interfacing the system activity and database administration.
11.10.1.1.1. This workstation shall support event monitoring and be configured as required by system-owner.
11.10.1.2. Badging Workstation: The badging workstation shall be installed in the appropriate secure location (MOC room B8305) and connected to the network. The badging workstation computer shall run the software and services.
11.11. Related Work
11.11.1.1. In addition to work described above, the work shall include, but not necessarily be limited to, the following:
11.11.1.1.1. Equipment identification as specified elsewhere
11.11.1.1.2. Access control device identification as specified elsewhere
11.11.1.1.3. Providing all cabling, conduit and connections as required for complete and functional systems as specified elsewhere
11.11.1.1.4. Providing 120/220 VAC uninterruptible power as required for all equipment provided under this section as specified elsewhere
11.11.1.1.5. Furnished equipment shall be assembled and installed in accordance with manufacturer’s recommendations and instruction as specified elsewhere
11.11.1.1.6. Providing door hardware for remote monitoring and control of openings as scheduled under this section specified elsewhere
11.12. Submittals
11.12.1.1. Product Data: Manufacturer’s data sheets on each product to be used, including:
11.12.1.1.1. Preparation instructions
11.12.1.1.2. Storage and handling requirements
11.12.1.1.3. Installation methods
11.12.1.1.4. Shop Drawings: Include system components, installation requirements, and relationship with adjacent components
11.13. Project Conditions
11.13.1.1. Maintain environmental conditions (temperature, humidity, and ventilation) within limits recommended by manufacturer for optimal results. Do not install products under environmental conditions outside manufacturers’ absolute limits.
11.14. Warranty
11.14.1.1. Manufacturer’s Warranty of Security/Building Access Control System
11.14.1.1.1. Certified dealer/value added reseller shall include a 3-year conditional warranty and shall offer additional services such as manufacturer system configurations
11.14.1.1.2. Manufacturer’s Warranty shall include 30-day exchange for new equipment from the Dealer/VAR’s date of invoice plus one-year depot parts and labor repair for systems not having had the terms of the warranty voided.
Extended warranty contracts shall include extended term and hot-swap provisions.
