Section B: Description of the Supplies/Services Required
Installation and training on a Vindicator Intrusion Detection System by Honeywell for the 28 MXG.
Section C: Justification for Soliciting from a Single Source or Brand Name
There are ctmently three AFLCMC approved Intmsion Detection Systems (LINX Annunciator, Advantor Annunciator, and
Vindicator Annunciator) approved for use on Air Force Installations. Ellswo1ih AFB uses the Vindicator System base wide. In 2009, Ellswo1ih switched to Vindicator System due to the cost and frequency of repairs needed in the prior system. Additionally, Vindicator offers certifications/training, while the other two companies are proprietary, which would require any repair work to be contracted out. Using another of the approved Intrnsion Detection System besides Vindicator would cause compatibility issues with the cu11'ent systems on base.
Section D: Efforts to Obtain Competition
Market research has revealed several small businesses capable and willing to provide, install, and train Air Force Personnel on the
Vindicator IDS system on Ellsworth AFB. These businesses include Construction Journal, Evergreen Fire and Security, Integrated Security Solutions, Construction Industry Center, HQE Systems, Prometheus SGG, and Reagent World.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Ellsworth AFB will continue to monitor the approved intrusion detection systems list and analyze when it may be more beneficial to open competition up to completely replace the entire system.
