DESIGN-BUILD GENERAL INFORMATION AND PROJECT REQUIREMENTS (GIPR)

1. Project Title: Construct Bath House at Outdoor Running Track
2. Project Number: 1070287
3. Award Method: This is a competitive selection conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 16.505(b)(1). Orders placed under FAR 16.505 IDIQ contracts are not source selections and are not subject to FAR 15.3 procedures. The Government will evaluate offers for award purposes evaluating Price and seeks to award to the Offeror with the overall lowest responsive price proposal. IAW FAR 16-505-(b)(3) Pricing for this order will be established using the policies and methods in Subpart 15.4. The Government may determine that an offer is unacceptable if the construction cost estimate break down prices are significantly unbalanced, unreasonable, or unrealistic.
a. Offerors are required to submit proposals with a cost estimate breakdown using an AF Form 3052, Construction Cost Estimate. Any offer which appears to be unbalanced, may be rejected. An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.
b. Reasonableness. The offeror’s price proposal will be evaluated to ensure it is fair and reasonable, pursuant to FAR Part 15.404. For additional information, see FAR Part 31.201-3.
c. Realistic. Price analysis will be used to determine if prices are realistic for the work to be performed reflect a clear understanding of the requirements and are consistent with the various elements of the offeror’s proposal. The offeror’s Construction Cost Breakdown will be evaluated to ensure it is realistic, pursuant to FAR Part 15.404-1(d).
d. The Government intends to award a contract without discussions/negotiations with respective offerors. The Government, however, reserves the right to conduct discussions/ negotiations if deemed in its best interest.
e. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Proposals must be complete, self-sufficient, and respond directly to the requirement of this request for proposal (RFP). The response shall consist of one (1) copy of the following:
(1) Signed offer certification that the proposed price includes all work required by the solicitation documents, amendments, and MACC contract.
(2) A completed Bid Schedule.
(3) Acknowledgement of all Amendments.
(4) Completed Construction Cost Estimate Breakdown (AF Form 3052).
f. Proposals not meeting these standards may be considered non-responsive and may not be eligible for further evaluation or award.
g. Performance and Bonds:
(1) For construction contracts greater than $150,000, Performance and Payment Bonds are to be provided to the Government not later than 15 calendar days after issuance of the contract award (e.g., DD Form 1155).
(2) For construction contracts greater than $30,000, but not greater than $150,000, the contracting officer hereby selects the following as payment protection options identified below as acceptable for contractors to use. Whichever option the contractor determines to submit must be provided to the Government not later than 15 calendar days after issuance of the contract award (e.g., DD Form 1155).
(a) A payment bond.
(b) An irrevocable letter of credit (ILC).

7. Liquidated Damages for this project IAW Contract Clause 52.211-12 in the amount of $276.66 per day: ____X____ are applicable ____ are not applicable.
8. Bid Acceptance Period: Contractors must honor bids for ninety (90) days after acceptable proposal.
9. The Contractor’s proposal will be due on the date noted in the Fair Opportunity Proposal Request cover letter.
10. The following design submittals are required:
a. The 65% submittal is due at the time of proposal submission in response to solicitation

b. Upon award of the task order for this effort, the Government shall have 21 calendar days to provide comments/conduct design review meeting and issue next level of design Notice to Proceed.
c. The 95% submittal is due 21 calendar days after the Notice to Proceed is given after the 65% review meeting.
d. The Government shall have 21 calendar days from receipt of the 95% design to review and provide comments/conduct design review meeting and issue next level of design Notice to Proceed or reject the submittal.
e. The 100% design submittal is due 7 calendar days after the Notice to Proceed is given after the 95% review meeting.
f. The Government shall have 7 calendar days from receipt of the 100% design to review and provide comments/conduct design review meeting and either accept or reject the submittal.
g. The As-built deliverables will be in accordance to the contracts general provisions.
11. The following is a minimum listing of drawings to be provided by the contractor. Drawings shall be standard D size drawings (24” x 36”).
a. Cover Sheet
b. Existing / Final Site & Grading Plan(s)
c. Underground Utility Plan
d. Floor Plan
e. Structural Plans and Details
f. Architectural Elevations, Wall Sections, and details
g. Door Schedule and Room Finish Schedule
h. Mechanical Plans, Schedules, and Details
i. Plumbing Riser Diagram
j. Power Plan and Lighting Plan
12. Specifications shall be in UFGS format.
13. Performance period shall be 180 calendar days from issuance of NTP for construction. In accordance with contract clause 52.211-10, commencement of work shall begin upon receipt of the NTP and be completed no later than the date specified in the NTP.
14. Work required is not performed in restricted areas.
15. Testing will be in accordance to the project specifications.
16. Restrooms will not be available for contractor use.
17. A storage area will be available for the contractor’s use. The location will be determined and given to the contractor at the preconstruction meeting. The contractor shall be responsible for any storage trailers and/or temporary fencing needed and for restoring storage areas to pre-construction status
18. The standard construction warranty as specified in the contract shall be required.
19. AF Form 1354 (Real Property Check List). Contractor is required to fill out an initial, interim, and final AF Form 1354 on all Projects at Ellsworth AFB in accordance with UFC 1-300-08. A Draft AF Form 1354 will be presented to the contractor at the PRECON by the 28 CES Project Manager. It will include the real property line items of accounting requiring capitalization and the units of measure. The contractor will complete and submit for Government approval the Draft AF
Form 1354 within 30 calendar days of the pre-con with the number of units and costs. An Interim AF Form 1354 reflecting the Draft and any changes in scope and costs shall be submitted for Government approval 30 calendar days prior to Beneficial Occupancy to include partial Beneficial Occupancy. The Final AF Form 1354 shall be submitted for Government approval no later than 10 calendar days following Project Closeout.
20. Standard working hours as specified in the MACC Contract General Provision shall be followed.
21. Digging Permit will be required.
22. Contractor shall maintain construction area in a neat and orderly manner and shall safeguard the occupants and any visitors during construction activities.
23. Contractor will fill out the attached Ellsworth AFB Recovered Materials Determination Form for Construction Contracts and return a completed copy of Page 2 (Top to Middle portion of Page 2 only) if the EPA-designated guideline item(s) included in the specifications only if compliance with the EPA standard is not attainable.
