MEMORANDUM FOR SOLICITATION VENDORS

SUBJECT: Amendment 3 to Request For Proposal – AFFSC Support Services, FA4690-19-R-0001

A. Amendment 3 is hereby issued for subject requirement to provide answers to questions asked.

B. The following questions were asked and answers are provided:

1. Q. Please clarify whether Volumes I, II, and III to be titled as indicated in the Proposal Organization Table on Page 20 or as indicated under 2. General Format and Content on Pages 20-22, or as indicated under (unending question).

A: “Volume Title” in the proposal organization table on Page 20 of the SF1449 solicitation has been changed to “Volume Content” and shall be included in each Volume. As corrected in the 52.212-1 Addendum under Amendment 1 to the solicitation, the Volume order and Volume Titles shall be as follows:

Volume I – Completed Request for Proposal (RFP) Volume II – Written Technical Proposal Volume III – Past and Present Performance

Volume titles under FAR 52.212-2 Addendum, Paragraphs 2.b-d. have also been corrected to match volume titles under FAR 52.212-1 Addendum.

2. Q. The conflicting instruction is unclear as to the required content and order of appearance within the Volumes. We respectfully request that the government clarify what information must be included in Volume I, what information must be included in Volume II, and either clarify the order of appearance or confirm that the order of appearance is left to the Offeror.

A: The Proposal Organization Table under 52.212-1 Addendum has been revised with general content. Refer to 52.212-1 Addendum, Paragraph 2-General Format and Content, for proposal Volume naming, required content and order.

3. Q. Does the government want one Table of Contents for the entire proposal to be presented in Volume I or does the government prefer that each volume has its own Table of Contents?

A: Each volume should have its own Table of Contents (TOC). The TOC will not be counted in the Maximum Number of Pages indicated in the Proposal Organization Table under 52.212-1 Addendum.

4. Q. Does a Table of Contents count into the page count?

A: No.

5. Q. Is it permissible to include a two-page Executive Summary in the Proposal and include it within the page limit? If yes, where would the government prefer that it be located?

A: Yes, a two-page Executive Summary is acceptable. Include it in front of the Table of Contents for Volume I-Completed Request for Proposal (RFP).

6. Q. What is the “competitive range”? This statement indicates that there is a hidden standard which could further delineate higher and lower scores amongst Acceptable offers. We respectfully request that the Government provide the evaluation criteria that is used in the above scenario to distinguish the “most highly rated proposals” from the less highly rated proposals if there are too many acceptable ones to evaluate.

A: As referenced in FAR 52.212-2 Addendum, Paragraph 1.a. this acquisition will utilize Lowest Price Technically Acceptable (LPTA) following FAR 15.101-2 and 15.3 as supplemented by the DoD Source Selection Procedures referenced in DFARS 215.300 to assess a best value award decision. Evaluations will be made on all proposals to assess technical acceptance and acceptable past performance. If a large amount of proposals are received and have passed the technical and past performance acceptance evaluation, the contracting officer will identify the range of proposals that are highly rated amongst all proposals to make a competitive range determination. Among those offerors who have acceptable technical and past performance ratings, the award will be made to the offeror having the lowest total evaluated price.

C. The response date for receipt of proposals remains unchanged at 11 May 2018, 2:00 pm (MST) as revised under Amendment 1.

D. Per request for proposal requirements, please mail your proposal to reach 28 CONS/PKA as soon as possible but not later than 2:00 p.m. Mountain Standard Time on 11 May 2018.
