PERFORMANCE WORK STATEMENT
FOR
CHAPEL MUSIC SERVICES AT ELLSWORTH AFB, SOUTH DAKOTA
I. SCOPE OF WORK
The contractor shall provide music and choir accompaniment/director for chapel religious activities on Ellsworth AFB.
II. GENERAL RESPONSIBILITIES FOR ALL POSITION TITLES
1.0 Furnish all labor and transportation necessary to perform the duties
2.0 Present themselves in a professional manner at all times. Attire and general hygiene shall be clean, neat, and not distracting from the worship service or event. The Contractor shall maintain professional standards of conduct and public decorum consistent with religious services being led.
3.0 Be prepared and in place no less than 30 minutes prior to the start of the event or worship service.
4.0 Submit funds request for approval for all projected worship music needs: This includes any equipment, repairs, piano tuning or any additional materials.
5.0 Ensure music books and materials are properly stored and Sacristy, Choir Room and platform is free of loose materials and debris after use.
6.0 Follow Building Manager Security Program. Ensure the facility is secured at the conclusion of chapel events. If there is another group in the facility, the Contractor shall check with the other group leader to ensure they have knowledge, permission, and the ability to secure the facility. Ensure all electronic equipment is turned-off, to include the public address system, the keyboard, organ and lights. Report any facility problems to the building manager on the next official duty day. Report emergency facility problems immediately to Civil Engineering at 385-2580.
7.0 Establish and implement methods of making sure all keys/combinations issued by the Government are not lost or misplaced and are not used by unauthorized persons. The Contractor shall not duplicate any keys issued by the Government. The Contractor shall immediately report to the Contracting Officer or NCOIC, Chapel Operations of any lost or duplicated. The Contractor may be required, upon written direction of the contracting officer, to re-keying and deduct the cost of such from the monthly payment due the Contractor. In the event a master key is lost or duplicated, the Government shall replace all locks and keys for that system, and the total cost deducted from the monthly payment due the Contractor.
8.0 Use established method of reserving Chapel facilities. Submit and update government provided facility request forms to reserve facilities prior to any rehearsals.
9.0 Coordinate with the Service Chaplain on any Chapel programs.
10.0 Coordinate with the Service Chaplain at least two weeks prior to any absence that would impact the worship service. The Contractor is required to have a substitute capable of meeting all contractual obligations. Government may waive requirements for substitute on an emergency basis. The Contractor shall notify the service chaplain as soon as emergency situation is known, no later than the following work day.
11.0 Ensure all volunteers working with youth below 18 years of age receive a government performed background check as described in DoD 1402.5. Maintain records to show background checks are complete.
12.0 Submit complete government provided funds request forms for use of CTOF budgeted funds to the service chaplain no later than 3 weeks prior to date of need.
13.0 All communications with DOD organizations are subject to Communications Security (COMSEC) review. The Contractor shall be aware telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. The DOD has authorized the military department to conduct COMSEC monitoring and recording of telephone calls originating from, or termination at, DOD organizations. Therefore the Contractor is advised any time they place a call to or receive a call from a USAF organization, they are subject to COMSEC procedures. The Contractor shall be responsible for ensuring compliance with DOD communication instructions.
III. HOURS OF WORK FOR ALL POSITIONS
Services will be performed each Sunday, at hours to be determined by the Service Chaplain. One additional day per week will be required for rehearsal practice at hours to be determined. Hours may be adjusted with prior approval from supervising staff in advance of work performance at which time there will be an adjustment to the duty day. Contractor shall ensure adequate coverage for sick days and other appointments as necessary.
See attached workload estimate for further guidance.
IV. POSITION 1 - GOSPEL CHILDREN’S CHOIR ACCOMPANIST
1.0 SCOPE OF POSITION
The contractor shall serve as the choir director, resource person, advisor, recruiter of active duty personnel and their dependents and coordinator of the Chapel Children’s Music Program located at the Black Hills Chapel, on Ellsworth AFB. The Contractor coordinates with the Gospel Service Chaplain, who is responsible for monitoring the Contractor’s work.
2.0 DESCRIPTION OF SERVICES
The Gospel Children’s Choir Accompanist shall be the choir director and accompanist for the Gospel Children’s Music Program, to include developing a program to recruit singers and musicians. This includes all music and rehearsals. Special holiday services and events as necessary are included.
3.0 EDUCATION AND EXPERIENCE REQUIREMENTS
The Gospel Children’s Choir Accompanist shall:
3.1 Provide a list of experience demonstrating their history of directing a children’s choir for a gospel worship service.
3.2 Provide music training certificates or music training validation for a minimum of 24 hours.
3.3 Be able to sing and read music. Contractor shall list experience to demonstrate understanding of gospel worship music including hymns, anthems, Negro spirituals, traditional and contemporary gospel music, contemporary gospel praise music, music theory, harmony, and church musical arrangement in their proposal.
3.4 Be required to use existing instrument/sound system, including mixing boards, microphones, and amplifiers. Please list experience with these items.
V. POSITION 2 - GOSPEL WORSHIP ACCOMPANIST
1.0 SCOPE OF POSITION
The Gospel Worship Accompanist shall serve as the director, accompanist, resource person, advisor, recruiter of active duty personnel and their dependents and coordinator of the Gospel Service Music Program located at the Black Hills Chapel, on Ellsworth AFB with direction and guidance from the Gospel Service chaplain for the Ellsworth Air Force Base Protestant Faith Community. The Contractor consults and coordinates with the Gospel Service chaplain, who in turn monitors the Contractor’s work.
2.0 DESCRIPTION OF SERVICES
The Gospel Worship Accompanist shall:
1.1 Be the music director and accompanist for the Gospel Worship Service, to include singers and musicians. This includes all music and rehearsals. Special holiday services and events as necessary are included in this scope of work.
1.2 Recruit and maintain a Gospel Service Choir with volunteers from the Chapel community. Give support to team members to help them succeed in their role.
3.0 EDUCATION AND EXPERIENCE REQUIREMENTS
The Gospel Worship Accompanist shall:
3.1 Provide a list of experience demonstrating their history of: worship direction, piano, electronic keyboard, accompanying for a worship service, and playing music for gospel worship.
3.2 Provide music training certificates or music training validation for a minimum of 24 hours.
3.3 Be able to sing and read music. Contractor shall list experience to demonstrate understanding of gospel worship music including hymns, anthems, Negro spirituals, traditional and contemporary gospel music, contemporary gospel praise music, music theory, harmony, and church musical arrangement in their proposal.
3.4 Operate and monitor existing instrument/sound system, including mixing boards, microphones, and amplifiers. Please list experience with these items.
VI. POSITION 3 - CONTEMPORARY WORSHIP ACCOMPANIST
1.0 SCOPE OF POSITION
The Contemporary Worship Accompanist shall serve as the director, accompanist, resource person, advisor and coordinator of Contemporary Worship Service Music Program, located at the Chapel Activities Center, on Ellsworth AFB. The Contractor consults and coordinates with the Contemporary Service chaplain, who in turn monitors the Contractor’s work.
2.0 DESCRIPTION OF SERVICES
The Contemporary Worship Accompanist shall:
2.1 Be the director and accompanist for the Contemporary Worship Service, to include vocalists and musicians. This includes all music and rehearsals. Special holiday services and events as necessary are included in this scope of work.
2.2 Build and maintain a Contemporary Praise Team with volunteers from the Chapel community. Give support to team members to help them succeed in their role.
2.3 Recruit and maintain music and musicians for a Contemporary Worship Service with volunteers from the Chapel and base community. Provide a variety of traditional and contemporary music to aid in enhancing the overall worship experience
3.0 EDUCATION AND EXPERIENCE REQUIREMENTS
The Contemporary Worship Accompanist shall:
3.1 Be able to sing and read music. Contractor shall list experience to demonstrate understanding traditional and contemporary worship music, hymns, music theory, harmony, and musical arrangement in church and religious music in their proposal.
3.2 Provide music training certificates or music training validation for a minimum of 24 hours.
3.3 Have at least five years of experience as a worship director and accompanist and in music accompanying experience in contemporary worship service.
3.4 Operate instrument/sound system, including mixing boards, microphones, and amplifiers, and slides for worship service. Please list experience with these items.
VII. POSITION 4 - COMMUNITY WORSHIP ACCOMPANIST
1.0 SCOPE OF POSITION
The Community Worship Accompanist shall serve as director, accompanist, resource person, advisor and coordinator of Community Service Music Program located at the Freedom Chapel on Ellsworth AFB. The Contractor consults and coordinates with the Community Service chaplain, who in turn monitors the Contractor’s work.
2.0 DESCRIPTION OF SERVICES
The Community Worship Accompanist shall:
2.1 Be the music accompanist for the Community Worship Service. This includes all music and rehearsals. Special holiday services and events as necessary are included in this scope of work.
2.2 Recruit and maintain a Community Service Worship Team with volunteers from the Chapel community. Give support to team members to help them succeed in their role.
3.0 EDUCATION AND EXPERIENCE REQUIREMENTS
The Community Worship Accompanist shall:
3.1 Provide a list of experience demonstrating their history of: piano and electronic keyboard, directing and accompanying for a worship service, and playing music for a blended worship service (i.e. Protestant traditional and contemporary worship music styles).
3.2 Provide music training certificates or music training validation for a minimum of 24 hours.
3.3 Be able to read music. Contractor shall list experience to demonstrate understanding traditional and contemporary worship music, music theory, harmony, and musical arrangement in church and religious music in their proposal.
3.4 Operate instrument/sound system, including mixing boards, microphones, and amplifiers. Please list experience with these items.
VIII. POSITION 5 - CATHOLIC WORSHIP ACCOMPANIST
1.0 SCOPE OF POSITION
The Catholic Worship Accompanist shall serve as director, accompanist, resource person, advisor, recruiter of active duty personnel and their dependents and coordinator of the Catholic Music Program, located at the Black Hills Chapel on Ellsworth AFB. The Catholic Music Coordinator consults and coordinates with the Catholic Chaplain, who in turn monitors the Catholic Worship Music Coordinators work.
2.0 DESCRIPTION OF SERVICES
The Catholic Worship Accompanist shall:
2.1 Be the choir director and music accompanist for the Catholic worship service, to include singers, musicians and congregation with worship choruses and music arrangements (regularly scheduled service). This includes music and all rehearsals for solo and special events such as (Holy Days, Memorial Services and Festivals).
2.2 Include weekly performances and weekly rehearsals in the Catholic Worship Service. Performance and rehearsals for Holiday/Holy Day services and special services deemed necessary by the Catholic Chaplain (not to exceed more than 14 events and 14 additional rehearsals).
2.3 Recruit and maintain a Catholic Service Worship Team with volunteers from the Chapel community. Give support to team members to help them succeed in their role.
3.0 EDUCATION AND EXPERIENCE REQUIREMENTS
The Catholic Worship Accompanist shall:
3.1 Provide a list of experience demonstrating their history of: Piano, Organ or Electric Keyboard playing, Directing and Accompanying for a Catholic Mass and Worship service, playing music for congregational and choral singing.
3.2 Provide music training certificates or music training validation for a minimum of 24 hours.
3.3 Be able to sing and read music. Contractor shall list experience to demonstrate understanding of traditional and contemporary Catholic music, music theory, harmony, and musical arrangement in church and religious music in their proposal.
3.4 Be required to use existing instrument/sound system, including mixing boards, microphones, and amplifiers. Please list experience with these items.
3.5 Have an understanding and respect for Catholic liturgical practice.
