STATEMENT OF WORK FOR REFURBISHMENT OF STATIC DISPLAY C-47 AIRCRAFT
SOUTH DAKOTA AIR & SPACE MUSEUM, ELLSWORTH AFB, SD
OPR: MAJ Robert C. Liebman, 28 BW/CP OIC, x3803
1. OVERVIEW
a. Static Display aircraft designated for refurbishment & paint:
i. TYPE: Douglas C-47A/H Skytrain (Dakota)
ii. TAIL NUMBER: 42-93127
iii. NOTES: Aircraft requires repairs to skin, panels and various accessories, plus repair and stabilization of flight control surfaces and access panels, for long term outdoor display. Finished aircraft will display operational unit markings for C-47s assigned to Ellsworth AFB under Strategic Air Command, c. 1955.
b. Purpose of repairs, refurbishment and paint is to present a visually accurate representation of the aircraft in its operational state. Visually discrete (preferably invisible) cosmetic modifications may be made to enhance weather-proofing, durability, safety and/or security of the static display, as authorized by the contract officer. Otherwise, no significant structural modifications will be made to the airframe, or its components, without express written consent of the contract officer. Replacement of components does not necessarily require use of original equipment but shall result in a cosmetically accurate representation of the original part and will maintain overall structural integrity, safety and security of the aircraft, as a minimum. Original components will be used as available.
c. Finished display will comply with AFI 84-103, Attachment-6, para.9 criteria for aerospace vehicle display, as follows.
A6.9.3. Label and identify aircraft accurately.
A6.9.4. Secure canopies, windows, doors, hatches and panels from public entry.
A6.9.5. Remove antenna wires from aircraft on outdoor display.
A6.9.6. Bird proof aircraft and missiles by screening, plugging or covering vents, nozzles, wheel wells, cowlings and cowl flap areas, intakes, airscoops and exhausts (piston or turbine engines).
A6.9.7. Secure retractable landing gear in the down position with positive locking devices.
A6.9.8. Remove or repair any evidence of internal or external corrosion or damage.
A6.9.9. Allow no water accumulation in the airframe, display mount or supporting devices.
A6.9.10. Secure control surfaces.
A6.9.11. Use tie-down devices.
A6.9.12. Park aircraft and missiles on paved surfaces or concrete pads. Use stands or tire fill to relieve stress on tires.
2. REPAIR & REFURBISHMENT OF AIRCRAFT
a. Crew entry doors, hatches, ladders & canopies will be secured with cosmetically discrete locking devices (original or attached, padlocks, typ.), maintaining capability for museum staff to re-enter the aircraft as necessary, but preventing intrusion by unauthorized personnel.
b. Secure retractable landing gear with downlocks, or similar devices.
c. Replace, repair or provide bird-proofing, per contract officer authorization.
d. Replace fabric covering of the rudder and elevators with sheet metal, with rivet lines, tape or metal strips parallel to the part’s internal structural members, representing reinforcement strips. Alternative: Cover sheet metal with fabric and fabric reinforcing strips to simulate original fabric covering, finish to operational appearance.
e. Repair & replace missing access panels and flight control trim tabs.
f. Secure rudder, elevators & ailerons in the neutral position.
g. Secure, replace and/or repair all antennae to represent operational configuration. EXCEPTION: Remove all long antenna wires for outdoor display.
h. Repair overall airframe surface for dents & damage, secure access panels as required.
3. PREPARATION FOR PAINTING
a. Remove or repair any evidence of internal or external corrosion or damage.
b. Prevent water accumulation in the airframe, display mount and supports. Maintain existing provisions for drainage and corrosion prevention.
c. Prepare surfaces to be painted by removing dirt, oxidation, old paint, etc.
4. PAINTING & FINISHING
a. Mask surfaces, areas and components not to be painted (ea. color). Ensure that the masked color pattern and demarcation lines (hard/soft) match a valid historical reference for the aircraft in work.
b. Match Federal Specification (FS) number codes for surfaces to be painted in a specific color (EXAMPLE: FS-36118 Gunship Gray) to contract officer satisfaction. If the paint as applied and dried does not match the contract officer selected/intended color, painters will remove the incorrect color and apply the correct color in its place, while minimizing collateral rework, masking, etc, for a professional finish. Masking will ensure complete coverage but maintain operability of entry access doors, hatches, ladders & canopies.
c. Paint applied to the static aircraft will comprise latex based paint (as available), as typically used for static aircraft preservation at various Air Force museums and airpark displays.
d. Apply aircraft markings accurately representing the colors and markings schemes, safety and maintenance stenciling as shown in ATTACHMENT-1. Markings materials applied shall be selected and applied for historical accuracy, durability of color and adhesion. NMUSAF may provide markings packages for this purpose.
e. Aircraft components removed, covered or altered to enable painting will be restored to their place in a secure, historically accurate configuration.
f. Primary reference for historical accuracy of painting & finishing is ITEM-A (see attached). NOTE: Refurbished aircraft shall retain its original tail number; otherwise match this example, IAW the other associated references.
5. ADDITIONAL GUIDANCE:
a. Comply with all DOD and Air Force environmental and safety directives & constraints in application and results of the aircraft refurbishment, repair & finish.
b. Aircraft in work will be secured against unauthorized entry and pilferage of components when work is not in progress (lunch breaks, overnight, etc).
