Q1 – Do we replace all rubber moldings/guards/bumpers (e.g., attached to the wings) on the aircraft?

A1 – Strip damaged rubber and paint affected areas same color as prior rubber. Make sure the aircraft is symmetrical when making changes. Ex. If you make a change on one side of the aircraft, make the same change on the other side of the aircraft.

Q2 – Do we replace windows, lense covers, etc.?

A1 – Not necessarily.ONLY make cosmetic changes to the aircraft. Repair/replace damaged (meaning broken) windows, lense covers, etc. This does not mean replacing cloudy, scuffed, dirty, or otherwise unclear windows, lenses, etc. Replacing said items will be listed in the amendment to the solicitation as an option.

Q3 – Are decals to be re-done?

A1 – Yes. Replace all decals. And it is also allowable to paint-on all decals.

Q4 – Is it your intention to do all the work in place?

A4 – Yes. We have no buildings to move the aircraft to for the work to be done.

Q5 – Can we take apart the aircraft and move them our facility? The costs to camp out, deal with hazardous waste, etc. will outweigh the costs to re-locate the aircraft parts/pieces/sections to contrator facilities.

A5 – Moving parts/pieces/sections, etc. will be listed in the amendment to the solicitation as an option.

Q6 – What kind of paint can we use in place of the latex, which will not hold up to the elements? Is a polyurethane ok?

A6 – Paint alternatives will be listed in the amendment to the solicitation as an option.

Q7 – What’s the time frame to complete the work? Can we do this one aircraft at a time and in phases?

A7 – Time frames to complete the work (which aircraft will be worked on first, second, etc. will be at the discretion of the contractor) will be listed in the amendment to the solicitation as an option. Winter time will be taken into consideration for extension of the performance period.

Q8 – If we did the renovation on site, could we work on weekends?

A8 – Yes.

Q9 – What’s the priority work to be done in the restorations?

A9 – The whole focus is cosmetic changes. The aircraft will not function ever again. Don’t forget the rusting. It is mushrooming and will just get worse and worse. You might have to treat the damages as best as you can. Also, you might have to fabricate various damaged areas.

Q10 – Do we “bird-proof” under areas?

A10 – Yes. Screen all open areas, etc.

Q11 – Should we put the flaps down?

A11 – It doesn’t matter as long as the aircraft is symmetrical in appearance.

Q12 – Can we rough sand?

A13 – Yes. Make it look right.

Q13 – How perfect are you trying to be?

A14 – Just make it look good.

Q14 – Do we fill in the hail damage?

A14 - Fixing hail damages will be listed in the amendment to the solicitation as an option.

Q15 – Do we replace the skids on the helicopter?

A16 – No. All doors will be sealed. The public are not allowed inside any of the aircraft.

Q17 – Do you want the interiors cleaned and spiffed up?

Q18 – Do we paint the rotor blades on the Huey?

A18 – Yes.

Q19 – Do we replace the skin material - fabric?

A19 – Peel and paint where there is damage. Remember, make it cosmetically pleasing to the eye.

Q20 – Do we fix all dents?

A20 – Yes. Put in proposals.

Q21 – Do we repair/replace damaged latches to secure aircraft against the weather?

A21 – Repair/replace latches of the aircraft will be listed in the amendment to the solicitation as an option.

Q22 – Do we “bird-proof” flaps, wheel wells, landing gear?

A22 – Yes. Screen them in.

Q23 – Do we fix the dents in the bottom of the wings?

A23 – Large ones - repair, small ones - paint.

Q24 – What about the exhaust pans?

A24 – Repair.

Q25 – What about corrosion?

A25 – Do small patches or sectionalize.

Q26 – Any issues with the wheel mountings? Will the landing gear be locked down?

A26 – Contractor does not have to worry about the wheel mountings. That is being worked on. Locking down the landing gear will be listed in the amendment to the solicitation as an option.

A27 – Foam filling the tires will be listed in the amendment to the solicitation as an option.
