About this file
This is a Questions and Answers document dated 21 August 2026 for Air Force Solicitation No. FA468626QS027 regarding carpet, furniture, and asbestos abatement services at Building 2161 (9 RW B2161). The document addresses contractor inquiries regarding project scope, materials, and responsibilities across twelve questions and answers.
Building 2161, constructed in 1952, requires carpet removal, replacement, and asbestos abatement work structured in two phases with separate pricing. Key scope clarifications include: some rooms contain two layers of carpet requiring additional demolition and waste management; existing carpet baseboard with metal trim requires wall repair and painting captured under CLINs 0006 and 1006; additional padding is required in specific areas to accommodate floor slopes and ensure carpet tile adhesion; and all furniture, desks, filing cabinets, electronics, and personal belongings must be removed from work areas before abatement begins per the Furniture Removal and Storage section of the Statement of Need. The contractor bears full responsibility for daily personal and area air monitoring throughout the abatement duration and must retain a California Certified Asbestos Consultant for clearance supervision under CLIN 0007. Carpet material specifications with missing series and style information are available on SAM.gov, and a Tier I contractor list with points of contact has been provided; however, the Air Force Carpet II Ordering Guide will not be released. Markups are not allowable on Tier I purchases. The document references Amendment 0001 containing PWS revisions and attachments including asbestos surveys and the Tier I contractor list as supporting documentation.

QUESTIONS AND ANSWERS (Q&A) dated 21 August 2026
9 RW B2161 Carpet/Furniture/Asbestos
SOLICITATION NO. FA468626QS027
Question 1: Can you please provide Asbestos Surveys for each building?
Answer 1: Please see attached.
Question 2: What year was B2161 built?
Answer 2: 1952
Question 3: Can you confirm B2161 has 2 layers of carpet. This doubles our demo and waste.
Answer 3: Some rooms have 2 layers of carpet, but we won’t know for sure which areas until the carpet has been removed.
Question 4: B2161 Existing base is a tall strip of carpet with a metal trim top. Removal of this will not leave a clean surface. Wall repair and paint scope will need to be added to the scope?
Answer 4: Please see PWS revision in Amendment 0001 and capture the cost in CLIN 0006 and
CLIN 1006.
Question 5: Confirm the added padding to make up for the slope is to begin in the Hall of Area 1 leading to and including Rooms 109, 110 and 111.
Answer 5: Apply additional padding to areas that will make up for the slope and to ensure carpet tiles adhere to the surface of the floor.
Question 6: The carpet materials shown have either a code or a color. Some of these are missing the series and/or style. Could the Government please confirm the series/style for each. Some of these appear to be discontinued. If no series style available, should we propose a similar style being used in other AF.
Answer 6: Please see attached on SAM.gov.
Question 7: The document ROM--9 RW B2161 CarpetFurnitureAsbestos shows the two phases and indicates pricing should be separated per phase. This sheet however does not appear to include quantities in each of the line items. Were these meant to be filled in with the quantities for each phase?
Answer 7: Please refer to Attachment 1 - Solicitation (SF 1449) for the CLIN structure/Quantity.
Question 8: Will all desks, filing cabinets, electronics, refrigerators, furniture, and personal belongings be removed from the work areas before the abatement begins?
Answer 8: Please refer to the SON – Furniture Removal and Storage section. Personal belongings will be removed from the work areas.
Question 9: The Statement of Need references an attached Asbestos Test Report, but I do not see a survey posted with the solicitation. Can that be released by amendment? It drives both the abatement plan and the price.
Answer 9: Please see attached
Question 10: Is daily personal and area air monitoring the contractor's responsibility for the duration of the abatement?
Answer 10: Yes
Question 11: The SON requires clearance under direct supervision of a third-party California
Certified Asbestos Consultant. Is that consultant priced by the contractor under CLIN 0007, or retained separately by the government?
Answer 11: Contractor
Question 12: Since markup is not allowable on Tier I purchases, can you provide the current Air
Force Carpet II Ordering Guide and the Tier I contractor list with points of contact?
Answer 12: Please see attached Tier I contractor list with points of contact. The Guide will not be provided.
