About this file
This is a Questions and Answers document for solicitation FA468626QS020, a brand-new mold remediation and disposal services requirement for Beale Air Force Base covering approximately 1,670 square feet. Prior market research was conducted via Sources Sought notice FA468626SMOLD, and there is no incumbent contractor or previous contract number for this requirement. The contract will be awarded on a Firm-Fixed-Price basis.
Key clarifications address critical project requirements and contractor responsibilities. Offerors must assume the presence of asbestos and lead-based paint in affected drywall and adhesives and include all costs for testing, abatement, and lawful disposal within their fixed-price quote, as the Government does not have baseline surveys available. An active IICRC AMRT or equivalent acceptable certification held by subcontractor personnel directly overseeing abatement satisfies Technical Sub-Factor 1 requirements, provided the prime contractor submits the subcontractor's certification and commitment documentation. If contamination is discovered significantly beyond the 1,670 square foot baseline during demolition, contractors must stop work and obtain Contracting Officer direction before proceeding, as this would constitute an out-of-scope change. Verification that the area is "fully remediated" and "free of contamination" will be accomplished via final visual inspection by the Government Point of Contact prior to removal of containment barriers; no third-party laboratory clearance testing, air sampling, or moisture testing is required. The Government will perform electrical Lock-Out/Tag-Out procedures for the water heater, while contractors are responsible for safely disconnecting and capping plumbing lines in accordance with the Performance Work Statement.

Questions and Answer’s Solicitation Number: FA468626QS020
Project Title: B1358 Mold Remediation and Disposal Services
Q6: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Answer 6, A6: This is a brand-new requirement for Beale AFB. Therefore, there is no incumbent contractor and no previous contract number for these specific services. For situational awareness, market research was previously conducted for this effort via a Sources Sought notice under the reference number FA468626SMOLD.
Q7: We respectfully request clarification regarding the environmental documentation for this project. Specifically, we would like to confirm whether an asbestos survey and a lead-based paint report are available for review. If these documents are not available, please advise whether we are expected to include asbestos and/or lead abatement and disposal within our abatement pricing.
Answer 7, A7: The Government does not have a baseline asbestos or lead-based paint survey for this specific footprint. As stated in the Basis for Award, Offerors must provide a comprehensive asbestos abatement plan. Offerors shall assume the presence of these hazardous materials in the affected drywall/adhesives and must include all costs for proper testing, abatement, and lawful disposal within their Firm-Fixed-Price quote.
Q8: For Technical Sub-Factor 1, would an active IICRC AMRT or equivalent acceptable certification held by our proposed subcontractor personnel who will directly oversee the abatement satisfy this requirement?
Answer 8, A8: Yes. An active, acceptable certification held by the subcontractor personnel who will be on-site directly overseeing the abatement satisfies this requirement, provided the prime contractor includes the subcontractor's certification and a letter of commitment/capability documentation in their quote submission.
Q9: If contaminated drywall or insulation is discovered beyond the stated 1,670 square feet during demolition, should the contractor stop the affected work and obtain direction before removing material beyond the stated quantity?
Answer 9, A9: Yes. The 1,670 square feet is an estimated baseline for the Firm-Fixed-Price quote. If the Contractor discovers contamination significantly beyond this footprint that would constitute an out-of-scope change, the Contractor must stop work in that specific extended area and immediately notify the Contracting Officer and the Government POC for direction prior to removing the additional material.
Q10: Please clarify how the requirement for the area to be “fully remediated” and “free of contamination” will be verified. Is post-remediation air or surface sampling, laboratory/third-party clearance, moisture testing, or any other specific clearance documentation required?
Answer 10, A10: No specific third-party clearance documentation, air sampling, or laboratory testing is required for this requirement. The requirement for the area to be "fully remediated" and "free of contamination" will be verified via a final visual inspection conducted by the Government POC prior to the removal of containment barriers and final acceptance of the services.
Q11: Please confirm whether the contractor is responsible for disconnecting and making safe any utility connection to the existing water heater, including the electrical connection, or whether the facility will isolate the unit before contractor removal.
Answer 11, A11: The Contractor is responsible for safely disconnecting and capping the plumbing (water/drain) lines in accordance with the PWS. However, the Government (Base Civil Engineering) will perform the electrical Lock-Out/Tag-Out (LOTO) to isolate and make safe the electrical connection to the water heater prior to the Contractor removing the unit.
Q12: Will Clearance Testing be required? An Industry Standard practice is to have a 3rd party Laboratory take air samples to confirm that the work was successful, spore concentrations indoors have returned to normal baseline levels comparable to the outdoors, and the space is safe for re-occupancy.
Answer 12, A12: No. Third-party laboratory clearance testing and air sampling are not required for this specific requirement. Because this phase of the project is strictly demolition and disposal (tear-out) and does not include reconstruction, verification that the area is "free of contamination" will be conducted via a final visual inspection by the Government POC prior to the removal of containment barriers.
