About this file
This is a Questions and Answers document for federal contract solicitation FA468626QS020 for B1358 Mold Remediation and Disposal Services at Beale Air Force Base. The document addresses contractor inquiries regarding site access, project scope, testing requirements, and remediation specifications.
The affected area encompasses a restroom and adjacent breakroom (containing a water heater) with a combined floor footprint of 444 square feet and uniform 8-foot ceiling height. The total affected surface area for wall and ceiling tear-out is approximately 1,670 square feet. Specific room dimensions are provided: Break Room (19'11" L x 15'7" W x 8' H, 310.37 sq ft); Bathroom Right (8'11" L x 6'10" W x 8' H, 60.93 sq ft); Bathroom Left (8'5" L x 5'11" W x 8' H, 49.80 sq ft); and Closet/Water Heater (8'5" L x 2'8" W x 8' H, 22.44 sq ft). The Government will not accommodate on-site inspections due to the facility's location in a highly restricted area; contractors must base quotes on the Performance Work Statement, provided room dimensions, and attached photographs. The contractor may determine containment strategy (single contiguous zone or separate zones) provided it meets safety and zero cross-contamination requirements. The Government has not provided baseline asbestos or lead testing; contractors must assume full responsibility for comprehensive testing, removal, disposal, and compliance with all applicable environmental and safety regulations. An AdamLabs Mold Air Clearance Report from July 2025 is provided, confirming indoor air quality is good with no elevated levels of harmful mold spores detected, and the structure is deemed fit for re-occupancy and restoration.

Questions and Answer’s Solicitation Number: FA468626QS020
Project Title: B1358 Mold Remediation and Disposal Services
Q1: We have a prospective contractor requesting an on-site inspection for FA468626QS020
– B1358 Mold Abatement and Restoration at Building 1358. They are requesting a site walk on Monday, August 17, 2026, at approximately 9:00 AM. Please confirm whether this date and time can be accommodated. If not, please advise the earliest available date/time for a site inspection and whether any additional access documentation is required.
Answer 1, A1: The Government cannot accommodate a site visit for this requirement. Facility B1358 is located within a highly restricted area, and prevent unauthorized exposure, as outlined in the Performance Work Statement (PWS). Offerors must base their quotes on the provided PWS, detailed room dimensions (see A3), and the attached photos (see A4).
Q2: How many containments is this project as it appears there is a bathroom and some other room with a water heater?
Answer 2, A2: The affected footprint encompasses the restroom and the adjacent breakroom (which houses the water heater). The Contractor may determine the most effective containment strategy (e.g., one contiguous containment zone or separate zones) provided it meets the safety and zero cross-contamination requirements outlined in the PWS.
Q3: How large is each room?
Answer 3, A3: The total combined floor footprint of the affected area is estimated at 444 square feet, with a uniform ceiling height of 8 feet across all rooms. Because the remediation requires wall and ceiling tear-out, the total affected surface area (walls and ceiling) for the remediation is approximately 1,670 square feet. The specific dimensions (Length x Width x Height) for each room within the containment footprint are as follows:
• Break Room ~ 19' 11" L x 15' 7" W x 8' H (estimated 310.37 sq ft floor area)
• Bathroom Right ~ 8' 11" L x 6' 10" W x 8' H (estimated 60.93 sq ft floor area)
• Bathroom Left ~ 8' 5" L x 5' 11" W x 8' H (estimated 49.80 sq ft floor area)
• Closet (Water Heater) ~ 8' 5" L x 2' 8" W x 8' H (estimated 22.44 sq ft floor area)
Q4: Do you have additional pictures so I can see the rest of the room(s)?
Anwers 4, A4: All photos currently available are provided in Attachment 2 of the solicitation.
Due to the access restrictions, a site visit will not be hosted. Offerors should utilize the photos in Attachment 2 along with the detailed room dimensions provided in A3 to assess site conditions and formulate their quotes.
Q5: Have the materials to be removed been tested for asbestos or lead?
Answer 5, A5: The Government has not provided a baseline test for asbestos or lead for this specific footprint. The Government has provided Attachment 4 (AdamLabs Report, July 2025);
however, please note that this document is strictly a Mold Air Clearance Report covering airborne spores and does not test for asbestos or lead. Therefore, the Contractor must still provide a comprehensive asbestos abatement plan. The Contractor shall assume responsibility for proper testing, removal, disposal, and compliance with all applicable environmental and safety regulations regarding asbestos and lead-based materials.
