About this file

This document is a Solicitation Questions and Answers (Q&A) amendment for a CAD/CAM Software solicitation by the U.S. Air Force. The solicitation (Number: FA468625QC005) is for the 9 MXS (Maintenance Squadron) and seeks CAD/CAM software with specific technical requirements. Key clarifications include resolving an apparent contradiction in software requirements: the software must include collaboration and data management tools that may require internet connectivity when used for collaboration, while simultaneously maintaining the ability to operate all core functions (design, machining, simulation, file management) completely offline without internet dependency. The amendment also clarifies that this is not a license renewal, and was issued on August 13, 2025, with the primary change being the upload of these questions and answers to Sam.gov. The document is certified by Contracting Officer Cali McVay from the Department of the Air Force.

SOLICITATION QUESTIONS AND ANSWERS

Solicitation Number: FA468625QC005 Title: 9 MXS CAD/CAM Software Amendment Number: 001 Contracting Officer: Cali McVay

QUESTIONS AND ANSWERS

Q1: 3.1.7 Collaboration and Data Management: The CAD/CAM software shall include collaboration and data management tools, including the ability to manage and track revisions, to enable multiple users to work together on projects and ensure data integrity. This needs connection to internet.

3.1.10 Standalone Operation: The CAD/CAM software shall be capable of full offline operation without requiring internet connectivity or cloud-based services. All software functions, including design, machining operations, simulation, and file management, shall operate independently on local workstations. The software licensing method shall not require continuous internet verification or cloud authentication for normal operation. This point says software should work offline.

So both the points are contradicting to each other. This would be the problem for any competitor software also. Please check this with customer and get the clarification.

A1: The Government clarifies the intent of these requirements:

Requirement 3.1.7: The software shall include collaboration and data management capabilities. These features may require internet connectivity when actively used for collaboration purposes.

Requirement 3.1.10: All core CAD/CAM functions (design, machining operations, simulation, file management) shall operate without internet dependency.

Q2: We are being asked for the current Mastercam license number since this is a renewal.

A2: This is not a renewal of an existing license.
