About this file
This Statement of Need (SON) details the 9th Maintenance Squadron's requirement for a Mastercam or equivalent CAD/CAM Perpetual License software program for the Aircraft Metals Technology section at Beale AFB, California. The software must support advanced machining strategies including multi-axis machining (2-3 axis, 3+2 axis, rotary milling, and 5-axis), enable complex part production, integrate with current CNC controllers, provide advanced simulation and verification capabilities, and support multiple machining operations like milling, turning, grinding, and wire EDM.
Key requirements include customizable configuration, collaboration and data management tools, standalone offline operation, technical support for 12 months, and a minimum 1-year warranty. The software will be used on multiple Haas machine tools with varying axis configurations, primarily for producing complex aerospace geometry, general and legacy part work, one-off repair parts, and precision prototype work. The contractor must deliver the software by September 30, 2025, as part of a 100% small business set-aside solicitation with NAICS code 541519 and a small business size standard of $34M.

STATEMENT OF NEED
FOR
9 MXS CAD/CAM Software
1. BACKGROUND
1.1 The 9 MXS’s Aircraft Metals Technology section is responsible for manufacturing and repairing critical aircraft components to enable the 9th Reconnaissance Wing to execute intelligence, surveillance, and reconnaissance missions. The section requires a CAD/CAM software program to create precise components efficiently, reduce lead times, and meet mission requirements with advanced capabilities.
1.2 The 9th Maintenance Squadron located at Beale AFB requires a computer-aided design (CAD) and computer-aided manufacturing (CAM) software program that can support the design and manufacturing of complex parts and components. Without the purchase of the CAD/CAM software program, operations will be limited to basic milling and turning, restricting the ability to produce complex parts at scale.
2. SCOPE
2.1 The contractor shall deliver a one (1) Mastercam or equal CAD/CAM Perpetual License software program that meets the requirements outlined in this Statement of Need. The software shall be delivered and fully operational on or before 30 September 2025.
3. REQUIREMENTS
3.1 The CAD/CAM software program shall meet the following requirements:
3.1.1 Advanced Machining Strategies: The CAD/CAM software shall support advanced machining strategies, such as high-speed machining, multi-axis machining, and advanced turning operations, to enable the production of complex parts and components.
3.1.2 Critical Performance Elements: The CAD/CAM software shall provide comprehensive support for multi-axis machining, including 2-3 axis, 3+2 axis, rotary milling, and 5-axis machining capabilities, generating efficient and accurate G-code for each operation, and providing simulation and verification capabilities to ensure error-free machining and optimal results.
3.1.3 Customization and Configuration: The CAD/CAM software shall be customizable and configurable to manufacturing requirements, including the ability to create custom macros, scripts, and interfaces.
3.1.4 Integration with Computer Numerical Control (CNC) Controllers: The CAD/CAM software shall integrate with current CNC controllers, including the ability to generate G- code and M-code programs, to enable seamless data transfer and minimize errors.

3.1.5 Advanced Simulation and Verification: The CAD/CAM software shall include advanced simulation and verification capabilities, including the ability to simulate machining operations, verify toolpaths, and detect potential collisions.
3.1.6 Support for Multiple Machining Operations: The CAD/CAM software shall support multiple machining operations, including milling, turning, grinding, and wire EDM, to enable the production of complex parts and components.
3.1.7 Collaboration and Data Management: The CAD/CAM software shall include collaboration and data management tools, including the ability to manage and track revisions, to enable multiple users to work together on projects and ensure data integrity.
3.1.8 Technical Support: The CAD/CAM software shall include training and support resources, including online tutorials, documentation, and technical support, to ensure that our personnel can effectively use the software and troubleshoot issues for a minimum of 12 months after delivery.
3.1.9 Warranty: The contractor shall provide a minimum 1-year warranty for the software.
3.1.10 Standalone Operation: The CAD/CAM software shall be capable of full offline operation without requiring internet connectivity or cloud-based services. All software functions, including design, machining operations, simulation, and file management, shall operate independently on local workstations. The software licensing method shall not require continuous internet verification or cloud authentication for normal operation.
