QUESTIONS AND ANSWERS (Q&A) dated 12 November 2024
Air Show Public Address System (Sound) Service 2025
SOLICITATION NO. FA468625Q0002
Question 1: I am wondering if you can provide a map to assist with system design. If a map is unavailable, please help me understand the overall dimensions of the show area, as well as any restrictions in regards to cable runs or other limiting factors.
Answer 1: The event area will be approximately 2000’x500’ with the 2000’ length along the flight line [west side with orange line] where cables could be run. Like many airshows, tents, booths, aircraft, other obstacles, and heavy foot traffic may or may not permit cables to be run safely from the front of show to the rear. For that reason, the contractor must be able to, “broadcast sound 300-500 feet into the crowd…” Upon award, a POC will be available to the contractor to provide the most up-to-date ground plan.
Question 2: Can you clarify any restrictions with site power? Wondering if there are any restrictions in regards to on-site fueling, generator placement, and or any other pertinent information to help design a temporary site power system. Additionally, will we be providing site power to other vendors or on site needs?
Answer 2: Paragraph 4.18 describes the generator requirements. You should be self-sufficient and will not be asked to provide power to other users. The Air Boss tent with the announcer and comm equipment will be approximately centerline of the green container in the image above on the west side indicated by the orange line. A fuel-powered generator should be sufficiently far from the announcer to abate amplifying the motor noise.
Question 3: Is there an established budget that we should be trying to work within?
Answer 3: We cannot share this information with offerors. Please provide pricing that is necessary to meet the requirement as outlined.
Question 4: Are hotels provided by you or by us for our crew? The SOW has some mixed information on this throughout the documentation.
Answer 4: The Statement of Work, under ‘Offeror’s Responsibility,’ states, ‘Upon request, amount of requested hotel rooms and rental cars/types.’ Please clearly state in your submission whether your offer includes your own rental car and hotel accommodations or if you would prefer the USAF to select your car and hotel arrangements at a standard rate. In both cases, the offeror is responsible for the costs associated with travel and lodging.
Question 5: Will there be any restrictions in regards to how late/early we can work?
Answer 5: Between 06 July and 08 July, USAF Security Forces and Airshow Staff will provide a designated escort to ensure the offeror has ample time and access to complete the scope of work. There is no specific time restriction.
Question 6: Will there be any restrictions on radio frequency use other than what is already allotted under FCC rules?
Answer 6: No.
Question 7: Is there any restrictions on height for speaker stands or speaker hanging equipment?
Answer 7: There are no ‘maximum’ restrictions. The minimum functional height for speakers is 10ft and stand equipment must meet the minimum safety precautions outlined in the SOW.
Question 8: How feasible is it to distribute audio from behind the audience?
Answer 8: It is an option. Reference the image from Question 1. As noted, it may be difficult or impossible to employ that strategy without the use of wireless relay. The key is for everyone on the ramp to be able to hear the announcer during the airshow and for any emergency situation.
Question 9: How many separate wireless listening areas are going to be necessary because of lack of cable access?
Answer 9: No such area has been specifically designated. The area is a completely flat, contiguous, paved surface with limited physical obstructions.
Question 10: Can ADA cable ramps be utilized in areas where foot traffic over cable ramps is a concern?
Answer 10: Yes, as long as all areas of the event that are open to the public maintain handicap accessibility. While planning, be aware that during setup and tear down, aircraft or other site equipment may require cables and their trays to be completely removed in order to taxi.
