B11177 Remove Replace Tool Crib HVAC
Request for Information and Responses
1. Can the Site Superintendent full-fill the roles of the Site Safety Health Officer (SSHO) and the Quality Control Manager (QCM); one person wearing all three hats? Or, will a separate SSHO and QCM be required? Please advise.
Response: Triple hatted Super/QC/SSHO is allowed given the limited scope and complexity of this project.
2. Will the Contractor be permitted to work a Monday-Thursday 10 hours a day (4-10) schedule?
Response: Yes. This will be coordinated with 9AMXS prior to construction start.
3. At the site visit it was mentioned that the AC unit may now need to be a 40 ton unit instead of a 30 ton. Please confirm.
Response: Unit size will be determined by the contractor during the design process.
4. How many people can occupy the building at one time?
Response: Average occupancy of the building is 25-30 people.
5. Are restrooms and office spaces part of the scope of work and require to have AC?
Response: Office and restroom spaces will not be serviced by new HVAC. Warehouse space and front reception area will be serviced.
6. Are permits and fees required? If so, is the who is responsible to obtain and pay for the permits?
Response: There are no permit requirements for this project. The contractor is responsible for any commercial fees.
7. Will the Government provide a staging area for materials and a trailer?
Response: Laydown location will be determined by the government based on contractor space requirements.
8. Are there any associated costs to the Contractor for escorts?
Response: No, 9AMXS will provide escorts.
9. At the site visit we were not able to determine the size and location of the existing master switch board. Please confirm the size and location of existing master switch board.
Response: See attached electrical drawings.
10. SOW line item 8: Replacement of transformer and electrical distribution system.
Please confirm this requirement is only required to support additional loads required by new HVAC system and will not account future loads or additional electrical capacity.
Response: Confirmed. Electrical upgrades are required only to support additional loads required by new HVAC system.
11. Please confirm new HVAC systems shall provide coverage in Restrooms and Janitors closets.
Response: Neither restrooms nor janitor’s closets will be ducted as part of this project.
12. Please identify is there is any humidity control requirements.
Response: The requirement is to achieve 30-50% humidity.
13. Since ductwork will be exposed. Please confirm if ductwork will required to be painted.
Response: Duct work does not need to be painted.
14. Please verify existing transformer location. Please provide pictures of existing transformer.
Response: See attached as-built drawings.
15. Please confirm building will be vacant while construction activities are completed.
Response: Building will not be vacant. 9AMXS does not have any other facilities which can support their missions during construction. Work may need to be accomplished is phases to allow continued operations of the facility.
16. Please confirm Govt/end users will relocate all equipment, materials, tools etc. out of building/ covered area prior to construction efforts.
Response: Gov’t personnel will remove all equipment/materials/tools prior to construction start. Areas required to be cleared will be clarified during design and coordinated with the end user. Work may need to be accomplished is phases to allow continued operations of the facility.
17. Please confirm HVAC system will be required to be integrated into the BMS system.
Response: New HVAC will not be integrated into the BMS system.
18. Please confirm Siemens Controls are required.
Response: Siemens Controls are required.
19. Please confirm if existing radiant heaters are staying or to be removed as part of this project?
Response: Existing radiant heaters will remain. Contractor shall protect in place.
20. Please confirm existing Fire Alarm panels have sufficient capacity to support additional duct detectors devices.
Response: The fire alarm system does have sufficient capacity to add the following:
i. Addressable duct detectors 4 EA
ii. Remote Test Switches for the duct detectors 4 EA
iii. Addressable relay modules 2 EA
21. Please confirm no Fire Alarm panel/batteries upgrades are required under this project.
Response: A new larger battery box will need to be installed and the old one removed.
22. PPQ form reference “Backflow Preventer.” Can you please update to correct project?
Response: Changed. See attached for new form.
23. Can you please provide As-Builts?
24. It appears there are only structural drawings and no HVAC or Mechanical drawings. will there be more drawings made available?
25. Does the Government have a preface between a heat pump or natural gas package unit?
Response: Heat pump unit(s) required.
26. Is there a floor plan available for the building?
27. Will the design need to comply with any ATFP requirements?
Response: Contractor will comply with all relevant United Facilities Criteria literature for ATFP requirements.
28. The RFP indicates 60 Calendar Days for the design. Does that mean the design deliverable is limited to one (1) design submittal package? Will the contractor need to submit a conceptual?
Response: Design submittals shall include conceptual, prefinal and final.
29. How many days will the Government take to review the design package? Pending the Governments response to their review time and the number of required design submittals, can the period of performance of 60 CD for Clin Item 0001—Design be increased?
Response: The period of performance is negotiable. Contractors shall submit any proposed schedule changes in their proposal.
30. Block 11 of the SF1442 indicates that the Contractor is to commence work within 10 calendar days and complete it within 180 calendar days (60 CD for Clin Item 0001-- Design and 120 CD for Clin Item 0002—Construction) after receiving the NTP. Due to the long lead times on equipment, can the 120 CD Period of Performance for construction begin after all submittals are approved, equipment released for production, and all materials are onsite? Please advise.
Response: The period of performance is negotiable. Contractors shall submit any proposed schedule changes in their proposal.
