MEMORANDUM FOR 9 CONS

FROM: 9 CES/CEOER

SUBJECT: B11177 – Remove/Replace Tool Crib HVAC - Statement of Need (SON)

A. General Scope. The contractor shall furnish all supervision, labor, tools, equipment, materials, operations and incidentals as required to repair by replacement, the evaporative coolers servicing building 11177. The replacement unit will be one (1) 40 ton Trane unit. This project will also include Removal of the non-operational evaporative cooler on the Southeast corner of the building.

Scope of Work:

1. Purchase new HVAC Package Unit(s) (Trane) to be installed in the current location of the existing evaporative coolers on north face of the building.

2. Demolish and remove the existing three (3) swamp coolers. Two located on the north face and one located on the southeast corner of the building.

3. Repair holes in CMU wall left by the existing evaporative cooler’s removals.

4. Cut back and cap existing water lines from evaporative coolers.

5. Fabricate and install ductwork to connect the new unit to the building through the existing duct holes.

6. Fabricate and install ductwork to service all unconditioned spaces in the facility (approx. 9100sqft).

7. Replace existing safety switch with appropriately sized disconnect.

8. Replace existing transformer and reconfigure electrical distribution system to accommodate additional amperage required by new package unit.

9. Test and ensure proper functionality and communication of package unit with building Siemens system.

10. Install duct detector on the supply and return side ducting as necessary to comply with NFPA code.

11. From the nearest addressable device, extend fire alarm SLC circuits to add duct detectors to the fire alarm control panel.

12. Install addressable relay modules on the new unit to shut it down when the duct detectors activate.

13. All fire alarm circuits and wiring shall be installed in 3/4" conduit minimum and the conduit will be red. All wiring, installed in the conduit, shall be FLP on the inside and aqua seal on the exterior.

14. All contractor performed work must comply with all applicable United Facilities Criteria (UFC), all National Fire Protection Agency (NFPA) codes, and all local current Beale Compatibility Guidelines.

B. Existing Conditions:

· Currently the Tool Crib Warehouse is cooled by a pair of non-operational Essick Air 21000 SD evaporative coolers. Because both evap coolers are non-operational, they have been earmarked for replacement with Trane package units. The existing coolers are located in a shaded area under an awning on the north side of the building.

· The front desk area of the tool crib was at one point cooled by an evap cooler located on the southeast corner of the building. This cooler is no longer operational and sits on a rusted frame.

· All three evap coolers are connected to Cutler-Hammer 30A disconnects (30A, 240V, 60Hz).

C. Authorized Work. Work shall be accomplished in accordance with all contractually incorporated documents. Any work that is accomplished outside of the contractual documents, unless authorized by a contracting officer, is accomplished at the contractors own risk.

D. All work shall be accomplished between 0700-1700 Mon-Fri.

E. All contractor vehicles must enter the base via the Wheatland Gate and shall be subject to inspection. All contractor personnel must obtain base passes, or be listed on the Entry Access List (EAL) throughout duration of work performance. Any persons in the EAL is required to bring two (2) forms of identification or REAL ID in order to access the base.

F. The Government will remove any items/equipment that will be in its vicinity in preparation for these doors to be replaced, and will return any items/equipment after work is complete.

II. WORK ITEMS:

The contractor shall comply with all applicable Federal, State and local NEC construction standards. Current Air Force Occupational Safety and Health (AFOSH) standards and COVID-19 safety regulations also apply.

Contractor shall be in compliance IAW all NFPA, AFI, UFC and ETL standards for fire safety.

All metal and equipment recycling will be disposed of on base to the 9 CES Recycle yard, POC: Shane Morris at 530-634-0744 or shane.morris.5@us.af.mil. All other waste material is to be removed off base by the Contractor, POC: Shane Morris at 530-634-0744 or shane.morris.5@us.af.mil. Contractor will practice good housekeeping during the project.
