About this file
This document is a Statement of Need (SON) for a sunshade replacement project at the Youth Center playground on Beale Air Force Base. The existing playground sunshades have been damaged, causing safety issues that were identified during a recent facility inspection. The SON outlines the requirements to replace the sunshades in order to meet applicable safety standards and provide appropriate sun protection for the children using the playground. The related federal contract opportunity is a solicitation for the YC/CDC Sunshade Replacement project, issued by the Department of the Air Force's Air Combat Command. The solicitation seeks proposals to replace the sunshades at both the Youth Center and Child Development Center on the base. The work is required to be completed as soon as possible to address the identified safety concerns.

Requirements: AFI-34-144 Section 3.1.4 Playgrounds meet safety and design requirements outline in Public Playground Handbook for Safety, United States Consumer Product Safety. The Force Support Squadron Commander/Director coordinates any deviations from the recommendations in the Public Playground Handbook for Safety with AFSVC/SVPY. Public Playground Handbook for Safety 2.1.1 Page 5 According to the American Academy of Dermatology, research indicates that one in five Americans will develop some form of skin cancer during their lifetime, and five or more sunburns double the risk of developing skin cancer.
Utilizing existing shade designing play structures as a means for providing shading (elevated platforms with shaded space below), or creating more shade (manmade structures) are potential ways to design a playground to help protect children’s skin from the sun. When trees are used for shade, additional maintenance issues arise, such as the need for cleaning debris trimming limbs.
