FAR 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS
ADDENDA TO 52.212-1-- INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS
THIS SECTION IS FOR SOLICITATION PURPOSES ONLY. THIS SECTION WILL BE
PHYSICALLY REMOVED FROM ANY RESULTANT AWARD, BUT WILL BE DEEMED
INCORPORATED BY REFERENCE. THIS ADDENDA SUPPLEMENTS FAR 52.212-1.
I. SOLICITATION PROVISIONS IN FULL TEXT
Notice: The following provisions are hereby replaced in full text: Addendum to 52.212-1(c), Period for Acceptance of Offers. The Offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.
II. QUOTATION PREPARATION INSTRUCTIONS
Each Offeror is required to submit their quotation as specified in solicitation FAR provision
52.212-1, Instructions to Offerors- Commercial Items, along with the following addendum.
Failure to provide any required information may result in an offer being determined non-responsive.
A. Quotation Submittals/Inquiries Instructions.
Deadlines:
No later than 10:00 AM PST, 5 June 2024 – Questions in response to this notice shall be sent via e-mail to the point of contact listed below.
No later than 10:00 AM PST, 18 June 2024 – Technical, Past Performance and Price Volumes shall be sent to the Government POCs via email.
It is the offeror’s responsibility to confirm receipt of all submissions.

B. General Quotation Instructions
1. To assure timely and equitable evaluation of the quotation, the offeror must follow the instructions contained herein. The quotation must be complete, self-sufficient, and respond directly to the requirements of this solicitation. A complete quotation consists of three (3) volumes:

2. Failure to furnish a complete quote may result in the quotation being determined unacceptable by the Government. Response to this solicitation must be submitted by the due date specified in Block 8 of the SF1449.
3. Solicitation Amendments. Any solicitation amendments to the original solicitation document must be signed and returned by the date specified in the amendment document.
4. System for Award Management (SAM) Registration. In order to eligible for award, offerors must be registered in SAM and shall complete Representations and Certifications in the system:
https://www.sam.gov/. (Reference FAR Provision 52.204-7, System for Award Management).

C. Specific Instructions
Volume I, Technical
1. The Technical Volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror’s quotation.
Responses will be evaluated against the technical sub- factor criteria defined in RFQ Attachment 3, Evaluation Criteria. The quotation should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements. Statements that the Offeror understands, can, or will comply with the PWS (including referenced publications, technical data, etc.);
statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. Offerors shall assume that the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the Offeror's quotation.
2. The Technical Volume shall, at a minimum, be prepared in a form consistent with the PWS and the evaluation criteria for award set forth in RFQ Attachment 3, Evaluation Criteria. The Offeror shall address as specifically as possible the actual methodology to be used in accomplishing the PWS tasks. The volume shall be organized according to the following general outline:
a. Technical Approach: The offeror shall provide a comprehensive technical approach that outlines the intended procedures required to complete the scope of work as outlined in the PWS.
Volume II, Past Performance
The Government reserves the right to use relevant performance assessment ratings from sources available to the Government, to include, but not limited to, Contractors Performance Assessment Reporting System (CPARS), interviews with Program Managers, or non-Government sources, such as any commercial business or customers referenced by the offeror in Attachment 5.
1. The Offeror shall provide no more than three (3) Past Performance Questionnaire (Attachment 5) for relevant contracts performed of similar scope and complexity.
Volume III, Price
1. The Offeror shall propose and insert a whole dollar unit price, with no decimal places, for each firm-fixed-priced (FFP) CLIN. The FFP CLINs which shall be populated can be found in the Supplies or Services and Prices/Cost section of the SF1449.
2. The prices shall be expressed as quantities multiplied by the unit price which equals the extended amount for each FFP CLIN. Offeror shall return the wage determination highlighting which Occupational Code & Title will be used, if any.
