Performance Work Statement for
Heating Ventilation and Air Conditioning (HVAC) Systems Industrial Water Treatment
Contract
26 June 2024
BEALE AIR FORCE BASE
1. Scope of Work. The Contractor shall develop a comprehensive industrial water treatment program, supplying all water treatment chemicals, testing apparatus, testing reagents, program start-up chemical control equipment, technical expertise, operator training, and monitoring program for all treated systems for the facilities listed in Appendix A . The Contractor shall provide all manpower, tools, equipment, transportation, materials, and incidentals necessary to provide comprehensive industrial water treatment and technical services for all treated systems. Contractor shall supply a portable by-pass chemical feeding device for all systems when the absence of a pot-feeding chemical device exists.
1.1. Description of Services. Contractor will be required to perform treatment using comprehensive industrial water treatment chemicals and technical services to protect the water cooling towers, chilled water systems, and hot water boiler systems from adverse effects of corrosion, deposition and biological fouling for buildings. Corrosion, deposition, and biological fouling for buildings can cause the system to break down and not able to be used. This would negatively affect the health and wellness of personnel as well as affect server rooms that operate.
1.2. The Contractor shall take any measures necessary to ensure that existing HVAC equipment is not damaged by their operations. Contractor shall replace or repair any features damaged by their operations in a manner satisfactory to the Contracting Officer (CO) or the designated representative. Contractor must also bear cost of additional labor and replacement parts. Additional funds will be provided for parts and labor required to repair system failure or breakage that is determined by the CO, to be beyond the control of the Contractor.
2. Services Provided
2.1. Schedule. The Contractor shall provide a schedule of service dates for the performance year outlining when the initial, monthly, semi-annual and annual services will be complete as outlined in the paragraphs below. The schedule shall be provided to the Contracting Officer Representative (COR) at least 30 days after contract award. This schedule shall be submitted to the COR for approval. The Contractor’s loss of productivity resulting from failure to schedule, complete all work on schedule, or to coordinate with the COR shall be at no additional cost to the Government.
The Contractor is warned that non-scheduled exercises are normal operations on the installation and no additional compensation will be paid for delays caused by operations.
2.2. Initial Service. The Contractor shall develop an effective industrial water treatment program, permitting three (3) cycles of concentration to reduce chemical consumption and wastewater production for all facilities listed in Appendix A. Contractor shall schedule and perform the initial service within 14 days of contract award.
2.2.1. The Contractor shall submit engineering recommendations for mechanical improvements, within 14 days after initial service visit of the existing systems to increase worker safety, enhance system controls, and reduce energy consumption associated with equipment operation to the COR and CO.
2.2.2. The Contractor shall provide the 9th COR with Material Safety Data Sheets (MSDS), within 14 days of contract award, for all chemicals used in the industrial water treatment program. Prior to using chemicals on base, the Contractor shall submit all MSDS and receive approval from the
COR.
2.3. Monthly Service. The Contractor shall perform a complete evaluation of the status of the industrial water treatment program for the buildings listed in appendix A. The Contractor shall provide a written report to the Contracting Officer Representative (COR) describing corrective actions required and to the potential negative consequences of failing to implement the recommended corrective action. This report shall be provided to the COR within 5 days of monthly service completion. The Contractor shall immediately notify the COR of any problems requiring immediate corrective action. The following inspections shall be documented in the overall monthly service completion report. All services required under monthly services shall be coordinated and documented in the yearly schedule.
2.3.1. The Contractor shall perform the complete monthly inspection of chemical feed equipment and water-cooling towers for satisfactory operational performance and shall submit a monthly report of the findings. One copy of the report shall be submitted to the COR and a second copy shall be submitted to the HVAC Supervisor.
2.3.2. The Contractor shall perform a chemical analysis of the treated system waters and inspect the performance of the chemical control equipment.
2.3.3. The Contractor shall inventory the industrial water treatment chemicals to ensure adequate supply, with a safe margin to prevent chemical run-out. Contractor shall be responsible for ordering and supplying all chemicals based on observed chemical consumption rates.
2.3.4. The Contractor shall inspect deposition and fouling coupons inserted into a coupon bypass rack for a qualitative analysis of system fouling and deposition trends.
2.3.5. The Contractor shall perform a total bacteria count and fungus count on the evaporative cooling system waters to determine microbiological control.
2.3.6. The Contractor shall review operator records to evaluate operator performance and remedial training requirements.
2.3.7. Every three (3) months the Contractor shall insert pre-weighed metal coupons matching the evaporative cooling system metallurgy into a coupon by-pass rack. Coupons removed from the rack will be re-weighed to determine the metal loss and inspected by the Contractor’s in-house laboratory to assess the type and rate of corrosion. Corrosion rates for mild steel shall not exceed 1/500th of an inch (2.0 mils) per year. These results shall be reported in the required monthly report of the month in which this test is completed in.
2.4. Semi-Annual Service. The Contractor shall perform laboratory analysis of well water used in the heating and cooling equipment to detect changes which might have an impact on the treatment program of the locations in Appendix A.The following inspection results shall be documented in the overall semi-annual service completion report. All services required under semi-annual services shall be coordinated and documented in the yearly schedule.
2.4.1. The Contractor shall perform tests for corrosive, sulfate-reducing bacteria in the basins of the evaporative cooling towers.
2.4.2. The Contractor shall perform all required tests and any additional tests as required by the Contracting Officer (CO) ensuring the proper condition and function of all boiler and chilled water loops.
2.4.3. The Contractor shall add required chemicals to all boiler and chilled water loops to maintain appropriate levels, ensuring the proper condition and function of all loop systems.
2.4.4. The Contractor shall perform a complete semi-annual inspection of chilled water loops and boiler loops for satisfactory operational performance and shall submit a semi-annual report of the findings. The report shall be completed and submitted within 5 days of completing the report. One copy of the reports shall be submitted to the COR and a second copy of the report shall be submitted to the HVAC Supervisor.
2.5. Annual Service. The Contractor shall fully inspect and clean cooling towers at buildings listed in Appendix A annually and shall include the following:
Clean cooling tower fill packs (in place) using pressure washers and brushes to remove deposits.
Remove and clean drift eliminators and suction strainers.
Clean all nozzle housings and nozzles.
Drain and clean basin from debris, scale, and silt.
The inspection results shall be documented in the annual service completion report. All services required under annual services shall be coordinated and documented in the yearly schedule.
2.5.1. Clean chillers at buildings listed in Appendix A annually by removing end bell and brushing tube bundle.
2.5.2. The Contractor shall inspect the conditions of treated heat exchange equipment opened for annual inspections. The Contractor shall take photographs of the inspected equipment to provide historical record of internal conditions. Contractor shall submit these photos to the COR along with the annual service report.
2.6. Standby Services. If standby services are needed, the COR will contact the Contractor. The Contractor will have 48 hours to respond to the location in question and perform the required testing. A recommendation of repair will be given to the COR within 24 hours of response to the site.
2.6.1. In the event of heat exchanger deposition, the Contractor shall inspect the equipment with a fiberscope to determine the extent of the deposition and record the results on video tape.
2.6.2 In the event of deposit accumulation or excessive biological activity, the Contractor shall perform laboratory analysis of representative samples to determine composition and formulate corrective action.
2.6.3. In the event of a chronically poor performing water softener, Contractor shall perform elusion studies and/or resin analysis to determine proper regeneration settings and resin efficiency.
2.6.4. In the event of a failed heat exchanger, the Contractor shall perform metallurgical analysis to determine cause.
3. Chemical Delivery Requirements
3.1. The Contractor shall pneumatically deliver all chemicals used in excess of 150 gallons per year, per operating location, directly from the Contractor-owned and operating delivery truck, into heavy-duty, Contractor-provided tanks enclosed by safety containment basins. All chemicals consumed at a rate of less than 150 gallons per year shall be delivered in disposable 30-gallon fiber drums, disposable 5-gallon plastic pails, or 55 gallon drums, as long as secondary containment systems are provided. Contractor shall remove all empty containers within 7 days.
4. Environmental Requirements
4.1. Compliance with Laws and Regulations: The Contractor shall be knowledgeable of and comply with all applicable Federal, State, and County laws, regulations, and requirements regarding environmental protection. In the event environmental laws, regulations, and/or requirements change the term of this contract, the Contractor shall comply with such laws/regulations as changed. If there is an increase or decrease in cost as a result of the change, the Contractor shall immediately inform the CO for possible modification of the contract.
4.2. Notification of Environmental Spills: If the Contractor spills or releases any substance listed in CA Health and Safety Code Section 25507, Title 19 CCR Div.2 Ch. 4 Article 2, 40 CFR 302 and 355 into the environment, the Contractor shall immediately report the incident to the COR.
The Contractor shall be liable for the spill or release of such substances.
4.3. Material Storage and Use: The Contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. This includes hazardous materials.
4.4. Environmental and Hazardous Materials Handling: The Contractor is responsible for advising its employees of all Environmental and Hazardous Materials handling is also required to have and maintain Material Safety Data Sheets (MSDS) or Safety Data Sheets (SDS) on all materials that are required by State and Federal laws and/or regulations (Reference 91-301 and OSHA requirements).
4.5. Hazardous Materials and Hazardous Waste (HM/HW): The Contractor shall use nonhazardous materials whenever possible.
4.5.1. Hazardous Material: The Contractor shall be responsible for knowing which materials are considered hazardous and shall comply with Federal, State, and County requirements pertaining to the proper use, labeling, storage, transporting, and disposal of hazardous materials and hazardous wastes. Hazardous material includes all material hazardous to health, safety, or the environment, such as but not limited to, hazardous chemicals, hazardous substances, toxic chemicals, and extremely hazardous substances, as defined by any of the following:

The Government’s policy is to reduce the use of hazardous materials in keeping with federal pollution prevention goals. Beale AFB uses a Hazardous Materials Management Process (HMMP) to control and reduce the use of hazardous materials and to maintain a hazardous chemical inventory in accordance with policy and regulatory requirements.
4.5.1.1. All Hazardous Materials. All hazardous materials must be approved by the HMMP prior to being brought onto the installation. The Contractor shall submit a list of hazardous materials intended for use, along with corresponding MSDS’/SDS’, to the HMMP Lead/Designated Point-of-Contact (POC) through the COR within fourteen (14) days of contract award and bringing hazardous materials onto the installation. The listing shall include product name, chemical type, container type and size, the quantity to be brought onto the installation, process for which it will be used, and disposal method(s) for empty containers and any resulting hazardous or nonhazardous waste.
4.5.1.2. Approved Hazardous Materials. The Contractor shall report how and when approved hazardous materials are used, including any amount spilled, evaporated as an air emission, or properly disposed of as a solid or hazardous waste. The Contractor shall submit to the HMMP, through the COR, an inventory of approved hazardous materials brought onto the installation within five (5) calendar days after initial job start. The inventory shall include product name, chemical type, quantity on-hand, and quantity to be used. An updated quarterly inventory shall be submitted to the HMP, through the COR, not later than the 10th of the month following the previous quarter listing quantities used during the previous month, total quantities used since job start (on an annual basis), and any amount disposed of as hazardous or nonhazardous waste.
4.5.2. Hazardous Waste. Hazardous waste includes, but is not limited to, material discarded or disposed of which exhibits characteristics of toxicity, reactivity, corrosivity, or ignitability, or which is listed as hazardous waste by any of the following:

The Government’s policy is to reduce the disposal of hazardous waste in keeping with federal pollution prevention goals. The Contractor will be responsible for providing equipment and containers.
4.5.3. Spill Prevention and Response. The Contractor shall ensure all employees are knowledgeable of spill prevention and response procedures. If a spill does occur, the Contractor shall take immediate action to contain it and report the incident to the Fire Department by dialing 911 from any base phone. If calling by cellular phone, dial (530) 634-8675. The Contractor shall also notify CEAN at (530)301-9413. The spill shall also be reported in writing to the COR within 48 hours.
4.5.3.1. Hazardous Spills or Discharges. The Contractor is responsible for cleanup of any hazardous spills or discharges. The Contractor will clean-up, containerize, and properly dispose of any spills caused by the Contractor’s employees such that no petroleum product, toxic chemical or hazardous substance enters any creek, gutter, or other appurtenance leading to natural drainage, storm drainage, or sanitary sewer systems. This includes any chemicals or substances that cause soil staining or other potential for air, water, soil degradation as determined by the base environmental flight. If required by the Government, the Contractor shall sample the spill site, in the presence of Environmental, to show adequacy of spill cleanup. All clean up procedures shall follow all Federal, State, and County laws and regulations.
4.5.3.2. Government Resources. Spill cleanup using Government resources will be charged to the Contractor at an amount determined by the CO based on actual cost for manpower, supplies, equipment, and any resulting fines levied for the spill clean-up and testing.
4.6. Ozone Depleting Chemicals (ODC). The Contractor shall not use, in performance of this requirement, Class I ODCs, nor shall the delivery of these Class I ODCs be any item or supply or part of any service. If no suitable substitute to a Class I ODC exists, the Contractor must contact the CO.
5. Solid Waste and Construction Debris. The Contractor is responsible for properly removing, transporting, and disposing of all non-hazardous solid waste to an off-base disposal location. The Contractor will be responsible for providing all equipment and debris containers.
6. Environmental and Occupational Safety and Health. The Contractor shall be fully responsible for compliance with all Base, County, State, and Federal environmental/ occupational safety laws, rules and regulations. The Contractor shall follow life and safety codes and take necessary actions to avoid conditions which may be hazardous to the health and safety of base personnel. Any apparent conflict between compliance with the above information and satisfying the requirements of the contract shall be immediately brought to the attention of the CO for resolution, prior to the performance of the work in question.
7. Hours of Operation. Base hours of operation are 0730-1630, Monday through Friday. The Contractor shall perform the services under this contract outside of normal hours of Base Operations, or when confirmed with the facility manager prior to cleaning. If the Contractor desires to work during other periods, the Contractor shall notify the COR three (3) workdays in advance of the desired work period.
8. Federal Holidays. ACC follows the established Federal Government schedule for holidays provided during each work year. The holidays recognized by the Federal Government are:

If these Holidays fall on Saturday, the preceding Friday will be observed. If these Holidays fall on Sunday, the following Monday will be observed.
• Any other day designated by Federal Statute
• Any other day designated by Executive Order
• Any other day designated by the President’s Proclamation Down-days. (i.e., Family Day) declared by the ACC Commander are considered duty days and are not included in the definition of a holiday.
10. Clean-up. The Contractor is responsible for the complete cleaning of the work site at the end of each day. Upon completion of specified work, all materials and other property belonging to the Contractor shall be removed, and the work site shall be returned to its original condition.
Table 1. Service Summary. The Contractor shall service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement.
