HVLS Fans Site Visit – Interested Party Requests for Information

RFI 1: Identify fan control location.

Answer: Government will go with contractor recommendation.

(During the site visit one of the contractors suggested for this item to be near the main central door in each hanger. This would be acceptable but there is no specific requirement)

RFI 2: Fan hanging height.

Answer: For proposal purposes, fan to be installed ~19’‐20’ above finished floor, and/or at least 1’‐2’ below light fixtures. Field verify all measurements.

RFI 3: One of the contractors had a concern about a particular voltage been specified in the PWS.

Answer: The PWS was doubled checked for this concern and there is no mention of voltage. The contractor will determine which voltage they prefer to use based on what is available at the panels for each hangar.

RFI 4: The PWS has a section about “Restricted Area Escorts.”

Answer: No escorts are required. PWS has been updated. The Government will be providing escorts during the on‐site work for this requirement.

RFI 5: I have spoken with Paul Santos. Apparently he was very involved with this project as a sources sought. He spoke of design and layout plus the moving or removal of existing features. He also stated that the Fans were being installed for Bird Control.

Answer: The fans are being installed to mitigate birds in the hangers as well as provide additional ventilation to reduce heat stresses during summer months. Existing features which may conflict are shown in photos from Exhibit 2. The Government does not require any specific sources or subcontractors.

RFI 6: Where are our Pictures?

Answer: The first two sets of photos are available and posted as Exhibit 1 and Exhibit 2. Additional photos of the electrical panels for each facility are going to be made available but are not ready due to technical issues.

Of note – all 120V and 480V panels on each facility had space available for additional circuits. Photos will be posted as soon as possible.

RFI 7: We spoke of the Davis Bacon at the Site Visit but none of the labor rates in commodities covers the labor force needed to complete this project. As Troy said, i would like to see that in writing or guarantee that it will not be an issue.

Answer: This requirement is for the purchase of High Volume Low Speed fans. Installation is considered incidental. Some services performed may be under the Service Contract Labor Standards (formerly known as the Service Contract Act of 1965) and some may fall under Wage Rate Requirements (Construction), formerly known as the Davis‐Bacon Act.

An initial review of Service Contract Act WD # 2015‐5659 revealed possible occupational wage rates under

23000 ‐ Mechanics And Maintenance And Repair Occupations.

An initial review of Davis‐Bacon Act WD # CA20220007 identified the following occupational wage rates which are likely to be required in this effort:

ELECTRICIAN

SOUND & COMMUNICATIONS INSTALLER

LABORER (CONSTRUCTION CRAFT LABORERS)

This is not a restriction of wages or statement that only the above categories may be used. Selection of the appropriate wage rates is the responsibility of the selected contractor and all labor checks and pay requirements will be investigated IAW the appropriate prevailing wage clauses.
