PERFORMANCE WORK STATEMENT

A. Purpose of section. The Performance Work Statement (PWS) explains the general intent of the requirement named above. It documents the major line items of work the Government expects to see accomplished, but it does not attempt to explain the exact details and/or method of execution for the requirement. The Contractor will be responsible for providing specific performance details in their resulting proposal and Statement of Work (SOW).

B. Project Scope. The Contractor shall furnish all design, labor, supervision, transportation, materials, testing, analysis, reports, permits, specifically air quality authority to construct permit, hauling, tools, equipment, and professional design services to accomplish all the work involved as necessary to:

a. Design Installation for 16’ Fans in 1068, 1067, 1045, 1044

i. Design shall include the install of twelve (12) 16’ diameter High Volume, Low Speed Fans; three (3) per aircraft hangar. See attached conceptual drawing. Field verify all measurements.

ii. Design shall include the install of four (4) Multi-Fan Controllers; one per aircraft hangar.

iii. Design shall include any Beam and Purlin Mounting Kits needed.

iv. Design shall include fire alarm drawings.

1. Fire Alarm drawings shall be reviewed and approved by Government Fire Alarm shop before installation.

2. The installation of the fire alarm system components and programming must be accomplished by a NICET II minimum with a minimum of two years' experience with Monaco systems.

3. Drawings must be completed by a NICET III minimum.

v. Design drawings will need to be stamped and signed by appropriate engineering discipline.

1. Expect one iteration of design drawings; initial submittal, government review/comments, final submittal.

vi. The vertical distance between fan and sprinkler deflector shall be a minimum of 3 ft.

vii. Fans shall be interlocked to shut down immediately upon receiving a water flow signal from the alarm system in accordance with NFPA 72.

viii. Field verify the stability of the mounting structures

ix. Design shall include appropriate grounding for the system.

b. Install Fans, Electrical and Fire Alarm Tie-in for B1068, 1067, 1045, 1044

i. Install Fans:

1. Install three (3) 16’ diameter High Volume, Low Speed Fans.

2. Install one (1) Multi-Fan Controller.

3. Include any Beam and Purlin Mounting Kits needed.

4. Install appropriate grounding.

ii. Electrical Tie-in:

1. Install appropriate size circuit breaker(s) for fans in the electrical panel.

2. Tie-in fans to electrical panel.

iii. Fire Alarm Tie-in:

1. Installation of conduit and enclosures from the fire alarm panel to the location where the fan controllers are located will be required.

2. Conduit and boxes must be NEMA 4X rated.

3. Wiring in the conduit will be FLP #16 AWG minimum (Stranded).

4. Depending on the controller configuration, a total of three fire alarm addressable relays will be installed in the NEMA 4X enclosure. The enclosure will be mounted at eye level on average.

5. The relays will provide a set of dry form C relays. The fan controller low voltage fan shutdown will run through the fire alarm relays.

6. A meeting between fire alarm contractor and government Fire Alarm Shop will need to be scheduled to discuss how the fan shutdown circuits will work.

7. The fire alarm systems are operational, and the manufactures are as follows:

• Building 1044 has a Monaco MAAP-X System

• Building 1045 has a Monaco MAAP + System

• Building 1067 has a Monaco MAAP + System

• Building 1068 has a Monaco MAAP-X System

8. The contractor will need to program the fans in the fire alarm system

• The installation of the fire alarm system components and programming must be accomplished by a NICET II minimum with a minimum of two years' experience with Monaco systems.

• Drawings must be completed by a NICET III minimum.

9. The government fire alarm shop will inspect the installation of all fire alarm components installed by the fire alarm contractor.

10. Fire alarm designs must be submitted and approved prior to installation.

iv. Restricted Area Escorts:

1. The contractor will have to provide their own escort(s) while in the Restricted Area.

c. All installation(s) shall be completed in accordance with manufacturer’s instructions.

C. Proposal guidance. The proposal will include:

a. SOW. Provide a Scope of Work (SOW) with a description of how the work will be completed.

b. Design. Provide a 15% design with sufficient detail to clearly depict the work that will be completed. The design shall contain narratives, site plans/layouts and preliminary details on drawings (PDF) and product submittals. Include a one-line diagram layout drawings for the new electrical work and fan placement.

c. Schedule. Provide a preliminary schedule indicating how specified installation timelines can be satisfied. Present the schedule in the critical path method.

d. Qualifications: Provide qualifications and credentials for the following:

i. Fire Alarm Technician Credentials:

1. NICET II and NICET III technicians that are expected to work on the fire alarm systems.

ii. Manufacturer Qualifications:

1. ISO 9001 compliant.

2. The manufacturer shall not be listed on the Air Movement and Control

Association International Inc. (AMCA) Certified Ratings Program (CRP) Non- Licensed Products report in the previous 36 months.

3. Fan shall be tested in accordance with 10 CFR Appendix U to Subpart B of Part 430 and shall be listed in the US DOE Compliance Certification Management Ceiling (CCMS) Fan Database and the CEC Modernized Appliance Efficiency Database System (MAEDbS).

4. Ceiling fans greater than 7 feet in diameter shall be tested and performance data determined in accordance with 10 CFR Appendix U to Subpart B of Part 430 - Uniform Test Method for Measuring the Energy Consumption of Ceiling Fans and shall be listed in the US DOE Compliance Certification Management Ceiling (CCMS) Fan Database

5. Ceiling fans greater than 7 feet in diameter shall exceed the US DOE minimum-efficiency requirement of CFEI 1.00 at high speed and CFEI 1.31 at 40 percent speed or the nearest speed that is not less than 40 percent speed

D. Timetable. The timetable for the accomplishment of the design and the follow-on installation phase will be negotiated and agreed upon prior to Contract Award. It is anticipated that the design will take 30 days, long lead items will take 120 days and installation will take 30 calendar days.

E. Authorized Work. Work shall be accomplished in accordance with all contractually incorporated documents. Any work that is accomplished outside of the contractual documents, unless authorized by a contracting officer, is accomplished at the contractor’s own risk.

F. Work hours. All work shall be accomplished between 0700-1600 Mon- Fri, excluding Federal Holidays. The work hours can be adjusted after it is coordinated and approved by the contracting officer and end user.

G. Facility Access. The hangars are in a Restricted Area. All access to these facilities, including but not limited to workdays and any warranty calls, shall be coordinated in email no later than the Tuesday prior to the week the work needs to be completed. This coordination shall be made via email with a joint message to the building’s facility manager (or ID’d POC), the 9 CES representative, and the contract administrator/officer. Coordination shall identify at a minimum: name of person(s) to be on site, anticipated hours of work (including lunch schedule). If coordination is not verified or submitted in the required time frame, contractor access is at their own risk, and they may or may not be admitted to the work area due to the availability of personnel.

H. Pictures of Work Site. These facilities are in a Restricted Area. Every attempt shall be made to provide government taken pictures of the controlled workspace within 72 hours of a written request.

This time frame may vary in length pending the number of photos taken and the availability of authorized personnel to sanitize and approve release of the photos. The government cannot guarantee that photos, if any, will be authorized. The contractor is not authorized in any circumstance, unless written authorization is given by 9 Aircraft Maintenance Squadron, to take their own photos.

I. Base Access. All contractor vehicles must enter the base via the Wheatland Gate and shall be subject to inspection. All contractor personnel must obtain base passes or be listed on the Entry Access List (EAL) throughout duration of work performance. Expect 5 work days minimum to process EAL’s.

J. Waste disposal. All waste materials will be disposed of and removed off base by Contractor.

Contractor will practice good housekeeping during project.

K. Materials Submittals. The Contractor shall fill out and submit a Schedule of Materials Submittals (AF

66) with the proposed project schedule. A template will be provided, and contractor can add to it as needed.

L. Asbestos or Lead Surveys and Testing Requirements: Currently, there are no known areas of concern regarding asbestos and lead. Any hazardous materials identified shall be immediately reported to the contracting officer.

M. Fire Suppression System Requirements: N/A.

N. Fire Detection, Alarm and Notification System Requirements: See section B. Project Scope above.

O. Wall and Roofing Requirements: Any penetrations made, or openings left as a result of any utility runs shall be thoroughly sealed and painted to match surrounding surfaces.

P. List of Expected Acceptance Tests Required During Contract: These may include, but are not limited to, any utilities pressure or leak test data, soil compaction, concrete compression reports and fire warning/notification systems testing. These tests will be done to industry standards.

Q. Post-Installation Training: Contractor shall provide training post installation.

R. Utility Outages. All utility outages need to be thoroughly coordinated in advance. All precautions will be taken to protect existing equipment from damage.

S. Expected Warranties and Guarantees. All warranties and guarantees will be industry standards. This will include as a minimum a standard 1-year warranty of installation in addition to any standard manufacturer's warranties in excess of this period.

T. Interior/Exterior Finish Requirements. Will be per Beale's Facility Design Guide and our Base

Architect.

U. Landscaping requirements: N/A.

V. Wall and Roofing Requirements. Any penetrations made or openings left as a result of any utility runs shall be thoroughly sealed and painted to match surrounding surfaces.

W. Licenses and Permits. Contractor is responsible for acquiring all necessary permits and paying all required fees for the legal construction and operation of any installed equipment or systems. The contractor is also responsible for Air Quality permits from the Feather River Air Quality in coordination with CES Environmental for compliance.

X. GOVERNMENT FURNISHED INFORMATION. Government will provide available record drawings to Design-Build Contractor. Drawings provided by the Government are for “Reference only" and may not reflect the current condition. The Contractor shall be responsible for the verification of the accuracy of provided information.

Y. APPLICABLE STANDARDS. The Contractor shall design in adherence to the following documents, including all recommended practices documented in these standards. Although some publication dates are given, the design shall be in compliance with current references and standards. The Contractor shall determine through the pre-design meeting if other codes, standards, or references not specifically cited also apply to the design of this project and incorporate those requirements into this project. All work accomplished by the Contractor shall comply with these criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration, including but not limited to the following references:

Air Force Design Guides/Standards (AFDG) Air Force Engineering Technical Letters (AFETL) Air Force Handbooks (AFH) Air Force Instructions (AFI) Policies and Guidance for AF Design and Construction Air Force Regulations (AFR) Unified Facilities Criteria (UFC) and Operating Instructions that are applicable to the design of this project. This includes all Air Combat Command and Beale AFB supplements to these references.
