RE: Request for Information Set #2 – Hi-expansion Foam Fire Suppression Requirement –

FA4686-17-Q-0001

1. According to appendix B we are to complete the full flow foam test every 2 years. Since this is a 5 year contract when was the last time the full flow test was completed for each of the 19 units? For example, the tank level markings in Bldg. 1073 are from 3-20- 2014 which indicated no change in foam level for 3 years. This tank is out of compliance and would be tested 3 times, in years 1, 3 and 5 of the contract. If the current contractor is out compliance on all 19 tanks that is a substantial price change.

If some tanks had foam discharged and tested in 2016 then they would be re-tested twice, in years 2 and 4 of the contract.

The Contractor completed the two-year testing in 2016. The two-year testing does not need to be completed again until 2018.

2. Is it the intent of this PWS to have the contractor furnish all labor and materials to refill the expended foam after the completion of the full flow foam test? This could explain the tank level in Bldg 1073; if the flow test was completed in the 3 years since 3-20-2014, and then the tank was refilled.

Yes, the Contractor needs to complete testing and then refill the expended foam.

3. According to the description of services 1.0, the contractor is responsible for the proper disposal of expended fire foam. Can foam be discharged to the ground and left to dissipate/evaporate or does all foam have to be removed from site via tanker truck.

Foam expended during maintenance/inspection may NOT be left to dissipate/evaporate off the ground. It must be removed as hazardous waste.
