RE: Request for Information – Hi-expansion Foam Fire Suppression Requirement –
FA4686-17-Q-0001
1. Do all of the systems have test connections (2-1/2” outlets for sample testing a proportioned sample)?
Yes, all systems have test connections.
2. During the full flow foam test will the hangers or buildings be empty? (void of planes/storage)
The hangers will NOT be empty during the full flow foam test.
3. Are all of the HIEX systems ANSUL?
All facilities on the flight line have JET-EX 2 ¾ percent.
4. Do all of the AFFF systems use Ansulite 3%?
Yes, all AFFF systems use Ansulite 3 percent.
5. Will the alarm shop be present during inspections to reset/silence the fire alarm systems?
The Alarm Shop is not present during the flow test and the Contractor is responsible for operating and resetting all panels.
6. Should the annual concentrate testing, and the 2 year full flow proportioned sample be tested by a 3rd party UL certified lab, or in field refractometer/electrical continuity test?
All required testings shall be accomplished by a third-party lab and shall be coordinated by the Contractor.
7. Can pictures or plans be provided of each foam system?
Diagrams and pictures for each system are available; although, the files are too large to post with the solicitation on FBO. For a copy of the files on disc, please send an e-mail to keely.webb@us.af.mil to schedule a pick-up time from the 9th Contracting Squadron mailto:keely.webb@us.af.mil office on Beale AFB. If you are not located in the Sacramento/Beale AFB area, you may request to have the disc sent to you via U.S. Mail.
8. The biggest cost associated to this PWS is the full flow test. We have seen other companies not completing the full flow trip test correctly, or at all. What procedures are in place to verify the current contractor is indeed performing the job satisfactory?
A fire system technician (Government/military employee) is present and escorts the Contractor during testing to ensure full foam flow is being conducted.
9. In Bldg 1073 the tank was marked as inspected 3-20-2014, almost 3 years ago. When was the last time the 19 units were inspected?
The systems were last inspected in July 2016.
