STATEMENT OF WORK FOR DESIGN-BUILD PROJECT
Mountain View Electrical Repair
BAEY 160019
Air Combat Command

DIVISION 01 – GENERAL REQUIREMENTS
SECTION 01 10 01 – STATEMENT OF WORK FOR DESIGN-BUILD
PART 1 - INTRODUCTION
1.01 SOLICITATION
The 9th Contracting Squadron is soliciting a proposal for design and construction of BAEY160019, Mountain View Electrical Repairs. This project is to design, repair and install underground utilities in support of 139 existing housing units.
1.02 DESIGN-BUILD FIRM SERVICES
The Design-Build Firm shall perform all necessary studies, meetings, analyses, design, coordination, Schematic Design, Design Development, Specifications, preparation of construction drawings, and total construction for the project. The project shall be sited in the general locations as shown on the provided location map. The design shall include the minimum requirement of power outages during the constructions and all related items as required to safely accomplish all necessary work.
1.03 DESIGN-BUILD FIRM AE SERVICES
The Design-Build Firm shall have an architectural & engineering staff within the firm and/or shall partner with or have a direct relationship with a professional architect/engineer firm (A&E) who shall furnish all services, materials, supplies, and supervision required to fully investigate and design this project. The survey and design shall be accomplished by the appropriate licensed professional(s) who are experienced in the design of those systems.
The final drawings and specifications shall be stamped and signed by registered professional engineer(s) responsible for the design in their respective area of expertise and, if applicable, a principal of the firm registered in civil/electrical engineering as applicable.
1.04 COMPLETE AND USABLE
A. The Design-Build Firm shall provide a design for a complete and usable system within the negotiated and accepted contract construction cost and meeting all requirements of this statement of work. The government will not accept requests for additional funds except for changes in project scope, unforeseen site conditions or as directed by the Contracting Officer. The Design-Build Firm shall be financially and technically responsible for resolving any design errors or omissions in its design products.
B. Neither the Government’s review, approval or acceptance of, nor payment for, the services required shall be construed to operate as a waiver of any rights or of any cause of action arising out of the performance of this contract, and the Design-build Firm shall be and remain liable to the Government in accordance with applicable laws for all damages to the Government caused by the Contractor’s negligent performance of any of the services furnished under this contract.
PART 2 - TECHNICAL DESCRIPTION OF PROJECT
2.01 GENERAL
A. The Design-Build Firm (hereafter referred to as the Contractor) is required to provide all services necessary for the complete design, and construction of this project.
B. This 9 CES Statement of Work (SOW) addresses work within and in support of BAEY160019, Mountain View Electrical Repairs. The contractor shall design and construct the following: complete underground installation of both primary and secondary electrical distribution; new street lighting circuits/fixtures and poles; the underground installation of conduits to accommodate lighting circuits, telephone and cable communication lines.
C. Streets affected in this neighborhood are: Tyburn Drive (units: 3803 – 3856), Allegheny Drive (units: 4065 – 4088), East Garryanna Dr (units 3898-3900), Merrimack Way, Texana Way & Tamara Way, Camden and Hayden Courts (see attached plan).
D. The Government owns, operates and maintains the water, wastewater, electrical and street lighting within the Family Housing area up to the respective points of demarcation (PODs).
The Government will continue to operate and maintain the water, wastewater, electrical and street lighting infrastructure. The companies, AT&T and Comcast Cable of Northern California, Inc. (COMCAST), currently operate telephone and internet through Government provided conduits.
2.02 REQUIRED WORK FOR THE BEALE EAST UTILITIES REPAIR PROJECT:
A. 35% CONCEPT DESIGN SUBMITTALBased on previous data and comments furnished by the Air Force, the contractor within thirty (30) days after the Pre-Design Conference shall submit the 35% concept design to include all investigative work completed. It is to include a short, informal briefing (discussion) of the design concept to the CEPM and appropriate personnel early in the design/analysis process for inputs (potential problems) not readily apparent from field surveys and investigations. The submittal shall include the following:
1. A Narrative/Design Analysis shall be provided to indicate a description of the neighborhood utility repairs, design assumptions, design factors used, energy savings considerations, and all other data not otherwise indicated or needed for architectural/engineering analysis. All design calculations made to date shall be included. Narrative discussions of methods and procedures shall be included. The Design-Build Firm shall list all needed information required from but not yet provided by the Government to conclude the design. As a minimum, the narrative shall discuss the civil, site engineering, electrical, communications, staging requirements, temporary service measures and a list of construction materials, a sustainable design and development features most favorable for this project.
2. Drawings: Initial drawings shall be provided as applicable to reflect the project progress to date. Typical preliminary drawing package consists of:
a. A Vicinity Map and location plan showing geographic location and access to the work site.
b. A Site Plan, including location of all above and below grade utilities in the area.
c. A Code Review Sheet, indicating construction type, travel distances, egress, et cetera, sufficient to indicate due diligence has been performed in review of applicable codes, laws and regulations to ensure completed project is designed and constructed in compliance with such codes, laws and regulations.
d. Exterior utilities ( electrical, etc.) will be located in sufficient detail to clearly indicate locations and sizes of existing systems.
e. Erosion Control plan.
f. This submittal must contain enough information for the reviewer to understand the functional and technical approach the designer is following to complete the project. Items or details which cannot adequately be described in narrative form should be graphically shown on bounded drawings, sketches, tabulations and/or photographs. In addition, an index of the anticipated guide specifications to be utilized for the design shall be included.
2. SPECIFICATIONS: The Design-Build Firm shall submit outline specifications with 35% Design Submittal. Specifications shall follow the CSI Masterformat 2004. The Design- Build Firm shall submit all information in 8 1/2" x 11" booklet form.
B. Electrical / Communication Systems: The current electrical and communication system in the Mountain View community consists of 12.47 kilovolt (kV) overhead primary lines, 240/120V secondary lines, laterals, pole mounted street lighting and communication cabling.
The Contractor shall remove both primary and secondary lines of the overhead electrical and the communication cabling. This will include removing and disposing of all connected power poles as defined in the AF Form 813. The contractor shall define the interface points for each power line source entering this neighborhood. A schedule of connected power poles at the corridor boundary line shall be identified by pole designators (i.e. G5-42, V4-25, etc.) and define the connecting interface to the adjacent neighborhood.
1. The contractor shall design and install a primary electrical infrastructure underground and ground level to provide electrical power:
a. The design shall identify the three convenient connecting points from the 12kV feeder (backbone) lines located off West Garryana Drive and show routing for the open trenching to install conduit with the power lines along the roadways and laterally to the above ground transformers throughout the project area.
b. New underground 12.47KV primary electrical conduits under streets shall be PVC conduit encased in concrete and a minimum depth from the top of the concrete encasement of 30 inches. Construction details of all elements shall be provided including a detail of the common trench showing all circuits, encasements and conduits in relation to one another and to the street surface.
c. All the pad mounted transformers shall be dead front and loop feed configuration with 2-+/-2.5% primary taps, 4-position V-blade sectionalizing switch and equipped with Bay-O-Net dual element explosive fuse.
d. The pad mounted switches shall be a dead-front type with load break elbows.
e. Primary underground cables shall be Type MV-105, copper, EPR insulation, PVC jacket, shielded, single conductor, 15KV-133% insulation level.
f. The minimum requirement of the power distributions design in housing areas shall meet to Section 3-11 through 3-14 of UFC 3-550-01.
The contractor shall design and install a secondary electrical infrastructrure underground for all residences, street and play area lighting.
2. Single Utility Trench: The trench for the new underground utilities shall include conduits dedicated for primary power, secondary power, street lighting, cable TV, and data/communication improvements as required. Proper hand holes and switching shall be installed to accommodate future upgrade of power sources and partial outages for maintenance as needed. New underground electrical conduits under streets (primary) shall be Schedule 80 PVC encased in concrete. Minimum depth of top of concrete encasement shall be 30” inches as per Beale AFB, Design Compatibility Guide (DCG).
3. The Contractor shall ensure that all underground conduits and associated work are complete and accepted by the CE Inspector before completing all backfill, encasement, and surface restoration. As necessary, added trenching across or along street may be required to accommodate secondary power distribution and street lighting circuits/fixtures. The common trench shall be engineered so that a minimum separation between electrical conduits, communications conduits, and other underground utilities are within compliance of the Beale AFB DCG and the latest version of all the federal and local codes and regulations.
C. Street Lights: New street lighting shall be LED type fixtures. The design/location of new street lights shall be based on a site survey of existing and recently planted street trees.
Street light design shall meet all criteria listed in ETL 12-15, UFC 3-530-01, and the IES Lighting Handbook. Lighting design shall use the IESNA Recommended Practices for “Roadway Lighting, RP-8”, “Lighting for Exterior Environments, RP-33” and “Guidelines for Security Lighting for People, Property, and Public Spaces, G-1-03.” The design team shall coordinate with the government to meet energy efficiencies required by UFCs and DoD regulations as well as the intensity of new lighting. The street lighting system shall comply with the US Department of Energy Model Specification for Networked Outdoor Lighting Control Systems (available at: http://www1.eere.energy.gov/buildings/ssl/control-specification.html). The Contractor shall provide a submittal with the product data sheet and full specifications of the street light fixture and pole for approval with the 35% Design Submittal. Suggested Fixture: ‘Ledtronics’ Model M250, or equivalent. Intensity of the LED fixture and height of support poles shall be selected by the lighting engineer to be in compliance with the Beale AFB Design Compatibility Guide. The level of illumination shall not be disruptive to residents. The contractor shall provide street lighting:
1. On all streets in convenient locations around housing to provide adequate lighting in all areas for public safety
2. Along Grand Way, from Camp Beale Highway to E. Garryana Drive.
D. Cable TV and Telephone: The Contractor’s design (minimum 35% design level required for proposal cost estimating requirements) shall identify conduit routes to accommodate telephone and cable services.
1. Conduits: The design shall specify two (2), 2-inch diameter conduits in the joint utility trench; the installation of conduits shall include pull ropes; one conduit shall be for AT&T cable; the other conduit shall be for Comcast cable purposes; AT&T conduits shall terminate at an AT&T service pedestal; Comcast conduits shall terminate at a Comcast service pedestal; provision and installation of these service pedestals shall be part of the work.
E. Demolition: During the installation, testing and activation of the new underground power, street lighting, telephone and cable systems, the existing overhead utility lines, equipment and power poles shall be removed and disposed.
1. Contract Preliminary Disposal Plan: The contractor shall provide a Preliminary Disposal Plan consisting of a survey of the existing overhead utilities, all poles, lighting, pole mounted transformers, conductors, grade level transformers and services which will be demolished and how the demolished items shall be properly surrendered or disposed of as referenced in the AF 813. All existing electrical transformers and all electrical cable http://www1.eere.energy.gov/buildings/ssl/control-specification.html http://www1.eere.energy.gov/buildings/ssl/control-specification.html wiring shall be delivered to and turned over to 9th CES Electrical Shop. Contact shop supervisor – 530-634-2689.
F. Trench Backfill and Protection of Conduits: Communications and street lighting conduits shall be covered with 6 inches of clean coarse grade of sand (Sand Shading) for protection from damage caused by rocks during backfill/compaction of trenches.
2.03 REQUIRED SUPPORT ACTIVITIES
A. Broken Utilities: For design-build work, the Contractor shall submit an Emergency Utility Repair Plan for any utility work no later than the 65% design submittal. An emergency shall be defined as the interruption and/or damage of any utility service, including but not limited to electrical outage, or the spill, or potential spill of any fuels oil, gas, potable water, sewage effluent, raw sewage or storm water within the area.
1. The Emergency Utility Repair Plan shall include the following elements:
a. An equipment list of pumps with sizes, excavation equipment, tools, and repair materials shall be available onsite.
b. A labor force shall be available as a minimum to respond to emergencies. The Contractor will respond within 24 hours from notification by the Government of an emergency.
c. A site-specific plan for locating, potholing, protecting, avoiding, and repairing any damage caused to existing, or newly installed utilities
d. Include the same level of detail for any subcontractors that will be performing work involving excavation
e. Include a description of any planned effort that would involve bringing in subcontractor personnel to respond to emergencies. The notification to the Government shall be by phone initially and followed up by an email to the Contracting Officer
The Plan shall be subject to approval by the Contracting Officer.
The Contractor shall demonstrate in his Emergency Utility Repair Plan that they are capable of responding to utility interruptions that could be caused by their construction operations or impacts from them. Immediately upon discovery of the situation, the Contractor shall react in a way that shall minimize utility interruptions, releases, spills, impacts to utility customers, and potential for fines or notices of violations. In no case will repairs be left to be resolved the next day without approval of the Contracting Officer.
The Contractor’s Emergency Utility Repair Plan shall address the above terms for each utility potentially impacted by construction, crossed by excavation, or known to be in the area but possessing properties that cause difficulties in identification of the exact location.
In the event that a utility is broken, all repairs and incurred costs shall be the responsibility of the Contractor. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the Contractor.
B. Outages/Road Closure Coordination: The Contractor shall notify the Government of any scheduled outages or disruption of services 21 calendar days in advance for Government coordination/support. The Contractor may not notify/request an outage of any kind until all necessary materials and equipment are on hand.
C. Electrical Switching:
1. Contactors shall obtain approval form the base representative prior to switching any electrical circuits rated below 600 volts.
2. Contactor shall not switch any electrical circuits rated above 600 volts. All switching will be done by the base electrical shop in presence of the contractor superintendent.
3. Locks, tags, multiple lockout devices or other devices needed to isolate, secure or block machine or equipment from energy sources shall be provided by contractors.
2.04 REFERENCES AND STANDARDS
The Contractor shall design in adherence to the following documents, including all recommended practices documented in these standards. Although some publication dates are given, the design shall be by current references and standards. The Contractor shall determine through the pre-design meeting if other codes, standards or references not specifically cited also apply to the design of this project, and incorporate those requirements into this project. All work shall comply with this criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration, and can include but is not limited to the following references.
A. Air Force Instructions (AFI), Air Force Manuals (AFM), Air Force Pamphlets (AFPAM) plus Supplements, Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), Military Handbooks, Engineering Technical Letters (ETL) and Operating Instructions that are applicable to the design of this project. This includes all Air Combat Command and Beale AFB supplements to these references.
B. IEEE (Institute of Electrical and Electronics Engineers), NEC (National Electrical Code), NESC (National Electrical Safety Code), Current California and national codes, regulations and specifications involving architectural, civil, structural, electrical, environmental and mechanical disciplines associated with the design and construction of this project.
C. All other Air Force documents deemed applicable by the CO for this project. These documents will be made available for review to the Design-Build Firm by the government.

PART 3 - PROJECT MANAGEMENT
3.01 PROJECT MANAGERS
The Project Managers (PM) appointed for this project are responsible to provide coordination, attend all meetings, ensure all submittals meet the quality control required and are in compliance with all codes and standards.
A. The Contractor shall appoint a project manager to serve as the single point of contact for this project and liaison between employees/subcontractors and the government. A registered professional engineer is preferred to serve as project manager in charge of the design and shall attend all design related meetings, site visits, presentations, official construction inspections and review, initial and date all material submittals. The Design- Build Firm will advise the CO in writing the name of the PM upon issuance of the Notice to Proceed (NTP) for the design of this project. The PM shall be responsible for the complete coordination of all work required, attend all meetings related to the execution of the requirements of the contract and ensure quality control of each submittal is performed prior to delivery to the government.
B. A CE Project Manager (CEPM) will be appointed for this project to provide technical support to the CO and/or Contract Administrator (CA), the official agents of the U.S. Government for this contract. The CA will serve as the Point of Contact (POC) for the contractor on all technical and contractual matters. All work performed by the contractor on base will be coordinated with the CEPM through the CA. Direction is taken from the CO through the CA during all phases of the contract. Construction inspections are provided by appointed AF inspectors.
3.02 PROPOSAL GUIDANCE
The Contractor’s Proposal shall include documentation that the Contractor and his key Sub- Contractors have successfully completed each type of required utility work in the last five years.
The documentation shall describe the relevant experience of the Project Manager, the Construction (Site) Superintendent, key Engineering Personnel, the Quality Assurance Manager, and the Safety Manager. List by name the Sub-Contractors and their areas of responsibility that have successfully completed their type of required utility work in the last three years. The documentation shall demonstrate key personnel: the Site Superintendent, Project Manager, and Engineer(s) have at least three years of experience in each type of required utility work.
A. The Contractor’s Proposal shall have sufficient detail at the 35% design level to clearly depict the Contractor’s ability to remove and or install the utility systems. The Proposal shall contain narratives, site plans/layouts and preliminary details on drawings (PDF) and product submittals for key items such as lift piping, electrical and communication components, etc.
B. The Contractor’s proposal cost estimate must follow the written guidelines in paragraph 3.04.
C. The Contractor must detail the expected environmental requirements of the contract in the proposal. The Contractor shall adhere to environmental requirements identified in the AF Form 813 Request for Environmental Impact Analysis, or the Environmental Assessment (EA) of the project, and environmental permits or consultations completed for the project.
The award of this contract may be delayed pending completion of the final EA and other environmental permits or consultations if they are not yet complete.
D. The Contractor’s proposal shall provide a preliminary schedule indicating how specified design times and construction times proposed on the Bid Sheet can be met.
E. The Contractor’s proposal shall highlight expected warranties and guarantees in addition to the standard 1 year warranty of construction period.
F. The Contractor’s proposal shall highlight abatement requirements for asbestos, lead and contaminated soil.
3.03 PRE-PROPOSAL MEETING & SITE VISIT
The 9th CES shall host an initial pre-proposal meeting and site visit. The purpose of the meeting will be to convey and clarify the project requirements to the Design-Build Firms. Available Government furnished items will be provided prior to or at the meeting. A project site visit will accomplished after the meeting. The Design Build Firm will have appropriate representation present during the meeting and the site visit, no less than the proposed design team and project manager.
3.04 PRICE PROPOSAL & CONCEPT DESIGN
The Contractor shall submit a price proposal in accordance with the provided bid schedule along with concept design documents (descriptions, site plans and tables) to ensure the government and Contractor have a consistent understanding of these critical items.
A. The Contractor’s proposal shall provide detailed cost estimates. All cost estimates shall be presented in hardcopy and in the latest version of Microsoft Excel, clearly marked with the percentage of design complete. The Contractor’s cost estimate must contain major line items with quantity of all materials, the unit cost of materials, the number of man-hours required, the man-hour labor rate and the equipment rental cost for each CSI category of work. All Sub-Contractor bids must meet the same criteria. There shall be separate, stand alone cost estimate for civil/wastewater, electrical, street lighting and telephone/cable conduit portions of the project.
B. Bidder’s proposals shall include a set of drawings (35% design level needed for proposal cost estimating) covering all the major components of the work required.
PART 4 - DESIGN PRODUCT DETAILS
4.01 CONSTRUCTION DRAWINGS
A. Drawings shall be 24" X 36" and shall be accomplished in AutoCAD (2012 version). The Design-Build Firm shall follow Beale Air Force Base’s Design Compatibility Guidelines, Chapter 17, CADD/GIS/Drawing Standards, when preparing and submitting design drawings.
B. Drawings shall be in English units.
C. Drawings shall be accurate and in sufficient detail to enable proper and satisfactory construction of the entire project. Designs and construction drawings requiring Design- Build Firm site visits will not be acceptable. The quality and workmanship of the drawings shall permit clear and legible reproductions. Reference drawings may be used only with specific permission of the CO and shall not be used as substitutes for demolition, plan, and detail drawings.
D. The Design-Build Firm shall produce drawings that are capable of being opened and edited in AutoCAD 2012 without damaging the information on them.
E. The Design-Build Firm shall include all cross referenced drawings, fonts, shapes, linetypes, etc. with each submittal. AutoCAD’s e-Transmit command may be used to gather all files necessary to open a drawing.
F. The Design-Build Firm will be given a cover sheet to edit. The haul route and index of drawings shall be added to the cover sheet. This cover sheet contains a “10 signature block” which shall only appear on the cover sheet. The “revision/Issue” block is for subsequent changes made after the 100% design submittal is accepted; it shall not be used for submittal tracking or other reasons by the design team.
G. The Design-Build Firm shall provide drawings on CD (or DVD-R) to the Base at each submittal, in both AutoCAD and Adobe Acrobat (PDF) format, in addition to the requested paper copies. The A&E shall provide a graphic scale on each sheet.
H. The Design-Build Firm shall begin drawing file names with the sheet number, i.e. 01, 02, 03 etc., with the remaining name describing what is on the sheet. See table II-1 for use of linetype colors.
4.01A PROJECT DESIGN SUBMITTAL (65 PERCENT- PROJECT DEVELOPMENT &
DEFINITION)
Based on previous data and comments furnished by the Air Force, the A&E within forty five (45) days after the Pre-Design Review Conference shall develop the design phase (65 % design completion) to include but not limited to the following:
CD’s & Drawings: A&E’s shall submit three CD’s, two 11” x 17” (“B”) and one 24” x
36” (“D”) size drawing sets. Drawings shall be comprehensive and include, but not be limited to the sections, details and detailed plans as described below:
o Cover and Supplement Sheet - Show the base map with project location, contractor’s route to site including base entrances and key buildings, vicinity and project location maps with an index of drawings.
o Architectural – Building floor plan, site plans, utility layouts, elevations, sectionals and details.
o Electrical – Schedules, schematics, one-line diagrams, equipment and component connection details, panel & circuit breaker information, relay information, load summary schedule, lighting plan and calculations.
Design Analysis: A complete design analysis as per UFC 3-600-1, paragraph 1-4 shall be provided showing all design assumptions and calculations used in the design of system components and other critical aspects of the project.
Specifications: The A&E shall provide technical specifications, which identify all major work requirements, including equipment. Specifications shall be tailored to the applicable areas of work.
Cost Estimate: A detailed, itemized cost estimates shall be furnished by the A&E. The estimates shall be summarized by all major work categories and shall include unit man-hour labor and material estimates. An MS Excel version of AF Form 3052 is available from the
CE Project Manager.
Catalog Cuts: Copies of catalog information, shop drawings, or manufacturer’s data for materials and equipment used in the design and specifications.
Meeting Minutes and RFI’s: The A&E shall submit the Pre-Design Conference meeting minutes within 2 days and submit all RFI’s within 5 days after the 65% design conference.
Government personnel will review and respond within 14 days.
4.01B PRE-FINAL DESIGN SUBMITTAL (95 PERCENT - PRE-FINAL)
Based on previous data and comments furnished by the Air Force, the A&E shall within fourteen (14) calendar days after the 65% design review conference submit the completed final working drawings, specifications, and detailed cost estimate to include but not be limited to the following:
Design Analysis: Corrected, updated design analysis.
CD’s & Drawings: A&E’s shall submit three CD’s, two “B” size and one “D” size drawing sets. Drawings shall be complete and include, but not be limited to the appropriate sections, details and detailed plans as described below:
o Cover and Supplement Sheet – Final version should show the base map with project location, contractor’s route with base entrances and key buildings, vicinity and project location maps with index of drawings.
o Architectural – Completed site area and utility layouts, elevations, sectionals, and details.
o Electrical – Final version of the primary and secondary feeder schedule, schematics, one-line diagram, connection details, panel & circuit breaker information, relay information, load summary schedule, lighting plan and calculations.
Cost Estimate: A complete and final version of the itemized cost estimate shall be furnished by the A&E. The estimate shall have all major work categories summarized, and include unit man-hour labor and complete material estimates.
Specifications: All confirmed technical specifications, which identify all major work requirements, including equipment. Specifications shall be thoroughly edited.
Catalog Cuts: Complete package of catalog cuts used in the design.
A/E Response to 95% Comments: The A&E firm shall provide a type written response to all
95% RFI’s and government engineering review comments within five (5) calendar days from all government responses received. Any disagreement of comments will be reviewed by both the government and A&E firm in an arranged meeting prior to the next design submittal.
Meeting Minutes: The A&E shall submit meeting minutes within 2 days and submit all RFI’s within 5 days after the 95% design conference. Government personnel will review and respond within 14 days.
4.01C FINAL DESIGN DOCUMENTS (100 PERCENT - FINAL)
Based on previous data and comments furnished by the Air Force, the A&E within ten (10) days after the 95% Design Review Conference shall submit the corrected final design documents, sealed by discipline and include all of the documents with final corrections completed. This submittal shall include:
CD’s & Drawings: A&E's shall submit three CD’s, two “B” size and one “D” size final drawing sets with the A&E’s professional stamps/seals.
Specifications: Original and one copy of the corrected specifications, (one-sided copy suitable for reproduction).
Cost Estimate: A&E’s final corrected cost estimate and one electronic copy in MS Office compatible format.
Bid Schedule: Final schedule shall be provided.
Design Analysis: Final corrected design analysis.
Performance Period Estimate: A&E's construction time estimate.
Meeting Minutes: The A&E shall submit the 100% within two (2) calendar days submit the meeting minutes of all design review meetings and meetings held with government personnel.
Project Disks: A single CD or DVD containing the following:
o All final drawing files on AutoCAD (A&E/C 4.0 Standards).
o The entire specification package and cost estimate on AF Form 3052 for use on Microsoft
Office or compatible software.
o Schedule of Material Submittals submitted on AF Form 3000 for use on Microsoft
Office or compatible software.
o An additional compact disk (CD) containing the final drawing files, entire specification package and AF Form 3000 in PDF format.
A/E Response to 95% Comments: The A&E firm shall provide a type written response to all 95% RFI’s and government engineering review comments within seven (7) working days from the all government responses received. Any disagreement of comments will be reviewed by both the government and A&E firm in an arranged meeting prior to the final design submittal.
4.02 SPECIFICATIONS
A. The specifications shall be complete, clear, and shall amplify all information shown on the drawings and shall include detailed requirements for materials and equipment.
Material items shall be specified using industry standards. The specifications shall be prepared using Unified Facilities Guide Specifications (UFGS) format.
B. All specifications, reports or studies shall be provided in the current version of Microsoft Word used by Beale AFB, clearly marked with the percentage of design complete. In addition, the Contractor shall provide an Adobe PDF file containing all specifications, manufacturer’s cut sheets and any cost estimates.
C. The complete set of specifications shall be combined into one file and shall have the table of contents set up to automatically update when pages or sections are added or deleted.
D. The Design-Build Firm shall provide one copy of specifications on compact disk as well as the required hard copies at all submittals. The Design-Build Firm shall number the pages consecutively, with page numbers justified right and the section title justified left.
The Design-Build Firm shall provide a minimum one inch margin on all sides.
4.03 DESIGN AND ECONOMIC ANALYSIS
A. The design calculations and analyses shall be prepared on the Design-Build Firm’s standard form. Legible hand lettering, sketches, diagrams and calculations, will be accepted. The design shall be based on the criteria set forth in this SOW and standard practices and methods used in modern engineering design. The design analysis shall incorporate all engineering computations necessary for the project and other information necessary to clearly express the designer's intentions and methods.
B. At the final submittal, these analyses shall be given to the CO in electronic format in one document. An Adobe Acrobat file is preferred. An alternate format may be used if approved by the CO.
4.04 MATERIAL SUBMITTAL SCHEDULE
The Design-Build Firm will be provided a template form to use. The Design-Build Firm shall fill-in the appropriate information for materials that shall be submitted to the government for approval. Template will be provided in Microsoft Office Excel format on a CD to the A&E firm.
4.05 COMPUTER FILES
A. The CAD and word processing files shall not be stored on disks using compression software. The media for delivery of computer data shall be by compact disk (CD) unless approved by the CO. By submission of the disc, the Design-Build firm certifies the media to be free of known computer viruses. If analysis of the media by the Government finds evidence of a virus, the media will be returned to the Design-Build Firm. The Design- Build Firm shall resubmit clean media at no cost to the Government.
B. In addition to the separate PDFs and other native files described above, a single PDF document with hyperlinks shall be provided at each review state, at final 100% design, and at project completion, that contains ALL documents prepared in the design. Order of documents shall be: Drawings, Design Analysis, Specifications, and Manufacturer data Sheets, O&M manuals, warranties and cost estimates. Hyperlinks must function in this set from drawings to cut sheets, warranties and O&M manuals. This PDF set and individual sets described previously shall be Bookmarked to at least the section level for design analysis, specs, O&M manuals, warranties and cut sheets and to the individual page for the drawings.
4.06 AS-BUILT DRAWINGS
Drawings shall be 24" X 36" and shall be accomplished in AutoCAD (2012 version).
The Design-Build Firm shall follow Beale Air Force Base’s Design Compatibility Guidelines, Chapter 17, CADD/GIS/Drawing Standards, when preparing and submitting design drawings
PART 5 - MISCELLANEOUS
5.01 MEETING MINUTES
The Contractor shall provide the CO, in writing, their version of each design conference or meeting in which the technical design and construction of the project was discussed. These meeting minutes shall be provided to the CO within 5 business days after the date of the design conference or meeting.
5.02 BRIEFINGS
The Contractor may have to support briefings to the base’s management, in addition to submittal briefings to the technical staff.
5.03 CLAIMS
The Contractor and all of its subcontractors shall relinquish all claims to additional monetary compensation for the whole or partial use by the government of documents submitted under this contract in the modification, alteration, or construction of projects not included under this contract.
5.04 CORRECTIONS
In the event corrections to design are required during construction, the Design-Build Firm shall provide the following to the CO for government review and concurrence prior to construction.
Four (4) full size paper (reproducible), one (1) AutoCAD and one Adobe Acrobat copies of the revised drawings.
One (1) paper, one (1) Microsoft Word and one (1) Adobe Acrobat copy of the revised specifications.
