RFI #1 In Section L‐3.2 Factor 2‐Past Performance will the Government allow past performance projects to be Commercial/Industrial

Projects that cover the Scope of Work within the Solicitation?

The Government will allow Commercial/Industrial Projects to be submitted as offerors' past performance information.

RFI #2 Can you please provide existing high voltage electrical drawings in

AUTO CADD?

Yes. See amendment 0004

RFI #3 Can you please provide existing utilities drawings? Yes. Existing utilities drawings will be provided.

RFI #4 Are we to provide all phone and cable fiber? No. Contractor will only provide conduits with pull ropes at utility trench.

RFI #5 What is the length of time you are allowing for each home to be down? With no Electricity.

6‐8 hrs. max. per day. See SOW sect. 2.03 para. B for power outages coordination.

RFI #6 Can you please provide SPECS on new LED street lights? Include post if possible?

See SOW sect. 2.02 para. C ‐ Street Lights. Suggested fixture is

Ledtronics Model M250 or equivalent.

RFI #7 What do you wants us to do with existing wood post, all electrical wire and fiber?

Contractor to properly dispose of all demo'd wood post, electrical wire and fibers.

RFI #8 What will be the working hours on this project? Working hours are during normal business hours, M‐F from 0700 thru 1600. If power outage is required other than the housing area, work will have to be done on a weekend.

RFI #9 Can you please clarify, indicate on a map or drawing all

Mountain View electrical repair taking place work area's?

RFI #10 For the Technical Approach Sample Design‐Build Project does the

AE Architect need to be a registered California AE?

Yes.

RFI #11 In section 1.1 of the SOW for the Electric IDIQ scope items a‐g, what does the government anticipate being the most concentrated area of work to be performed (ie, Overhead and underground distribution, Primary Distribution Systems, Shop

Coordination… etc.)?

Work will be concentrated in the design and installation of underground utilities in support of the 139 housing units.

RFI #12 2.01D ‐ Wiring within conduit system for voice and data, who is responsible for removal and installation of new system in new conduits?

Contractor will remove all existing overhead voice and data cables.

Contractor is responsible for the intallation of the new conduits with ropes in the underground joint utility trench.

RFI #13 Will voice and data provider have their own backbone design that we have to accommodate for new conduit system?

Yes. Contractor to coordinate with voice and data provider.

RFI #14 2.02A ‐ Concept design submittals are due 30 days after

PreDesign Conference. This conflicts with Para 3.04 that requires

Concept Design together with Price Proposal. Please clarify.

Please keep in mind that this is a SAMPLE project. The Mountain

View Utilities SOW is an example of what many of the task orders issued against this E‐MACC will look like. Offerors shall follow the

Instructions to Offerors in Section L of this RFP. In the event of any contradicting information between the SOW and Section L of the

RFP, Section L shall take precedence.

RFI #15 Subpara 1 ‐ What design calculations are expected at concept level?

Provide min. design calculations required in UFC 3‐501‐01.

RFI #16 Subpara 2b and d ‐ Please provide scaled CAD drawing files with all wet and dry utilities to use as Site Plan.

RFI #17 Subpara e ‐ Extent of work isn't evident to develop an Erosion

Control Plan since this is a seed project concept design. Is this necessary?

Yes. Drawings were provided that show extent of work. Over an acre of disturbed ground for the open trenches associated with the project will require a SWPPP (Storm Water Pollution Prevention

Plan) and storm water permit.

RFI #18 3.04 ‐ We are to "submit a price proposal in accordance with the provided bid schedule along with concept design documents .

Para 2.02A outlines extensive requirements for 35% design that is mostly unnecessary for pricing. Please clarify requirement for price proposal package. (descriptions, site plans and tables)..."

which conflicts with 3.04B that requires 35% level design.

RFI #19 2.02C ‐ "Suggested Fixture: Ledtronics Model M250, or equivalent". What fixture would be considered "an equal" to this fixture?

Contractor to review/compare specs. of suggested fixture with what you as a professional considered equal and submit to Gov't. for review and approval.

RFI #20 Does the word 'suggested" mean that this particular fixture is a match to other existing fixtures in the area? Will using an alternate fixture negatively impact our proposal scoring?

Yes, suggested street light fixture is a match to existing fixtures installed in the area. If alternate light fixture is specified and is

"equal" to the suggested light fixture then it will not impact proposal score.

RFI #21 2.02C (1) States "On all streets in convenient locations around housing to provide adequate lighting in all areas for public safety". Please define "all streets" and "all areas".

Contractor is responsible in providing adequate street lighting design incl. photometric plan. See attached plan for the defined area of work. Ref Amendment 4

RFI #22 2.02C (2) Reflects us to include the costs of designing, furnishing and installing new street lighting "along Grand Way, from Camp

Beale Hwy to E. Garryana Dr. This area was not toured as part of the group site visit held on May 10, 2016. What are the specifics of lighting placement and available electrical power at these locations?

Contractor is responsible in providing adequate street lighting design including locating light fixtures, power and photometric plan.

RFI #23 Will CAD As‐Builts be issued prior to proposal submission so that we can utilize for our 35% Design Deliverable we are to include with our proposal?

Yes. See amendment 0004

RFI #24

Attachment 1.0 (Team List) is to be submitted with multiple volumes (Technical, Past Performance, and Price) of the proposal.

Do you want the offeror to provide Team Members of the sample project or the MACC contract or both?

Provide team members for the sample project. See pg 78&79 of 94, L‐3.1.2.6 Project Team

RFI #25

Would a letter from our surety demonstrating bonding capacity above the total price proposed for the sample project be acceptable for Technical Volume Sub‐factor 2?

Follow the instructions in Section L ‐ Instructions, Conditions, and

Performance bonding.

RFI #26

Please confirm number of “hats” required for E‐MACC. Will a

Superintendent & SSHO/QC (2 Hats) be acceptable or does Beale

AFB require a different standard?

RFI #27

Have any of the environmental permits, AF Form 332, AF Form

813, NLAA, been submitted or accepted for the Mountain View

Electrical Repair Project (BAEY 160019)? If so, what was the outcome of the permitting process? (refer to C. page 9 of the

Mountain View Utilities SOW.)

See attached AF Form813 of the BAEY160019 Mountain View project for reference. Disregard environmental requirements pertaining to sewer utility scope of work.

Has it already been established that the Mountain View Electrical

Repair Project (BAEY 160019) will need an Environmental

Assessment? If so, has a Biological Option submitted by the

USFWS for the project ?

Has it already been established that a NPDES permit will be required for the Mountain View Electrical Repair Project (BAEY

160019)?

Yes. The proposed project will impact/disturb more than 1 acre hence NPDES permit will be required.

Can single line diagram be resent with housing in question be highlighted?

Information were provided from the single line diagram and electrical plan in housing which shows the numbered power poles.

RFI #32

Has it already been established that a cultural/archeological monitor will be required for Mountain View Electrical Repair

Project (BAEY 160019)?

Previously unidentified subsurface archaeological deposits might exist within the work area boundary. If any cultural remains are inadvertently discovered, stop all ground disturbing work at the point of discovery, plus a 25‐meter buffer exclusionary area. Care will be exercised when leaving the discovery area so as not to further disturb the cultural items. Immediately notify the Beale AFB

Environmental Office (9 CES/CEIER) and the Contracting Officer.

Work within the exclusionary area will not resume until the Cultural

Resources Manager provides authorization to the contracting officer. Unauthorized excavation, removal, damage, alteration, or defacement of archaeological resources on USAF property is prohibited, and punishable by civil and criminal penalties.

RFI #33

Please confirm bonding requirements, is 20% or $3M max whichever is lower, cover all projects bidding under the E‐MACC.

Or will bonding be on a per project bases not to exceed $4M.

Is the seed project a hypothetical scenario or will be awarded to the lowest bidder? Will there be an additional site visit or additional information provided on the seed project?

For this E‐MACC RFQ proposal, the Mountain View Electrical Repair project is hypothetical scenario and will only be use to evaluate qualified contractors.

RFI #39

RFP is not clear on how to run secondary conduit and conductors to residence units. Is there guidance on how to connect dwellings, whether there are meters to be reused, etc.?

The secondary conductors and conduit should home run from the transformers to each meter panel at the house.

RFI #40

RFp is not clear on how to run telephone and CATV conduit to residence units and how to terminate at residences

Telephone and CATV conduit shall run with the electrical conductors in the joint utility trench per SOW and terminate at the existing hub at the residence.

RFI # 42

Bidders proposals to include the 35% design level for the proposal cost estimating. Para 3.02F indicate highlighting abatement requirements for asbestos, lead, and contaminated soil. I did not see anything quantifying these so , this is difficult to anticipate.

Are the soil, abatement, or lead test that have been completed

This is a sample project and no test information is available. Outline your plan to address abatement requirements.

Since this is out in the desert, we do not know what needs to be done as far as multi‐grounded neutral and what the earth resistivity is in the area.

Contractor shall provide 25 ohm grounding resistance as required by NEC.

What temperature considerations are for sizing conductors and pad mounted transformers?

The ave. temp rise above ambient temp., when tested at the base transformer rating shall not exceed 55degC, and when tested at

112% of the base rating, shall not exceed 65degC.

No, only the prime contractors have to be registered in SAM.

I did not see any insurance documentation in the bid response, only tin the preconstruction submittals (pg. 56). Is this correct?

Ref pg. 35 of 94. (a) The contractor shall submit one of the following payment protections: a. performance and payment bond, b. irrevocable letter of credit. Is this an either/ or situation and not one of each of those two listed

RFP Section L2.11.12 states in essence that the Electronic Form

Submittal Package of the proposal (Our Required CD‐ROM) must contain Files that are readable in a "Microsoft product". As

Adobe / PDF is technically "readable" in Microsoft products (after conversion), is PDF an acceptable format for all our proposal files on our CD‐Rom submission?

Adobe PDF files are acceptable.

SOW Page 5, para 2.02C Streetlights ‐ paragraph requires "street lighting system shall comply with the US Department of Energy

Model Specification for Networked Outdoor Lighting Control

Systems. a. Is the new "complete and useable" system with Central Management

System, Backhaul Communication Networks, and Field Devices?

b. If not, what is composition of current system (make, model, etc)? We need enouhg informtion to determin interfacing and integration for radio and programming requirements ensure proper operation of lights we propose on this project

There is no existing nor requirement for Central Management

System or Communication Network on this project. Contractor to provide photocell control system.
