RFI’s and Answers for FA4686-12-R-0006 Paving IDIQ

1. If/when hazardous material is encountered on base, how will the material be handled, manifested and paid for?

Refer to Specs 01000-5.3: If the HM/HW is existing, it will be Beale’s responsiblility to remove or compensate the contractor fair and reasonably via change order. If the HM/HW is generated by the contractor it will be their responsibility to remove and dispose. In 15 years of IDIQ contracts, this has not been a problem.

2. How will the cost of developing and implementation of Best Management Practice (BMPs) comply with Stormwater Pollution Prevention Plan (SWPPP) and National Pollutant Discharge Elimination System (NPDES) requirements and how will they be reimbursed?

Refer to Specs 01000-5.2: If a SWPPP of Storm water construction permit is required, it will be Beale’s responsibility to compensate the contractor fair and reasonably via change order. The cost to protect natural resources from pollutants or dirt runoff (sediment) is the responsibility of the contractor and must be included either in the particular item of work or administration fee (item 0109). The task orders under this IDIQ should not require more than one acre of ground disturbing activity, and therefore, would not require a SWPPP. The contractor will be responsible for installing and maintaining Best Management Practices suitable for their work site.

3. Will temporary striping or temporary taping be required on any asphalt pavement during the 7 day cure period?

Floppies are required and shall be included with the particular item of work, such as items 0001 to 0019 (see item descriptions).

4. What is the requirement for identifying (via flags, markings, etc.) equipment that is being used and operated on the airfield?

None. For the most part, work will only occur when the airfield is not being used (at nights and weekends).

5. How will unsuitable material encountered during construction be handled and paid for?

The contractor will be required to remove per Specs 01000-5.1 and must include this cost with the respective item of work such as item 0025 or 0054 or 0059, where the contractor is compensated for doing such work. Typically, other than weeds and large rocks, soil at Beale is suitable.

6. While working/operating on the runway, are their restrictions on use of lighting type?

No. Note that the airfield parking aprons are already lighted sufficiently for doing normal work and some of that light spills over to adjacent areas providing some visibility.

7. Are PDF files permitted for files such as the schedule, CCASS ratings, etc.?

· Yes

8. Section 2200, 3.4.2 states subgrade to 95%, Section 2100 page 13, 5.1 states subgrade compaction to 92%, what is the actual compaction for subgrade under paved areas

Section 02200-3.4.2 is specifically for asphalt repair work such as potholes, where the subgrade has failed. Whereas Section 2100 is for general earthwork and grading.

Section 2100 page 13, 5.1 States that aggregate base in areas to be paved shall be compacted to 97%, section 2200 page 15 section 3.4.2 states it requires 100%, which one is correct?

Again, Section 02200 is specifically for asphalt repair work such as potholes, where the subgrade has failed. Section 2100 is for general earthwork including grading of areas to be paved.

9. When performing Repair work how thick will the new Asphalt section being placed actually be? section 2200 page 15, 3.4.2 only says the final lift needs to be three inches but it does not say how thick the AC section is?

It is very clear that the minimum compacted thickness is 3 inches (paragraph 3.4.2 second to last line).

10. Section 2300 page 17, 3.6.2 calls for a marshall mix compacted to 100% for the overlay but the AC being called out for is not a Marshall mix and the amendment only modified section 2200 to 1/2" or 3/4" Caltrans 64-10 and it is not recommended to compact to 100% as it will breakdown the rock down. What is the actual mix that should be used and what is the compaction requirements for the AC?

Page 17 paragraphs 3.6 to 4 is part of section 02200 and is out of place in the IFB. Compaction shall be IAW with Caltrans Section 39, Asphalt Concrete. The aforementioned amendment is correct regarding mix design.

We will delete the second line of paragraph 3.6.2 which is outdated.

11. Is there a place on the base to discharge the waste water collected from the rubber removal operation?

Yes- it may disposed of in Beale sanitary sewer system after sampling for hazardous constituents, and with the approval of the base Environmental Office, as it is not HW. If it tests to be HW, then Beale will pay the contractor to dispose of IAW applicable regs.

12. Does any of the paint being removed contain lead?

No. All pavement paint at Beale is now lead-free.

13. If after performing the testing on the material being removed and is determined to be hazardous, how will the disposal and manifesting of material be done and paid for?

If it tests to be HW, then Beale will pay the contractor to dispose of IAW applicable regs.

14. Item 0025 includes the sawcutting, excavation, disposal, layout, aggregate base and all associated work as listed in item 1: What exactly is item 1 being referenced? What thickness is the new AC/AB section being installed? Is the cost of the new AC/AB included in item 0025, if not what items is it paid under?

Item 0001 has a generic description which the item includes. The same shall be included as applicable in items 0025-0029. Refer to Section 02200-3.4, 3.4.1 & 3.4.2 for thickness and details.

15. A Paragraph 2.3 states, “Asphalt concrete shall be Type B, 1/2" maximum aggregate size mixed with 5.5% AR 4000 asphalt oil and shall be produced by a commercial batch plant.”

Paragraph 2.3 of section 02200 has been amended.

15B. At the pre-bid meeting it was discussed that this would be a different PG oil. Can you please specify what oil (64-16 or 70-10)?

See the amended paragraph 2.3 of section 02200.

16. Paragraph 3.4.2 states “The edges of existing pavement shall be saw or wheel cut straight and square. Note that the existing AC pavement may be up to 6" thick. Remove existing AC and AB in repair areas to a depth of one-foot (12"). Existing AC shall be removed and disposed of separately from existing AB and soil (which may be mixed together). Compact subgrade as required to obtain relative density of 95%. Next place new AB and apply water and compaction equipment as required to obtain relative density of 100%. After applying prime coat, place and compact new AC as specified in CalTrans such that the finished compacted thickness is 3" minimum. The finish pavement grade shall match with existing AC at the edges; however the repair area (patch) shall be crowned 1/4" to ½”.”

At the pre-bid it was discussed that there would not be a prime coat applied to AB. Can you please clarify if a prime coat is required?

This is referring to tack coat of the edges of exsiting AC.

The work “prime” shall be changed to “tack” in 02200-3.4.2.

17. Per pg. 24 of 65, 52.219-18, Please confirm that an SBA certified bonafide office located within one of the three districts; Sacramento, San Francisco, Fresno, will meet the eligibility requirements for an 8a firm to submit an offer.

- We need you, the offerer, to confirm that you meet the requirements listed in clause 52.219-18(a)(1-3) which you certify by submission of your offer. In order for you to be an eligible 8(a) offerer you must have a buisiness plan filed in one of the 3 listed district offices.

18. Per pg. 63 of 65 factor two – past performance; we cannot confirm for how many (minimum or maximum) similar projects we are to submit PPQs for this section. Please clarify? Please submit a minimum of 3 project PPQs and a maximum of 5 project PPQs.

19. We understand from recent clarifications posted on FBO from the site visit that CCASS could be submitted in lieu of PPQ for each project. Can prior PPQs filled out for the same project on past solicitations be submitted in lieu as well?

No, please submit separate PPQs.
