The amendment extends the solicitation closing date from September 11, 2026, to September 18, 2026, to accommodate customer responses regarding delivery requirements, Small Business Administration nonmanufacturer waiver request approval, and updates to the parts list with revised contract line item (CLIN) quantities.
The solicitation concerns the procurement of Cisco networking equipment and components. Line Item 0008 quantity increases from 4 to 8 units (+4), while Line Item 0012 quantity decreases from 64 to 32 units (-32). The amendment incorporates a revised Parts List Amendment 0004 as an attachment. Key requirements include Trade Agreements Act (TAA) compliance for all physical hardware line items, delivery of new genuine Original Equipment Manufacturer Cisco products through certified authorized channel partners with full manufacturer warranty and supply chain traceability per DFARS 252.246-7007 and 7008, and award and obligation by September 30, 2026, with physical delivery allowed to follow. The Cisco Smart Account designation is DAF GEMSS with parent account AFRC and virtual account AFRC-452nd CS-N. Award will be made on a lowest price technically acceptable (LPTA) basis. The amendment includes responses to 12 clarification questions addressing delivery timelines, TAA designation codes, nonmanufacturer waiver status, smart account availability, and equipment specifications including Catalyst 9400 Series switches and related components.

REQUESTS FOR INFORMATION
Delivery1.
FA466426Q00100005
Will the Government amend the 30 September delivery date?a.
b. Date will be adjusted based on award.
b.1. If not, does award and obligation by 30 September satisfy the requirement, with physical delivery to follow?
Yes, award and obligation by 30 September, with physical delivery to follow, would be acceptable.
TAA designation. What does "NC" denote in the TAA column of the amended parts list? The solicitation incorporates DFARS 252.225-7001, not the Trade 2.
Agreements Act clause.
According to AFRC, they use NC to denote non-compliant when being given unofficial quotes. Since this is official, the IGE has been updated to C, a.
indicating that all devices must be TAA compliant.
Nonmanufacturer rule. Has SBA approved the nonmanufacturer waiver referenced in Amendment 0004, and should offerors cite it in their submissions?3.
Waiver request currently with the Small Business Administrationa.
Basis for award.4.
Initial evaluation for award is lowest price technically acceptable (LPTA).a.
Smart Account. When will the Cisco Smart Account and Virtual Account designation be available, or may it be furnished after award without affecting delivery?5.
Per AFRC, The smart account is showing as DAF GEMSS, the parent account is AFRC and the virtual account is AFRC-452nd CS-N.a.
6. Does the Government require the prime offeror itself to hold current Cisco authorized-reseller status, or may a small-business prime furnish the exact new Cisco OEM products through an authorized Cisco distributor with full manufacturer traceability and warranty support?
a. According to AFRC, "All items must be new, genuine Original Equipment Manufacturer (OEM - Cisco) products. Offerors must be certified, authorized by Cisco channel partners capable of providing full manufacturer warranty, legitimate software licensing, and verifiable supply chain traceability in accordance with DFARS 252.246-7007 & 7008. No gray market, refurbished, or third-party cloned hardware will be accepted.
7. Is the September 30, 2026 delivery date an absolutely required delivery date for all line items, or would the Government consider a documented manufacturer lead-time schedule if one or more exact Cisco components cannot be delivered by that date?
a. Delivery date can be past Sept 30
8. Can the government confirm that Trade Agreements Act (TAA) compliance is strictly required for all physical hardware line items on this solicitation?
a. Yes, the government can confirmthat Trade Agreements Act (TAA) compliance is strictly required for all physical hardware line items on this solicitation.
9. "The C9400-QSFP-CVR is a physical dust and electromagnetic interference (EMI) protection cover designed for unused Quad Small Form-Factor Pluggable (QSFP) ports on Cisco Catalyst 9400 Series switch line cards and supervisor modules.
a. These are auto-included items based on the requested switch configurations.
1. C9400-QSFP-CVR (QSFP port EMI and dust protection cover) Parts list quantity: 64 This item has no separately orderable part number. Cisco Commerce auto-10.
populates it as an included component derived from the installed supervisor modules, and the resulting quantity for the four-chassis configuration is 32 (8 per chassis).
The quantity field is system-generated and cannot be modified, and no spare SKU exists to quote the balance. As a result, a quantity of 64 cannot be quoted by any offeror configuring this requirement in Cisco Commerce. We note that 32 is exactly half of the listed 64, which suggests a possible doubling in the parts list. Request the Government verify this quantity against the IGE and issue corrections.
a. IGE line number 12 has been updated to a total quantity of 32
C9400-NW-A (Cisco Catalyst 9400 Network Advantage License) -- Parts list quantity: 4 Consistent with the Government's response to Question 5 of the prior 11.
clarification request, Network Advantage is a perpetual license included with the chassis by default. Cisco Commerce issues one license per supervisor module.
Because the Government confirmed in response to Question 2 that C9400X-SUP-2XL is required and the configuration includes both a primary and redundant supervisor per chassis, Cisco derives a quantity of 8 across the four chassis. This quantity is also system-generated and cannot be reduced to 4 without removing a supervisor from each chassis, which would defeat the redundancy the Government confirmed as required. This line carries $0.00 unit and extended pricing, so no duplicate pricing results, consistent with the Government's stated intent. Both items are $0.00 list price and have no effect on total quoted price.
IGE line number 8 has been updated to a total quantity of 8a.
Smart Account designation The Government's response to Question 8 indicated confirmation was pending with AFRC. Request the Smart Account and Virtual 12.
Account designation for license provisioning, as this is required at time of order. We appreciate the Government's responsiveness on the prior clarification request and are prepared to quote immediately upon receipt of the Government's direction.
a. Per AFRC, "The smart account is showing as DAF GEMSS, the parent account is *AFRC and the virtual account is AFRC-452nd CS-N."
