STATEMENT OF WORK
Airshow Traffic & Parking Management
1.0. BACKGROUND
1.1.March Air Reserve Base (MARB) hosts the biannual Southern California Air Show event which draws over 500,000 visitors and nearly 40,000 additional vehicles daily to the base.
The limited manpower complicates the ability to maintain continuity and consistency in managing the parking of the extremely high-volume of vehicles in a short time span each day of the event. Prior to 2023, volunteer adolescent (minors) cadets from the Civil Air Patrol have managed parking for the March Air Show. The 452 AMW recognizes this as a potential safety issue. Parking attendants must manage uncooperative, unruly drivers who sometimes drive intoxicated and/or unsafe which poses additional safety complications that exceed operational risk management tolerances for adolescents. With the assistance of contracted services, its expected professional parking management of the high volume of vehicles will facilitate better traffic flow and parking capacities while reducing necessity for additional military manpower.
2.0. SCOPE OF WORK
2.1. The primary purpose of this service is to guide inbound traffic from base entry/exit gates
(IACPs) to designated parking zones and manage the parking vehicles efficiently in the provided parking zones. Guide and route outbound vehicles out of the parking zones to the base entry/exit gates during the day. Upon ending of the airshow guide traffic via specified route from the parking zone to the base exit gates. This service shall be according to a safest and efficient plan to manage parking capacities on base during the multi-day event. This event is anticipated to receive between 40,000-50,000 vehicles daily between 0800 to the end of show around 1700. Traffic responsibilities may last past 1800 hrs. The Airshow Security
Planner (ASP) will determine when responsibilities are complete. Airshow parking management is essential to facilitating a safe and secure environment for personnel and resources.
3.0. TASKS
3.1. Pre-Event Planning & Set-up
a. The Contractor shall maintain communication (email, phone etc.) with the Government, and be available for meetings (example: VTC, phone conference, go meeting, Zoom) as may become necessary before the period of performance.
b. Normally, the Contractor shall provide employee information to the Government as early as 30 days prior or no later than 10 days of beginning of performance period, to screen all contractor employees for access eligibility and approval. (i.e., quantity of personnel, basic information to include first and last names, date of birth, and driver license number with contact information and quantity of vehicles) Providing Social Security number will speed up the vetting process and ALL personally identifiable information (PII) will be handled in accordance with the Privacy Act of 1974.
c. Contractor shall always follow 452 AMW Base Defense Plan requirements and access procedures.
d. Contractor shall submit employee changes immediately as they occur for screening and approval.
e. March ARB retains the right to deny access to anyone who fails to meet access requirements.
f. Contractor shall have all vehicles and equipment inspected before entry to March ARB by 452 SFS.
g. Contractor and personnel to be in place by 0630 hrs, set up and ready 1.5 hours before
(0800) March ARB opens the installation to the public. Parking attendants to remain in place until all airshow patrons have departed their respective parking zone at end of day, validated by Airshow Security Planner (ASP).
h. Contractor will guide public traffic to/from base entry/exit gates, manage public traffic and park public traffic on March Air Reserve Base, within General Parking Zone 1 (about
60 acres), Zone 2 (about 50 acres) including Distinguished Visitors (DVs)
/Performer/Static/Volunteer Pass holders parking, and off base in Zone 3 (about 35 acres). Please see Appendix A.
i. Contractor and personnel provide parking lanes for handicap parking in all zones of parking closest as logical to screening areas.
j. Contractor and personnel receive and manage inbound and outbound vehicle traffic for
DV/Performer/Static/Volunteer Pass holders and manage parking in this separate section within Zone #2.
k. Contractor and personnel guide traffic to and from installation gates (Main gate, Riverside Gate and Pedestrian Gate) and parking throughout Airshow hours to include inbound and outbound open house (airshow) traffic. It is suggested, minimum of three traffic flaggers along routes from (Main Gate and Riverside Gate) and six flaggers parking vehicles in Zone #1 and Zone #2 parking areas. It is required, minimum of three traffic flaggers along routes from (Pedestrian Gate) and six flaggers parking vehicles in
Zone #3 Off-Base Parking Lot (dirt lot via Right of Entry). Added correctly, the total minimum personnel is 27 flagger/traffic handlers and must best on duty for the period of performance. Contractor must have a plan for breaks, food/restroom etc. This scheduling is required to be reflected in the contractor quote. If the contractor requires shifts to be established, this need to be added in the schedule in the quote. These personnel requirements are not including supervisors and project managers.
l. Contractor and personnel provide ample signage required for all zones to include DV parking area zone based on Airshow traffic plan.
m. Contractor and personnel be required to keep the Airshow Security Planner (ASP) or representative designated by the ASP, up to date with parking lot fill status, so inflow traffic can be stopped and rerouted by 452 SFS.
n. Contractor and personnel contact the Air Show Security Planner for approval of any request to deviate from any part of the tasks, scope of work requirements.
o. Contractor and personnel manage, collect, and dispose of foreign object debris (FOD) within all parking areas throughout the period of performance.
p. Contractor and personnel report emergencies, crimes, vehicle accident and any suspicious incidents observed or reported by the public, within general parking areas zones to
Airshow Base Defense Operations Center (Airshow BDOC).
q. Contractor and personnel have an orderly plan for mass exodus of vehicles leaving the parking zones at end of day and in emergency events.
r. Removal Instructions: Contractor shall remove all signage, trash, FOD, business and personal effects of all personnel, returning the area in the fashion it was received prior to period of performance.
s. Contractor and personnel are required to protect all correspondence and receive approval to publicly post information regarding airshow operations or plans in any electronic
(email) or social media platform in order disrupt and hinder terrorist planning for Force
Protection of March ARB personnel, assets and public attendees.
t. This parking and traffic management requirement is extremely challenging even for the most experienced contractors. Extensive past experience for multiple large events is required and/or the contractor’s sole business is primarily parking and traffic management.
u. The contractor must be flexible and be able to move the 27 flaggers between zones in the event there are unforeseen traffic issues that arise or through natural causes and peak traffic times. This will be coordinated with the Air Show security planner throughout the period of performance.
3.2. Implementation
a. The contractor shall provide an adequate number of qualified personnel to perform duties during this period of performance. The contractor shall provide a list of names of all employees who shall act for the contractor. These individuals must be fluent in the
English language.
b. The Contractor and Government shall designate two individuals (primary and alternate) as the project managers, who shall be responsible for this project.
c. 11 April 2025: Family Day. Conduct traffic management from Main Gate

First Responder families. Suggested minimum of a supervisor, 3 flaggers along the route and 3 flaggers parking vehicles in Zone #2. Consider breaks, food/restroom etc.
