PROJECT NO.: PDPG 12-0510
1. INTRODUCTION
1.1. This Statement of Work (SOW) defines the requirements for Work Plan, and construction services at March ARB, CA maintain exterior Surface of Building 435, at March Air Reserve Base, California in accordance with the terms and conditions of this statement of work, specifications.
1.2. The Contractor shall furnish the personnel, services, equipment, materials, facilities, and other requirements necessary for, or incidental to, the performance of work set forth herein. Primary technical services shall be performed by individuals who are experts in the construction industry, specifically, but not limited to painting and repair of exterior finishes of historic facilities to include masonry, stucco, historic windows, steel hangar doors and historic personnel doors of the early 1900s. All work must meet the requirements of both applicable Federal and State law and code as identified in the following paragraphs. The contractor shall be required to provide plans for the proposed work in a Work Plan, as well as, red-lined drawings of all work completed based on drawings provided contractor.

3.1.1. The Project is Located in the March Field Historic District as shown on Figure 4 Project Location Map.

4. PURPOSE
The primary objective of this project is to paint and repair the exterior finishes of building 435. The work will consist of painting and repair of exterior finishes of an historic facility to include masonry, stucco, historic windows, and historic personnel doors of the early 1900s. The intent of this project is to paint and repair the exterior surfaces doors, windows roof gutters and trim such that Building 435 shall have the same appearance as the original Building, when originally built to the degree this can be met with available materials and methods.
Building 435 is 125 feet long, 70 feet wide, with an exterior area of approximately 5431 SF. The exterior surfaces include 8044 SF of masonry, 3871 SF of stucco finish, 1504 SF of mostly original metal windows and window frames, 400 SF of mostly original personnel doors. The remaining surfaces include, but are not limited to 260 LF rain gutter systems, trim, metal framing, pipes, and conduits.

5. GENERAL SCOPE
5.1. Performance of Work.
5.1.1. The Contractor shall perform all of the planning and construction required to complete the SOW described below. The work shall be accomplished through the issuance of notice to proceed as described below, consisting of the Work Plan and Construction Phases.
5.1.2. The Contractor shall determine the total requirement for completing the total project requirements.
5.1.3. This project requires, at a minimum, field review of the work, recommendations, measurements, preparation and review of work plans, and specified construction services.
The Contractor shall be capable of addressing and interpreting all aspects of work, environmental laws and regulations, and construction.
5.1.4. Where the work plan prepared by the contractor indicates that repairs are to be made, but do not show in detail the materials or methods to be used, the Contractor shall make all repairs in accordance with good practices of the trades involved.
5.2. Scope of Work
Contractor shall provide the following repair and maintenance to the building to include:
• Remove and dispose of all cables, wires, pipes, conduit, junction boxes or mounting hardware on the outside of the building;
• Remove and install flashing on gable;
• Remove and replace broken or blocked window panes;
• Remove and replace six (6) downspouts
• Install new windows including fabricated sashes
• Remove boarded front door and replace with fabricated original historic double doors and frames.
• Repair and seal all holes, cracks, spalls and voids in exterior surfaces
• Remove metal covering over window panels and replace the sash and glass panels
• Prime and paint all exterior surfaces.
The drawings provide typical areas requiring repairs or maintenance and specifications are provided to define how the work should be accomplished and materials to be used.
6. Governing Codes, Criteria, Regulations and Industry Guidance.
Contractor shall comply with the Codes, Criteria, Regulations and Industry Guidance provided in
REFERENCES - HISTORIC BUILDINGS - ALL SPECIFICATIONS.

6.1.1. Contractor shall comply with all applicable federal, state, and local statutes, instructions, manuals, handbooks, regulations, guidance, policy letters, and rules (including all changes and amendments), and Presidential Executive Orders, pertaining to the work as referenced in REFERENCES - HISTORIC BUILDINGS - ALL SPECIFICATIONS. It is contractor responsibility to know the requirements of the latest editions and changes and follow the requirements. Contractor must raise any questions in the form of a request for Information (RFI) to seek clarification of the applicability or conflicts between the applicable requirements.
6.1.2. The references are published standards, the titles of which can be found in the Unified Master Reference List (UMRL) on the Whole Building Design Guide at the Unified Facilities Guide Specification (UFGS) Website. (http://www.wbdg.org/FFC/DOD/UMRL/UMRL.pdf)
6.1.3. The publications referenced form a part of this specification to the extent referenced. The advisory provisions of all codes, requirements, and standards are mandatory; substitute words such as "must" or "required" for words such as "shall", "should", "may", or "recommended," wherever they appear. The results of these wording substitutions incorporate these code and standard statements as requirements. Reference to the "authority having jurisdiction" is interpreted to mean Contracting Officer or Contracting Officer Representative. Comply with the required and advisory portions of the current edition of the standard at the time of contract solicitation.
6.1.4. Government standards listed in this SOW take precedence over industry standards. The referenced Codes, Criteria, Regulations and Industry Guidance is not comprehensive and is augmented by other codes and standards referenced and cross-referenced in the SOW.
6.1.5. All work activities must comply with the requirements of MARCH ARB GUIDE

7. ADMINISTRATIVE AND MANAGERIAL REQUIREMENTS
7.1. SUPERVISION
The Contractor shall provide management and planning, pertinent to the performance of the requirements identified in this SOW.
7.1.1. Superintendent.
Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of contract work.
7.1.1.1. Duties of Superintendent
The project superintendent is primarily responsible for managing and coordinating day-to-day production and schedule adherence on the project. The superintendent is required to attend progress meetings, and quality control meetings. The superintendent or qualified alternative must be on- site at all times during the performance of this contract until the work is completed and accepted.

Contractor shall assign a Project Manager with the responsibility for the overall management of the project. The Contracting Officer may request proof of the Project Manager's qualifications at any point in the project if the performance of the Project Manager is in question. The Project Manager may also hold the position of Superintendent.
7.2. Electronic Mail (E-Mail) Address.
Contractor shall establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments as text files, pdf files, and other similar formats. Within 10 days after contract award, provide the Contracting Officer a single (only one) e-mail address for electronic communications from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes or terrorist threats. Multiple email addresses are not allowed. It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e-mail with its own organization including field office(s). Promptly notify the Contracting Officer, in writing, of any changes to this email address.
7.3. Governmental Safety Requirements
Comply with EM 385-1-1, NFPA 70, NFPA 70E, NFPA 241, the APP, the AHA, Federal and State OSHA regulations, and other related submittals and activity fire and safety regulations. The most stringent standard prevails.
7.3.1. Site Safety and Health Officer (SSHO)
7.3.1.1. Provide an SSHO that meets the requirements of EM 385-1-1, Section 1. The SSHO may also hold the position of Superintendent or Project Manager. The SSHO must ensure that the requirements of 29 CFR 1926.16 are met for the project. The SSHO or an equally qualified alternate SSHO must be at the work site at all times to implement and administer the Contractor's safety program and government-accepted Accident Prevention Plan. The SSHO and alternate SSHO must have the required training, experience, and qualifications in accordance with EM 385-1-1 Section 01.A.17, and all associated sub-paragraphs.
7.3.1.2. If the SSHO is off-site for a period longer than 24 hours, an equally qualified alternate SSHO must be provided and must fulfill the same roles and responsibilities as the primary SSHO. When the SSHO is temporarily (up to 24 hours) off-site, a Designated Representative (DR), as identified in the AHA may be used in lieu of an Alternate SSHO, and must be on the project site at all times when work is being performed. Note that the DR is a collateral duty safety position, with safety duties in addition to their full time occupation.
7.3.2. Duties of the Site Safety and Health Officer (SSHO) The SSHO must:
7.3.2.1. Conduct daily safety and health inspections and maintain a written log, which includes area/operation inspected, date of inspection, identified hazards, Page 10 of Page 30

August 19 recommended corrective actions, estimated and actual dates of corrections. Attach safety inspection logs to the Contractors' daily production report.
7.3.2.2. Conduct mishap investigations and complete required accident reports. Report mishaps and near misses.
7.3.2.3. Use and maintain OSHA's Form 300 to log work-related injuries and illnesses occurring on the project site for Prime Contractors and subcontractors, and make available to the Contracting Officer upon request. Post and maintain the Form 300A on the site Safety Bulletin Board.
7.3.2.4. Maintain applicable safety reference material on the job site.
7.3.2.5. Attend the pre-construction conference and periodic in-progress meetings.
7.3.2.6. Review the ACCIDENT PREVENTION PLAN (APP) and Accident Hazard Analysis
(AHA) s for compliance with EM 385-1-1, and approve, sign, implement and enforce them.
7.3.2.7. Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution.
7.3.2.8. Ensure subcontractor compliance with safety and health requirements.
7.3.2.9. Maintain a list of hazardous chemicals on site and their material Safety Data
Sheets (SDS).
7.3.2.10. Maintain a weekly list of high hazard activities involving energy, equipment, excavation, entry into confined space, and elevation, and be prepared to discuss details during QC Meetings.
7.3.2.11. Provide and keep a record of site safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors.
7.3.2.12. Superintendent, QC Manager, and SSHO are subject to dismissal if the above duties are not being effectively carried out. If Superintendent, QC Manager, or SSHO are dismissed, project work will be stopped and will not be allowed to resume until a suitable replacement is approved and the above duties are again being effectively carried out.
7.3.3. Safety Meetings
7.3.3.1. Conduct safety meetings to review past activities, plan for new or changed operations, review pertinent aspects of appropriate AHA (by trade), establish safe working procedures for anticipated hazards, and provide pertinent Safety and Occupational Health (SOH) training and motivation.
7.3.3.2. Conduct meetings at least once a month for all supervisors on the project location. The SSHO, supervisors, foremen, or CDSOs must conduct meetings at least once a week for the trade workers. Document meeting minutes to include the date, persons in attendance, subjects discussed, and names of individual(s) who conducted the meeting. Maintain documentation on-site and furnish copies to the Contracting Officer on request. Notify the Contracting Officer of all scheduled meetings 7 calendar days in advance.

7.3.4. Accident Prevention Plan (APP)
7.3.4.1. A qualified person must prepare the written site-specific APP. Prepare the APP in accordance with the format and requirements of EM 385-1-1, Appendix A, and as supplemented herein. Cover all paragraph and subparagraph elements in EM 385-1-1, Appendix A. The APP must be job-specific and address any unusual or unique aspects of the project or activity for which it is written.
7.3.4.2. The APP must interface with the Contractor's overall safety and health program referenced in the APP in the applicable APP element, and made site-specific.
Describe the methods to evaluate past safety performance of potential subcontractors in the selection process. Also, describe innovative methods used to ensure and monitor safe work practices of subcontractors. The Government considers the Prime Contractor to be the "controlling authority" for all work site safety and health of the subcontractors. Contractors are responsible for informing their subcontractors of the safety provisions under the terms of the contract and the penalties for noncompliance, coordinating the work to prevent one craft from interfering with or creating hazardous working conditions for other crafts, and inspecting subcontractor operations to ensure that accident prevention responsibilities are being carried out. An officer of the firm (Prime Contractor senior person) must sign the APP, the individual preparing the APP, the on-site superintendent, the designated SSHO, the Contractor Quality Control Manager, and any designated Certified Safety Professional (CSP) or Certified Health Physicist (CIH).
The SSHO must provide and maintain the APP and a log of signatures by each subcontractor foreman, attesting that they have read and understand the APP, and make the APP and log available on-site to the Contracting Officer.
7.3.4.3. Submit the APP to the Contracting Officer with the Work Plan. Work cannot proceed without an accepted APP. Once reviewed and accepted by the Contracting Officer, the APP will be enforced as part of the contract. Disregarding the provisions of this contract or the accepted APP is cause for stopping of work, at the discretion of the Contracting Officer, until the matter has been rectified. Continuously review and amend the APP, as necessary, throughout the life of the contract. Changes to the accepted APP must be made with the knowledge and concurrence of the Contracting Officer, project superintendent, SSHO and Quality Control Manager. Incorporate unusual or high-hazard activities not identified in the original APP as they are discovered. Should any severe hazard exposure (i.e. imminent danger) become evident, stop work in the area, secure the area, and develop a plan to remove the exposure and control the hazard. Notify the Contracting Officer within 24 hours of discovery. Eliminate and remove the hazard. In the interim, take all necessary action to restore and maintain safe working conditions in order to safeguard onsite personnel, visitors, the public (as defined by ASSE/SAFE A10.34), and the environment.

Provide plans in the APP in accordance with the requirements outlined in Appendix A of EM 385-1-1, including the following:
7.3.5.1. Standard Lift Plan (SLP) (Required if lifts are being used on the job)
Plan lifts to avoid situations where the operator cannot maintain safe control of the lift. Prepare a written SLP in accordance with EM 385-1-1, Section 16.A.03, and using Form 16-2 for every lift or series of lifts (if duty cycle or routine lifts are being performed). The SLP must be developed, reviewed and accepted by all personnel involved in the lift in conjunction with the associated AHA. Signature on the AHA constitutes acceptance of the plan. Maintain the SLP on the LHE for the current lift(s) being made.
Maintain historical SLPs for a minimum of 3 months.
7.3.5.2. Fall Protection And Prevention (FP&P) Plan
The plan must comply with the requirements of EM 385-1-1, Section 21.D and ASSE/SAFE Z359.2, be site specific, and address all fall hazards in the work place and during different phases of construction.
Address how to protect and prevent workers from falling to lower levels when they are exposed to fall hazards above 1.8 m 6 feet. A competent person or qualified person for fall protection must prepare and sign the plan documentation. Include fall protection and prevention systems, equipment and methods employed for every phase of work, roles and responsibilities, assisted rescue, self-rescue and evacuation procedures, training requirements, and monitoring methods. Review and revise, as necessary, the Fall Protection and Prevention Plan documentation as conditions change, but at a minimum every six months, for lengthy projects, reflecting any changes during the course of construction due to changes in personnel, equipment, systems or work habits. Keep and maintain the accepted Fall Protection and Prevention Plan documentation at the job site for the duration of the project. Include the Fall Protection and Prevention Plan documentation in the Accident Prevention Plan
(APP).
7.3.6. Display of Safety Information
7.3.6.1. Safety Bulletin Board
7.3.6.1.1. Within one calendar day after commencement of work, erect a safety bulletin board at the job site. Where size, duration, or logistics of project do not facilitate a bulletin board, an alternative method, acceptable to the Contracting Officer, that is accessible and includes all mandatory information for employee and visitor review, may be deemed as meeting the requirement for a bulletin board. Include and maintain information on safety bulletin board as required by EM 385-1-1, Section 1.A.7. Additionally, Contractor shall post hot work permit.
7.3.6.2. Site Safety Reference Materials
Maintain safety-related references applicable to the project, including those listed in paragraph 6.
Maintain applicable equipment manufacturer's manuals.
7.3.7. Emergency Medical Treatment

Contractors must arrange for their own emergency medical treatment in accordance with EM 385-1-1.
Government has no responsibility to provide emergency medical treatment.
7.3.8. Mishap Notification
7.3.8.1.1. Notify the Contracting Officer as soon as practical, but no more than twenty-four hours, after any mishaps, including recordable accidents, incidents, and near misses, as defined in EM 385-1-1 Appendix Q, any report of injury, illness, or any property damage. For LHE or rigging mishaps, notify the Contracting Officer as soon as practical but not more than 4 hours after mishap. The Contractor is responsible for obtaining appropriate medical and emergency assistance and for notifying fire, law enforcement, and regulatory agencies. Immediate reporting is required for electrical mishaps, to include Arc Flash; shock; uncontrolled release of hazardous energy (includes electrical and non-electrical); load handling equipment or rigging; fall from height (any level other than same surface); and underwater diving. These mishaps must be investigated in depth to identify all causes and to recommend hazard control measures.
7.3.8.1.2. Within notification include Contractor name; contract title; type of contract; name of activity; installation or location where accident occurred;
date and time of accident; names of personnel injured; extent of property damage, if any; extent of injury, if known; and brief description of accident (for example, type of construction equipment used and PPE used). Preserve the conditions and evidence on the accident site until the Government investigation team arrives on-site and Government investigation is conducted.
Assist and cooperate fully with the Government's investigation(s) of any mishap.
7.3.9. Accident Reports
Conduct an accident investigation for recordable injuries and illnesses, property damage, and near misses as defined in EM 385-1-1, to establish the root cause(s) of the accident. The Contracting Officer will provide copies of any required or special forms.
7.3.10. Hot Work
7.3.10.1. Permit and Personnel Requirements
Submit and obtain a written permit prior to performing "Hot Work" (i.e. welding or cutting) or operating other flame-producing/spark producing devices, from the Fire Emergency Flight. A permit is required from the Explosives Safety Office for work in and around where explosives are processed, stored, or handled. CONTRACTORS ARE REQUIRED TO MEET ALL CRITERIA BEFORE A PERMIT IS ISSUED. Provide at least two 9 kg (20 pound) 4A:20 BC rated extinguishers for normal "Hot Work". The extinguishers must be current inspection tagged, and contain an approved safety pin and tamper resistant seal. It is also mandatory to have a designated FIRE WATCH for any "Hot Work" done at this activity. The Fire Watch

August 19 must be trained in accordance with NFPA 51B and remain on-site for a minimum of one hour after completion of the task or as specified on the hot work permit. When starting work in the facility, require personnel to familiarize themselves with the location of the nearest fire alarm boxes and place in memory the emergency Fire emergency Flight (951-655-2911) phone number. 7.3.11. Severe Storm Plan
In the event of a severe storm warning, the Contractor must:
7.3.11.1. Secure outside equipment, materials, and place materials that could be damaged in protected areas.
7.3.11.2. Check surrounding area, including roof, for loose material, equipment, debris, and other objects that could be blown away or against existing facilities.
7.3.11.3. Ensure that temporary erosion controls are adequate.
7.3.12. Personal Protective Equipment (PPE)
PPE is governed in all areas by the nature of the work the employee is performing. Use personal hearing protection at all times in designated noise hazardous areas or when performing noise hazardous tasks.
Safety glasses must be worn or carried/available on each person. Mandatory PPE includes:
7.3.12.1.1. Hard Hat
7.3.12.1.2. Long Pants
7.3.12.1.3. Appropriate Safety Shoes
7.3.12.1.4. Appropriate Class Reflective Vests
7.3.13. Fall Protection Program
7.3.13.1. Establish a fall protection program, for the protection of all employees exposed to fall hazards. Within the program include company policy, identify roles and responsibilities, education and training requirements, fall hazard identification, prevention and control measures, inspection, storage, care and maintenance of fall protection equipment and rescue and evacuation procedures in accordance with ASSE/SAFE Z359.2 and EM 385-1-1, Sections 21.A and 21.D. Provide training by a competent person for fall protection in accordance with EM 385-1-1, Section 21.C.
Protect employees from fall hazards as specified in EM 385-1-1, Section 21. Provide personal fall protection equipment, systems, subsystems, and components that comply with EM 385-1-1 Section 21.I, 29 CFR 1926.500 Subpart M,ASSE/SAFE Z359.0, ASSE/SAFE Z359.1, ASSE/SAFE Z359.2, ASSE/SAFE Z359.3, ASSE/SAFE Z359.4, ASSE/SAFE Z359.6, ASSE/SAFE Z359.7, ASSE/SAFE Z359.11, ASSE/SAFE Z359.12, ASSE/SAFE Z359.13, ASSE/SAFE Z359.14, and ASSE/SAFE Z359.15.
7.3.13.2. Implement fall protection controls based on the type of roof being constructed and work being performed. Evaluate the roof area to be accessed for its structural integrity including weight-bearing capabilities for the projected loading. Provide in accordance with 29 CFR 1926.500.

7.3.13.3. Provide Horizontal Lifelines in accordance with EM 385-1-1, Section 21.I.08.d.2.
7.3.13.4. Provide employees with a safe means of access to the work area on the scaffold in accordance with EM 385-1-1. Climbing of any scaffold braces or supports not specifically designed for access is prohibited.
7.3.13.5. Electrical Work will be conducted only in a de-energize state, unless there is no alternative method for accomplishing the work. In those cases, obtain an energized work permit from the Contracting Officer. Qualified Personnel must perform electrical work with verifiable credentials who are familiar with applicable code requirements.
7.4. BASE ACCESS.
The contractor shall prepare a pass information sheet identifying all employees, including the subcontractor employees, who will be working on March ARB. The pass information sheet shall be submitted to the Contracting Officer at the preconstruction meeting. Upon completion of the contract or expiration of the passes, the contractor shall ensure all passes issued to employees and subcontractor employees are returned to security. Failure to comply with this requirement may result in withholding of final payment.
7.5. SECURITY REQUIREMENTS.
Contractor personnel must have base approved contractor badges to enter onto March Air Reserve Base. Additional requirements are necessary if the designated facility is within a controlled/secure area of the base. The contractor shall conform to all base regulations and directives pertaining to security, safety, fire, traffic, and personnel clearance while conducting business on March ARB. The contractor shall ensure conformance of all employees and subcontractors.
7.6. PERMITTING
7.6.1. All work on base requires completion of a March ARB Form 103 (Base Civil Engineering Work/Dig Request), also known as a dig permit. The Contractor shall be responsible for submittal of the March ARB Form 103 to the COR prior to any construction/demolition activities. The contractor shall field mark areas where digging will take place and provide a scale drawing of the marked areas to March Air Reserve Base Civil Engineer. A minimum of fourteen (14) working days is required to process the March ARB Form 103. Once the permit is issued, existing underground utilities and structures within the identified area will be marked by base civil engineering. Recording and preserving these markings is the responsibility of the contractor.
7.6.2. The contractor shall also obtain permits for work associated with hot work, welding, cutting, and brazing from the March ARB Fire Department (POC: Harold Sterne – (951) 655-5001) prior to any such work. The contractor shall allow seven (7) days processing time for these permits. The contractor is responsible for obtaining all necessary permits from all applicable federal, state, and local agencies and is responsible for all associated fees.

7.6.3. WELDING: Any Contractor performing welding or soldering with open flame is responsible for obtaining a welding permit from the Base Fire Department. A licensed welder shall perform the work. In addition, the use of flame producing devices such as tar kettles, blowtorches, etc.; will require a burn permit from the Base Fire Department.
7.7. QUALITY CONTROL.
Contractor shall develop and maintain a quality control plan to ensure services are performed in accordance with commonly accepted commercial practices for demolition, removal of debris, and salvageable items. The contractor shall develop and implement procedures to identify and prevent defective services from reoccurring. The Quality Control Plan is submitted as an attachment to the Work Plan.
7.8. QUALITY ASSURANCE.
The government will periodically evaluate the Contractor’s performance through on-site inspections during the construction. The Quality Control Plan shall require Government Approval as part of the Work Plan.
7.9. HOURS OF OPERATION.
Working hours for the contractor will normally be between the hours of 7:30 a.m. and 4:30 p.m.
excluding Saturdays, Sundays and Federal holidays. If the contractor desires to work during periods other than listed above, notify the Contracting Officer five business days in advance of intention to work during other periods. Approval by the Contracting Officer is required prior to working hours other than those listed above.
7.10. NOTICE TO PROCEED (NTP)
The contractor will be provided a Notice to Proceed (NTP) to begin contract activities. The contractor shall attend a preconstruction meeting at the 452nd Contracting Squadron as requested by the Contracting Officer. The contractor shall prepare a sign-in sheet and meeting minutes for all meetings attended on March ARB. Meeting minutes shall include the names and emails of all individuals in attendance. A copy of the meeting minutes shall be provided to the Contracting Officer. As discussed above, permits must be approved before work can begin. This project requires the submittal of a Work Plan, as discussed in Paragraph 8, for the proposed work. This submittal must be approved by the Contracting Officer before construction work may begin.
7.11. SUBMITTALS
7.11.1. General Submittal Requirements
7.11.1.1. The contractor will submit to the Contracting Officer all material submittals as identified in the SUBMITTAL REGISTER - BLDG 452. All submittals will be submitted in the quantities identified on the contract schedule of materials and will include an AF Form 3000 Material Approval Submittal. Upon approval/disapproval of the

August 19 submittal, a copy of the signed AF Form 3000 will be provided to the contractor. This form is easily obtained from the Air Force E-Publishing website at: http://www.e-publishing.af.mil/. The Contracting Officer will not accept any submissions that do not contain a complete AF Form 3000.
7.11.2. Construction Submittals
7.11.2.1. All construction submittals shall be submitted with enough time to allow for the 14-day Government review period. The contractor shall identify long lead items to ensure proper submittal review time. The Contracting Officer is the only Government representative authorized to receive contract materials on behalf of March ARB. All submittal items/packages shall be delivered directly to the Contracting Officer for the project. Once received, the Contracting Officer will log the materials, date stamp them, and send them to the 452 MSG/CE COR. The COR shall be responsible for timely on-base distribution for effective review and reserves the right to determine whether review meetings are required. All submittals shall be on time. 7.11.3. Government Review Period.
7.11.3.1. The Government shall be permitted a technical review period, of not less than 14 calendar days for all submitted materials, unless stated otherwise in this Statement Of Work or SUBMITTAL REGISTER - BLDG 452 .
7.12. ENVIRONMENTAL REQUIREMENTS
7.12.1. Contractor shall meet the requirements of MARCH ARB GUIDE SPECIFICTION ENVIRONENTAL PROTECTION (EPGS) in performance of the work described and required in this Statement of Work, This will include the completion of the Environmental Protection Plan (EPP), using the EPP Template, Environmental Protection Plan TEMPLATE, and filling in the missing information required as described in the EPGS. Information not applicable to the work involved does not require a response on the document.
7.12.2. Contractor shall remove all construction debris, hazardous material to include water based paint and paint cans, heavy metals and cleaning fluids in accordance with the EPGS to include the submission of proper manifests for signature by the Environmental Office (CEV), manifests from the transporter and disposal location and reports at the end of job as described in the EPGS.
7.12.3. Contractor shall use assigned laydown areas for materials and equipment to include locations for storage of hazardous materials and hazardous waste.
7.12.4. Contractor shall adhere to all regulatory guidance described in the EPGS to include, but not limited to not using the sanitary or storm water system for disposal of any materials of any kind and no dumping of any liquids on any hardstand or non-improved land area The EPGS outlines the required environmental submittals.

7.12.5. All paints, paint cans and items used in the application of paint are considered a hazardous material/waste in California and shall be handled, stored, transported and disposed as a hazardous material/hazardous waste.
7.12.6. The EPP shall be submitted with the final Work Plan. Post Construction environmental submittals as outlined in the EPGS will be submitted as shown on the Submittal register discussed in paragraph 8.1.5.
7.12.7. Asbestos/Lead-Based Paint
7.12.8. Any asbestos suspect materials or painted items that may contain lead-based paint requires that the contractor immediately notify the Contracting Officer and cease all work efforts in that specific area until the asbestos and/or lead-based paint inspectors can validate/verify any contaminants found during the inspection process. (See March ARB
EPGS)
7.12.9. Salvage & Transferable Items
7.12.10. All salvageable/transferable items shall become property of the contractor. The contractor must document and inventory all salvageable items and provide these documents to the Contracting Officer. The Contractor acknowledges that allowance in the contract price has been made for the value, if any, of the materials and equipment that are salvaged.
7.12.11. Recycling
7.12.12. The contractor shall deliver all applicable recyclable materials, to the appropriate off-base disposal facility/recycling center. The contractor shall prepare a recycling report for all construction debris and for all recycled debris removed off March ARB during the course of this project. Report must include name and address of the receiving facility, tonnage and type of material disposed and recycled, if applicable. Report shall be provided to the Contracting Officer monthly and total quantities at the final inspection.

7.12.13. Utilities
The Government will furnish such fresh water and electric current at existing outlets as may be required for the work to be performed under this contract at no cost to the contractor. Any temporary Utility lines that may be required will be installed, maintained and removed by the Contractor at contractor's expense and in a manner satisfactory to the Contracting Officer or his/her authorized representative.
Removal of such connections or lines will be accomplished prior to final acceptance of the construction.
7.13. MEETINGS REQUIRING ATTENDANCE
The Contractor shall participate in and/or facilitate on-site meetings as required by this SOW. The purpose of these meetings include, but are not limited to, contract discussions, progress reviews, project scoping, planning, construction reviews, project status, and the general exchange of information concerning current and future activities. The CO shall arrange for a suitable location for all meetings.

The COR will ensure the appropriate base agencies attend meetings to provide necessary information or briefings to facilitate the success of the contract effort. The contractor shall prepare and submit minutes for all meetings attended. The Contracting Officer will determine the need for any meetings to be held under this contract.
7.13.1. Pre-Construction Meetings
7.13.1.1. The CO shall host the Pre-Construction Meeting at the base upon award of the contract. The Contractor is responsible to coordinate the date and time of this meeting with the CO. At this meeting, contractor shall meet with the Contracting Officer to discuss and develop mutual understanding relative to administration of the following: safety programs, environmental issues, safety of building occupants and surrounding area, hazardous materials, waste disposal, construction QC procedures, construction schedule, labor provisions and other construction procedures. The project team will develop a mutual understanding relative to the approved proposal, safety program, environmental permits and requirements, quality control procedures, and Work Plan and construction schedule. During the meeting, Contractor must propose and gain acceptance for any critical path work activities requiring advance submittal and approval.
7.13.1.2. The Contractor's key personnel must attend, including the Project Manager, Superintendent, Site Safety and Health officer, Contractor Quality Management (CQM), Environmental Manager (EM) and major subcontractors. The Contractor will be briefed on applicable regulations. Base agencies involved will include Civil Engineering, Fire Department, Law Enforcement, Safety, Bioenvironmental and Flight Operations, as applicable. Regulations covered include, but are not limited to, base entry passes, traffic speed, theft reporting, fire reporting, emergency hospital care, procurement authority, civil engineering inspection, and airfield precautions.
7.13.2. Construction Meetings
The Contracting Officer will determine the need for any meetings to be held under this contract.
7.14. GOVERNMENT NOTIFICATION
7.14.1. The Contractor shall notify the Contracting Officer's technical representative, Base Civil Engineering Contract Management Section, Phone No. 951-655-3787/4562 when any of the following conditions exist:
7.14.1.1. At least 72 hours before construction work is to start.
7.14.1.2. When a construction work stoppage of more than 48 hours duration is anticipated.
7.14.1.3. At least 48 hours in advance of returning to work after a work stoppage.
7.14.1.4. At least 5 business days in advance of required utility outages for individual facilities and 10 business days if outage affects multiple facilities, unless otherwise noted in the contract documents.

7.14.2. The Contractor shall notify the Contract Administrator, Operational Contracting Office, Building 449, and Phone No. 951-655-2414/5758 at least five business days in advance of desired time for final inspection. Coordination of time for final inspection shall be made 72 hours in advance.
8. WORK PLAN
8.1. PREPARATION OF WORK PLAN.
8.1.1. Upon receipt of NTP, the contractor shall prepare a Work Plan to describe its procedures and methods to be used on the project, specific efforts to be completed based on its on-site review of the project site, the Statement of Work and specification provided. The Work Plan shall include:

Project Schedule, in the Work Plan submittal.
8.1.15. Revised drawings, as needed, based on the drawings provided as part of this contract, to show specific work determined to be required and included in Contractor’s bid proposal, with any added notes to describe work not already described in the Specific Requirements of the SOW or the notes in the Drawings. An on-site field survey of the work required in this SOW is required to prepare the revised drawings and notes. Pictures of work details can be used.
8.2. The Plan is required to be submitted on an electronic disc in .pdf format
8.3. Date of Submission. The contractor shall submit the draft Submittal on time. The draft submittal shall be due per the schedule in section 10.8.
8.4. Work plans shall be prepared in English inch-pound (IP) units.

8.5. Drawings. The DRAWINGS MAINTAIN EXTERIOR SURFACES HANGAR 452 document shall assist the contractor in developing its Work Plan for painting and repair of the facility.
Drawings are not to scale and dimensions and features may no longer exist. Drawings should be field verified before use in preparing quantities and costs and in defining the work. The notes shown on the drawings are specifications for the work and shall be followed, unless the contractor submits an alternative approach in the Work Plan and receives approval for such approach.
9. GENERAL WORK REQUIREMENTS.
9.1.1. The contractor shall remove or protect items not to be painted, as is described below and on the Drawings, which are in contact with or adjacent to painted surfaces, prior to surface preparation and painting operations. Replace items removed prior to painting, when painting is completed. Following completion of painting, workers skilled in the trades involved shall reinstall removed items. Surfaces contaminated by preparation materials shall be restored to original condition.
9.1.2. Contractor must complete all work in accordance with the Specifications outlined in 09
90 00 - SPECIFICATION PAINTS AND COATINGS HISTORIC BUILDINGS, 08 71 00
SPECIFICATION DOOR HARDWARE HISTORIC BUILDINGS and 08 11 13 SPECIFICATION STEEL DOORS AND FRAMES HISTORIC BUILDINGS as they may apply to the work required in Paragraph 10 below.
10. SPECIFIC REQUIREMENTS OF PROJECT
Contractor shall meet the following requirements as described below and as shown on the
DRAWINGS MAINTAIN EXTERIOR SURFACES HANGAR 452:
10.1. Remove and dispose of all cables, wires, pipes, conduit, junction boxes or mounting hardware, which are severed, disconnected, capped or otherwise no longer in use. Conduits with old, out of service wires shall be cut back as far as possible and terminated with a junction box.
10.2. Remove all lead base paint and asbestos in accordance with 01 57 19 MARCH ARB
ENVIRONMENTAL PROTECTION GUIDE SPECIFICATIONS.
10.3. Contractor shall remove and replace approximately 40 broken or blocked window panes.
Blocked or covered windows are defined as: a fake panel such as wood or metal that is painted over to look like a regular window, portions of entire windows that have been removed and either cemented or wood/metal has taken the place of a window that needs to be removed.
Most panes are 14” x 20” but sizes may vary. Contractor shall replace windows with regular window that are reinforced by backing.
10.4. Install 5 new windows including 5 fabricated sashes (if needed) and 30 chicken wire window panes within them.
10.5. Contractor shall remove and replace six (6) downspouts, measuring approximately 3” x 4” x 15’.
10.6. Contractor shall remove boarded front door and replace with fabricated original historic double doors and frames.
10.7. Repair and seal all holes, cracks, spalls and voids in exterior surfaces with products suitable for existing materials.

10.8. Remove metal covering over 6 window panels and replace the sash and install 9 glass panels.
10.9. Prepare all currently painted surfaces to accept primer and paint. Remove paint from all windows. Remove dirt, rust/corrosion, splinters, loose particles, grease, oil, disintegrated coatings, blistering/cracking/flaking/peeling coatings and other foreign matter and substances deleterious to coating performance before application of primer, paint and/or any other surface treatments.
10.10. Repair and repaint the building numbers to match original color, font and size.
10.11. Paint all exterior surfaces IAW the specifications in 09 90 00 - SPECIFICATION PAINTS
AND COATINGS HISTORIC BUILDINGS with one coat of primer and two coats of paint. Surfaces to be painted include stucco, masonry, metal siding and flashings, wood and metal surfaces, pipes and conduits, Building doors and door frames, roll up door, HVAC equipment and stands, gutters, downspouts, window panes and any other surfaces which are currently painted. March Air Reserve Base has standard colors and colors shall not be attempted to be matched with digital reproductions. The only approved color match for all exterior colors will be as described in the FEP March ARB June 2016 Signed (FEP). The colors for this building are Antique Linen and Tobacco Brown. A sample will be signed out to the contractor to get a match. The contractor will then return the sample given to them, and the Base Civil Engineer or representative will make a color match determination for approval or disapproval.
11. CONSTRUCTION PHASE
Upon the approval of the submitted Work Plan, the contractor shall commence onsite construction activities. The contractor shall construct IAW approved Work Plan.
11.1. SITE WORK
11.1.1. Site Inspection
IAW FAR 52.236-6, the contractor shall have an authorized representative with decision making authority at the site at all times when there are workers on site or when deliveries/ shipments are received/ made. The representative shall be designated as such and approved by the Contracting Officer. The salvage, demolition, and debris removal process or any other work shall not begin until the Contracting Officer issues a Notice to Proceed (NTP), the contractor coordinates and completes an March ARB form 103, and the facility is inspected with 452 MSG/CE project management personnel, contractor, and abatement contractor, and all connecting utilities are shut down, disconnected, or isolated to the facility…
