Site Visit Notes – 20 August 2019 FA466419BA006 Maintain Exterior Surfaces of Historic Hangar 429 (PDPG 17-0121) FA466419BA010 Maintain Exterior Surfaces of Historic Building 435 (PDPG 12-0510)
1. Site visit took place on Tuesday, 20 August 2019 at 0900. Some contractors were met at the March ARB visitor center and escorted to building 2340 parking lot to board a bus to transport them to buildings 429/435 while other contractors were met at the building sites. A list of attendees was collected. Representatives from 14 companies attended today. Site visit began at Hangar 429 and ended at Building 435.
The following was discussed on the bus and at the site:
a. Norman MacRunnel, Contracting Officer (KO), informed contractors that no questions would be answered at this visit and all questions must be submitted in writing via email no later than the dates given on the respective solicitations. He introduced Bill Kelly as the CE inspector/Contracting Officer’s Representative (COR) on the project and Chris Wagner, who is in CE Environmental and oversees the historic buildings on base, and Amy Crain, contract specialist.
b. The COR encouraged the contractors to take photographs but cameras must be directed away from the flight line and focused on the hangar only. He addressed some concerns referring to the Statement of Work (SOW) while Chris Wagner stressed the importance of preserving the historic features of both the buildings’ exterior surfaces. Both the COR and KO reminded them to submit questions in writing (RFIs). All questions and answers will be posted on www.fbo.gov prior to bid proposal dates.
c. The contractors inquired about an asbestos and LBP survey and were instructed to submit all questions in writing to the contracting office.
d. Contractors were informed that proposals are due in the contracting office no later than the dates and times indicated on the respective solicitations. It was highly recommended that proposals be hand delivered before bid date to reduce chances of being submitted late. The KO reminded the contractors to submit pass sheets (as shown on the solicitation-Section L) for delivery of bids and bid openings. He further explained that the only delivery services allowed on base were USPS, FedEx, and UPS. Late proposals or electronic proposals (e.g. fax, telegraph, etc.) are not authorized and will not be accepted.
f. Contractors were advised to refer to Section L of the solicitation package for each project for bid submittal instructions. Incomplete packages would not be considered
g. Contractors were reminded that a 20% bid bond was required.
h. It was reiterated to the contractors that the period of performance is 120 calendar days from the Notice to Proceed (NTP) for Hangar 429 and 90 days from NTP for Building 435.
2. Before the site walk visits ended, the KO asked if there were any contractual questions and reminded them that this was the only site visit authorized and to get all the information they needed now from him, Bill Kelly, or Chris Wagner. With no further questions asked, the site visits ended. The KO thanked all the contractors for their time and interest.
