Site Visit Notes – 27 August 2019

FA466419BA009 REPAIR INTERIOR FINISHES BLDG. 390 (PDPG 19-0108)

1. Site visit took place on Tuesday, 27 August 2019 at approximately 0910. Some contractors were met by Contracting Officer (KO) Norman MacRunnel and Amy Crain, contract specialist at the Visitor Control Center and at building 2340 parking lot where they boarded a bus that transported them to building 390. The KO introduced himself and the contract specialist on the bus. A few contractors were met at the building and on the bus, who did not contact the contracting office prior to this site visit. It is at the discretion of the KO to deny site visits to unknown contractors and report them to Security Forces. But, the KO gave them a reprieve today. A list of attendees was collected. Representatives from 10 companies attended today.

The following was discussed on the bus and at the site:

a) The KO informed contractors that no questions would be answered at this visit and all questions must be submitted in writing via email to both him and the contract specialist no later than August 30, 2019 at 2:00 PM PST as stated in the solicitation.

b) Contractors were informed that proposals/bids are due in the contracting office Bldg. 449 no later than September 18, 2019 at 10:00 AM PST as indicated on the solicitation. All contractors are welcome to attend the bid opening. It was highly recommended that proposals be hand delivered before bid date to reduce chances of being submitted late. The KO reminded the contractors to submit pass sheets no later than September 12 at 1:00 PM PST (as shown on the solicitation-Section L) for delivery of bids and bid openings. The only delivery services allowed on base: USPS, FedEx, and UPS. Late proposals or electronic proposals (e.g. fax, telegraph, etc.) are not authorized and will NOT be accepted.

c) Contractors were advised to refer to Section L (Pg. 47) of the solicitation package and carefully read the bid submittal instructions. Incomplete packages would not be considered.

d) There are no liquidated damages for this project.

e) Contractors were informed that a 20% bid bond was required with the bids.

f) Contractors must be registered in SAM---System for Award Management or bid will not be considered.

g) The KO reminded everybody that the period of performance is 90 days from Notice to Proceed.

h) At Building 390, the group was met by Bill Kelly, CE Inspector/Contracting Officer’s Representative (COR) and SSgt. Jess Dureza of 452 LRS, who was the guide for the building. Kevin Santiago, another COR, joined the group; they went on to examine several rooms/areas as dictated by the Statement of Work (SOW). The COR encouraged the contractors to take their time taking photographs, measurements, surveying the various areas and addressed some concerns referring to the SOW and clarified items in the drawing.

i) Both the KO and COR reminded the contractors to submit questions (RFIs) in writing. All questions and answers will be posted on www.fbo.gov prior to bid proposal date. RFIs due NLT Friday, August 30 @ 2:00 PM.

2. Before the site walk visit ended, the KO asked if there were any contractual questions. On the way back, he pointed out the location of Bldg. 449, the contracting office. With no further questions asked, the site visit ended at approximately 10:07 AM. The KO thanked all the contractors for coming out.
