About this file

This is a Questions and Answers (Q&A) document for Solicitation FA466126R0007, Project FNWZ 24-0127, addressing a roof repair project at Dyess Air Force Base Building 6030 A/C. The Q&A contains 39 clarifications submitted by bidders on July 22, 2026, with corresponding government responses addressing technical, logistical, and contractual aspects of the work.

The project requires replacement of standing seam metal roofing (approximately 24,823 SF), fascia, gutters, downspouts, underlayment, roof penetration flashing, and wall panels across designated building areas. Key technical requirements include field-formed or factory-formed full-length standing seam panels meeting SOW specifications, 40-mil high-temperature self-adhered underlayment, new prefinished fascia and gutters, replacement of roof penetration flashing, repainting of existing equipment and penetrations to Sherwin Williams Ostram #225 Black-Brown, installation of a horizontal lifeline system designed for three simultaneous users in mechanical equipment areas, and removal of existing lightning protection systems. The government confirmed that contractors must assume 10% deck repair/replacement, field-verify all dimensions and quantities using as-built drawings, employ manufacturer-certified installers to maintain warranty eligibility, and submit a detailed cost breakdown structured as a lump sum price. Work is restricted to normal hours (7:30 AM to 4:30 PM Monday-Friday) unless approved by the Contracting Officer, with 10 weather days included and potential additional time available upon request. The staging area is located in the parking lot east of the building, with material conveyance via exterior hoist or crane, and all contractor-caused damage must be repaired to pre-damage condition. Environmental compliance requires accurate C&D waste documentation and manifest submission, and contractors must handle all materials as potentially hazardous and immediately report any discovered hazardous materials to the Contracting Officer.

Submitted Government Response

1 Roofing / Estimating

SOW 2 Existing Site Conditions; Attachment A roof plan

Roof area quantities are stated by area labels and total approx. 24,823 SF;

several roof plan labels may not be included in replacement list.

Please confirm the exact roof areas and total square footage included in the base bid replacement scope. Confirm whether areas A, G, H, I, R, and any other labeled roof sections are excluded from replacement.

Confirms takeoff quantity and prevents over/under pricing of roof panels, underlayment, tear-off, and warranty area.

7/22/2026 SoW 2 outline required work areas. Areas not listed are not a part of this FOPR. Verify with as-built drawings for additional sq ft of fascia required in SoW 3.c. SoW quantities are estimated only. Contractors are encouraged to field verify all as-built measurements and estimated quantities.

2 Roofing SOW 3.a and 3.c SOW requires all new prefinished standing seam roof and states roof shall be field-formed continuous full-length panels.

Are factory-formed full-length panels acceptable if they meet all dimensional, gauge, finish, thermal movement, and warranty requirements, or are panels required to be field-formed on site?

Panel fabrication method affects mobilization, equipment, staging, productivity, and material procurement.

7/22/2026 The intent of the field formed panels is to eliminate lapped seams on a panel run. If full length facotry formed panels can be sourced, meeting all other stated requirements, then they would be considered equivalent. Under no circumstances will CE allow lapped joints in the field of the panel.

3 Roofing / Sheet Metal

SOW 3.c; Attachment E roofing typical details

SOW references breadpan folding, zee closures, continuous closure cleats, valley flashing with raised center rib, hidden valley clips, and parapet-to-SSMR conditions

Please confirm whether Attachment E typical details are controlling for all roof areas and whether any project-specific details supersede manufacturer standard details.

Clarifies fabrication details and reduces risk of nonconforming shop drawings/submittals.

7/22/2026 provided the SoW 3.c. requirements for roof panels are otherwise met, manufacturer typical details may be submitted for approval on an AF3000 for approval after award.

4 Roofing / Structural

SOW 2 Existing Site Conditions; SOW 3.a-c

SOW describes corrosion, finish failure, pinhole leaks, and existing water leaks, but does not quantify substrate, purlin, blocking, or concealed damage repairs.

Should bidders include an allowance for substrate/purlin/blocking repair?

If yes, please provide quantity, unit of measure, and basis for payment. If no allowance is provided, will concealed deterioration be handled as a differing site condition?

Hidden repairs could materially affect cost after roof removal.

7/22/2026 Contractors shall assume 10% deck repair / replacement.

Refer to as-built drawings for deck requirements.

5 Waterproofing SOW 3.b SOW requires 40-mil high-temperature self-adhered underlayment over the entire roof surface, over purlins, over top and sides of roof vents/hatches, and below lower side of roof vents/hatches.

Please clarify the intended limits of underlayment at vents, hatches, penetrations, and purlin conditions, including whether underlayment is required to wrap vertical sides or only roof plane surfaces.

Clarifies material quantity, detailing, and labor associated with watertight assembly before metal roofing.

7/22/2026 refer to SoW 3.b. The intent is to create a complete and watertight assembly prior to SSMR install.

6 Sheet Metal /

EIFS

SOW 3.d and 3.e SOW requires new fascia, gutters, downspouts, brackets, splash blocks, and EIFS anchoring through to substrate without crushing EIFS.

Please provide existing gutter/downspout/fascia linear foot quantities or confirm that contractors are responsible for field verifying all quantities.

Also confirm acceptable fastening/anchoring detail through EIFS.

Linear footage and EIFS anchoring complexity affect sheet metal fabrication and labor.

7/22/2026 The contractor is required to field verify any and all dimensions prvided by as-built, or other drawings provided in the FOPR package.

7 Roof Penetrations / Painting

SOW 3.f SOW requires replacement of all roof penetration flashing and repainting of existing roof penetrations/equipment to Sherwin Williams Ostram #225 Black- Brown Custom Mix.

Please provide a schedule or count of existing roof penetrations, equipment, curbs, vents, and hatches requiring flashing replacement and repainting.

Penetration count and equipment size affect flashing fabrication, coating labor, and warranty detailing.

7/22/2026 The Contractor is required to field verify such quantiities. As-built drawings and SoW included photos may help.

8 Fall Protection SOW 3.g SOW requires Horizontal Lifeline with permanently mounted anchors or anchor plates that do not penetrate the standing seam panel or rib and must be designed/engineered for the application.

Please confirm required HLL coverage area, number/location of anchor points, design load criteria, user capacity, and whether a PE-stamped design is required.

HLL scope is specialized and can vary materially based on required coverage and engineering requirements.

7/22/2026 HLL coverage area is intended to be the areas of roof that have through the roof vensts, exhaust fans, or any other mechanical device that may require maintenance. The system should be designed for 3 simultaneous users. An HLL system should be designed by a qualified maunfacturer, including engineering by HLL certified engineer(s).

9 Lightning Protection

SOW 3.h SOW states contractor shall remove existing LPS from 6030 A & C and not reinstall a certified LPS.

Please confirm the components included in LPS removal, disposal requirements, and whether existing penetrations or attachment points must be repaired/sealed after removal.

Clarifies removal extent and repair of abandoned attachment/penetration locations

7/22/2026 ALL exerior components of the LPS is required to be removed.

Any penetrations still exposed after SSMR install shall be patched and sealed with color matched materials.

10 Phasing / Operations

SOW 6 Phasing Requirements

SOW requires occupied/operational facilities to remain protected and flashing repairs not left open at end of each workday.

Are there restrictions on work hours, noisy work, crane/lift operations, sequencing, or temporary building access due to facility operations?

Operational restrictions affect crew productivity, daily dry-in costs, and schedule sequencing.

7/22/2026 Cranes may need to have an FAA waiver processed. Previous work on 6030B low slope roofs did not require Cranes.

Normal work hours are 7:30 (0730) until 4:30 (1630) M-F.

any work outside of these times/days must be approved by the Contracting Officer prior to working th hours/days. There should be no restrictions on phasing or noise outside of exceptions described within the FOPR documentation.

11 Temporary Utilities / Facilities

SOW 5 Government Furnished Items

SOW states restroom access is not available; power may be available via contractor extension cords if coordinated, otherwise contractor-provided power generation is recommended

Please confirm whether temporary power will be available at Building 6030 and identify available voltage/amperage and connection points.

Confirm whether contractor must provide generators for all work.

Temporary power availability affects generator costs and productivity.

7/22/2026 Standard 115/120V outlets may be available for contractor use, if coordinated with the facility managers. Contractor provided power would be required if voltage is incompatible, or coordination is not performed.

12 Site Logistics SOW 3.k and 3.l SOW requires CO-approved laydown area and exterior hoist/crane/chute conveyance of materials to/from the roof.

Please identify approved laydown areas, crane setup locations, delivery routes, and any pavement/ground protection requirements.

Base logistics, crane setup, and material handling affect equipment pricing and schedule.

7/22/2026 The staging area for B6030 is typically the parlking lot to the east of the facility. Once awarded, CE and Contracting will work with the Contractor to ensure the final location of the lay-down yard. It is highly recommended the lay-down yard is fenced, and active work areas are roped off to protect facility users from falling debris or overspray. There are some limitations on access to the facility for lifts and cranes and other equipment due to steeply sloping terrain. Any damage to the facility or grounds, includeing vegitation caused by Contractor activities must be repaired back to pre-damange condition.

13 Security / Documentatio n

SOW 6 Phasing Requirements

Please clarify photography restrictions for preconstruction documentation, daily reports, QC inspections, hidden conditions, and warranty documentation. If photography is prohibited, what alternate documentation format is acceptable?

Photos are typically required for QC, RFIs, hidden conditions, and closeout support.

7/22/2026 Most exterior photography is allowed, with the restrictions of never including Dyess personnel or aircraft in any frame.

No interior photography will be allowed in restricted areas without required documentation prior to, and verification no sensitive content was photographed after by security personnel. Be aware of what is in the background of every photograph and ensure it meets all restrictions.

14 Warranty / Manufacturer

SOW 3.a and 3.c SOW requires 20-year NDL leak-proof guarantee for entire assembly and manufacturer representative inspection before BOD.

Please confirm whether bidders must use a manufacturer-certified installer and whether manufacturer warranty fees/inspection fees should be included in the base bid.

Warranty eligibility can affect subcontractor selection, material procurement, and pricing.

7/22/2026 Typically, the manufacturer must provide an inspection to grant the full warranty of the material. This qualifies as a third party inspection for the purposes of this contract.

Roofing warranties are usually dependant on manufacturer certified installers providing the install services. Certified installers would be an appropriate qualification in order to ensure the full manufacturer's warranty is granted.

15 Environmental / Waste

SOW 3.j and Environmental documentation requirements noted in project package

SOW requires accurate accounting of C&D haul-off waste weight for environmental records.

Please confirm required waste diversion percentage, required manifest format, and whether a Final Disposition Report is required before final acceptance.

Waste documentation is required for closeout and affects disposal/recycling approach.

7/22/2026 refer to the environmental specification for all waste diversion percentages. Scanned receipts of all haul-off waste weights shall be submitted via AF3000 as part of the submittal process to document this requirement.

16 Hazardous Materials

SOW existing roof conditions;

environmental requirements if applicable

The SOW does not identify quantified hazardous materials, but existing roof age dates to 1984/1988 and demolition will disturb existing roof components.

Has asbestos, lead paint, or other hazardous material sampling been completed for the existing roof, fascia, flashings, coatings, sealants, or related components? If hazardous materials are present, please provide reports and abatement responsibility.

Hazardous material discovery could materially affect cost, schedule, disposal, and worker protection requirements.

7/22/2026 Testing for hazardous materials has not been tested for.

Dyess AFB recommends handling waste materials as if they may contain hazmat. If the contractor discovers hazardous materials, contact the Contracting Officer immediately. Reer also to Appendix A to Subpart M NESHAP Roofing.
