About this file
This document is a Request for Quote (RFQ) Questions and Answers for the 317th Antenna Installation at Dyess Air Force Base in Texas, RFQ Number FA4661-25-Q-0207. The Q&A provides critical technical details for contractors, including that the project involves antenna installation on a tower with specific dimensions (33'6" height to high bay, 81' at highest point). The contractor will need to provide their own man-lift/cherry picker for access, install a mounting pole for antenna attachment, ground the antennas to the building's structural steel, and use a BNC connector. The government will partially support testing by providing radio units to verify antenna and cabling compatibility, but also requires the contractor to perform independent functionality testing and submit a report of their findings.
Additional installation specifications include bringing coaxial cables into room 216, with the government requiring 10 feet of cable to be available in case the wall rack is not yet installed. The contractor must ensure female antenna connection ends and be prepared to work with potentially uncertain infrastructure conditions. The document provides clear guidance on access, mounting, grounding, and testing requirements for the antenna installation project, giving potential bidders detailed technical expectations for successful proposal preparation.

317th ANTENNA INSTALLATION
DYESS AFB, TEXAS
RFQ FA4661-25-Q-0207 // QUESTIONS & ANSWERS
Question 1. Is there interior access in building 7040 for workers to get on top of the 2nd floor offices?
Answer: No. Contractor will need to provide some sort of man-lift/cherry picker to get on top of the offices. The ceiling of the offices is confirmed to be structurally sound enough for workers to walk across, once on top.
Question 2. What are the dimensions of the tower?
Answer: The dimensions of the buildings are roughly 33’6” height to the top of the high bay and the shakeout tower is 81’ at the highest point, on the south side (the side the antennas will be mounted to).
Question 3. Is there any existing mounting infrastructure on top of the tower?
Answer: No. The contractor will need to install the proper mounting bracket/infrastructure for this requirement. The government asks that the contractor install a pole to the side of the top of the tower to which the antennas can be attached.
Question 4. Are there any grounding units within 4 feet of where the antennas are to be installed?
Answer: No. The contractor will need to ground the antennas to the building’s structural steel.
Question 5. Will the government provide equipment for operational testing of the antennas once they are installed?
Answer: Partially; the government will provide their radio units to test compatibility/functionality of the antennas and coaxial cabling once they are installed but will also require the contractor to perform functionality testing of the hardware installed via their own testing methods, ensuring that the antennas and cabling work properly upon installation. The government requests a report of the contractor’s findings from their testing as well.
Question 6. Is the antenna connection end female? Is the radio/receiving end connection end male?
Answer: Yes – antenna connection is end female. Radio antenna connector is a BNC connector.
Question 7. Does the government want to do anything extra to secure the cabling once its brought into room 216?
Answer: No, the government does not need any laddering or support for the cables brought into room 216.
Question 8. Will the wall rack to which the cables will connect in room 216 be installed at the time of execution for this contract?
Answer: Unknown, it may or may not be there. The government stands by its requirement of keeping 10 feet of coaxial cabling available at that end so that if the rack is not installed, there is plenty of cabling to work with when it does get installed.
