About this file
The document is a Questions and Answers file (Attachment 4) for a federal contract opportunity involving the transportation of an A-10C Thunderbolt II static display aircraft. The Q&A addresses specific logistical details for the aircraft's disassembly at Sheppard AFB, shipping, and reassembly at Dyess Linear Air Park (DLAP). Key details include confirmation of staging areas, safety protocols, and site-specific requirements, such as the availability of paved parking lots for truck and crane staging, and guidance on hardware removal methods.
Specific answers cover operational considerations like base security (7 SFS will only be present if traffic control is needed), environmental support (Bio-Engineering team likely not required), and contractor responsibilities for ground repairs. The contract requires disassembling, shipping, and reassembling one A-10C Thunderbolt II, with a desired delivery timeframe of 30 days and a required delivery timeframe of 60 days, both no later than September 30, 2025. The delivery address is 7 Lancer Loop, Dyess AFB, TX 79607, and the solicitation is being managed by the Department of the Air Force Global Strike Command under solicitation number FA466125Q0111.

Q&A: Attachment 4
Questions About Destination Location – Dyess Air Force Base
1. Can current photographs of the destination site be provided, including a site layout showing underground utilities?
Answer: See photos in Appendix 4 of the SOW. Also see new Q&A Attachment 5 for a site map. There are no underground utilities, except for an abandoned sprinkler line. There is no need to worry about its future.
1. Will the contractor be responsible for any required ground repairs following reassembly?
Answer: The contractor will be liable for any damages they cause. Any inevitable damages suspected should be communicated to the Contracting Officer before proceeding.
1. Will cribbing be necessary to allow safe movement over sidewalks at the reassembly site?
Answer: I do not believe that any cribbing will be required due to the limited area, but their use will not be discouraged.
1. Can the Base Safety Office provide all required safety checklists and operational instructions via email?
Answer: Standard OSHA rules and regulations apply. Coordination with the Base Safety Office can be assisted after award.
1. Will a representative from Base Security Forces be present during offloading and reassembly?
Answer: 7 SFS will only need to be on site if there is a need for traffic control. The base curator will be on site for most of the offload and reassembly and can call 7 SFS if needed.
1. Will a representative from the Base Environmental Support Team be present during offloading and reassembly?
Answer: Arrangements could be made to have a Bio-Engineering team member on station, however, since all systems and batteries are already purged, Bio-Engineering will most likely not need to be on site.
1. Will Dyess AFB authorize the use of an engine stand for reassembly purposes?
Answer: There are no engines in this aircraft, so there should be no need for an engine stand.
1. Will Dyess AFB permit three flatbed trucks and two cranes to be staged near the reassembly site for up to one week?
Answer: Yes. We have several paved parking lots in the area for joggers, visitors, and staging purposes such as this.
1. If a bolt must be welded off during disassembly, will welding it back into place be permitted, provided the final appearance of the aircraft display is not negatively impacted?
Answer: Drilling is the preferred removal method for emergency removal of hardware. Any removal should not damage the surrounding material to ensure proper reassembly.
