About this file
This document is an Additional Questions and Answers file for a Local Telecommunication Services (LTS) contract at Dyess Air Force Base in Texas. The Q&A provides technical clarifications about the telecommunications infrastructure, including details about service requirements, equipment, and connectivity. Key points include: contractors cannot bid on partial services, equipment room rack space and power requirements will be assessed, and the telecommunications system involves multiple interconnected systems including Avaya CM, gateways (G430/G450), and connections to remote sites like Snyder.
The document reveals technical specifics about the telecommunications environment, such as phone systems for different base sectors (Billeting, Army, CP, Marines), network connectivity via fiber, and use of Defense Switched Network (DSN) and FTS-2001 services. The System and Session Manager is located in building 7318, and the G450 gateways are all situated at Dyess, supporting analog and digital lines for various communication systems. The contract will support 24/7/365 operations and includes an optional site visit scheduled for 26 March 2025 at 1:00 p.m. (CST), with interested contractors asked to verify availability with a specified Air Force contact.

4. Does UPS power exists for AC feeds or does provider need to supply UPS backup? UPs power does not. Please see Para 2 in PWS. (SCOPE).
5. If supplier is to provide UPS back up is there sufficient rack space to rack mount a UPS? See question 2 and reference Para 2 in PWS. (SCOPE).

Billeting has their own phone system , Army has their own phone system, CP has their own phone system, B8031 is given a block of numbers and manages their own CM and the Marines are provided single lines ran off of the G450
7. How are these systems connected to the Avaya CM Core? All local Dyess numbers are hosted through the Avaya CM 10.2. CSL lines are POTs lines.
8. Are there phones located at remote sites? If so, where do they register? Yes, there is a fiber that delivers network connectivity to Snyder and the telephones connect via IP.
9. Do the systems in blue boxes connect to the G430/G450 media gateways indicated in red boxes? If they do, could you explain how? Some do and others are dedicated Fiber with private phone systems.
10. Where is the System and Session Manager positioned to interface with the Session Border Controller for SIP Trunk connectivity? In building 7318
11. What does VPS/ETM below BSC refer to? Virtual Private Server
12. Could you clarify what DSN and FTS-2001 represent? Defense Switched Network (DSN). The General Services Administration (GSA) awarded FTS2001 contracts to provide long distance telecommunications services to federal agencies.
13. For the gateways shown in red boxes, are these located at remote sites? Also, could you let me know if there are any phones at these locations? The G450s are all located at Dyess. They run analog and digital lines for sensaphones, single line phones and various other systems.
