1 DESCRIPTION OF SERVICES

The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Dyess Air Force Base (AFB) in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. Areas maps and workloads depicting the service described in this PWS are identified in the Appendices. The Contractor’s performance will be based on the Contracting Officer’s Representative (COR), and Contracting Officer’s (CO) evaluation of the results required by the Service Summary (SS) and not the method of performance. The evaluation of results will be based on COR surveillance, tenant satisfaction, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract. The Contractor shall comply with applicable federal, regional, state, and local laws and commercial standards.

The growing season at Dyess AFB is considered to be (1 March through 30 November). All damage caused by the Contractor or its employees to government property and personal property (to include facilities, fences, equipment, trees and shrubs, etc.) due to Contractor operations shall be repaired or replaced by the Contractor within 15 days after identification/notification at no additional cost to the Government. If a plant should die or become unhealthy due to damage, the Contractor will be responsible for replacing the damaged plant with a plant of same size and type. Plant replacement shall occur within 15 days after identification or notification.

All fence lines shall be trimmed to prevent vegetation growth in the fence, including removal of vegetation growing up the links of the fence. All areas shall be trimmed concurrent with mowing. Application of nonselective herbicides to control grass, weeds and vegetation around obstacles to include fence lines, shall only be allowed with the COR approval.

1.1 MAINTAIN IMPROVED GROUNDS

The contractor shall provide services identified below for all improved grounds as identified in Appendix A and B.

1.1.1 MOW

The contractor shall mow all improved grounds to look well-manicured, with a neat and professional appearance. Maintain grass height between 2 and 4 inches uniform in appearance, free of skips, gaps, rutting, or scalping. The contractor shall be required to pick up debris, natural and manmade, prior to mowing, any area. The contractor shall remove or mulch grass clippings when visible after mowing, before leaving work area. Removed debris shall be disposed of in accordance with the base’s solid waste management plan.

1.1.2 EDGE

The contractor shall edge sidewalks, driveways, street edges, curbs, and other hard surfaced areas located within the improved grounds so that grass height matches surrounding area grasses.

Edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces. Grass, vegetation and weeds shall be cut back no more than ½-inch from the surface edged, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting.

1.1.3 TRIM

The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on improved grounds. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing. The contractor shall remove or mulch grass clippings when visible after trimming, before leaving work area.

1.1.4 WEED CONTROL

Control weeds in improved grounds through execution of a weed control program appropriate for the area to maintain a professional appearance. Restore grounds made barren where weeds are removed to the level of care of the surrounding area (i.e. semi-improved, improved, etc.). The Contractor shall use only approved pesticides as stated in DoD Instruction 4150.07, DoD Pest Management Program, Encl 4 para 4.2.2 and AFI 32-1053, Pest Management Program, para

4.7.4 and 4.7.6. All pesticides, herbicides, and rodenticides are defined in DoD and Air Force documents. The Contractor shall comply with current federal, state, local, DoD, and Air Force regulations, plans, and policies. The contractor shall comply with all applicable parts of 29 Code of Federal Regulations (CFR) 1910, Labor, Occupational Safety and Health Standards, 29 CFR 1925, Labor, Safety and Health Standards for Federal Service Contracts, 40 CFR 150-189, Protection of Environment, Pesticide Program, and 49 CFR 171, Transportation, General Information, Regulations, and Definitions. The Contractor shall ensure that all workers who spray or mix any pesticide has a current state certification for the specific pest control services being performed Civil Engineer Asset Management Flight must approve all herbicides prior to use. The contractor must operate in compliance with all state and local regulations. All pest management contractors must also comply with all sections of DoDI 4150.07, Air Force Instruction 32-1053 and Dyess AFB Integrated Pest Management Plan that apply to contract pest management operations. The contractor will furnish the QAE with labels and SDSs for all contract pesticide materials 25 days prior to the start of the contract. Contractor can request a listing of approved herbicides to help determine what they can use. The QAE will submit labels and SDSs to the Installation Pest Management Coordinator (IPMC- 7CES/Pest Management) for coordination for approval at least 15 days prior to the start of the contract. Any request during the contract period to use unapproved pesticides will be forwarded to the IPMC for coordination.

All pesticides used must be on the installation-approved inventory list and applied by state certified applicator for the specific task being performed.

1.1.5 MUNITIONS STORAGE AREA (MSA).

The contractor shall maintain grass within 5 feet from munition igloo/bunker/magazine vent stacks to improved grounds standard of 2 to 4 inches in height. Herbicide shall not applied to minimize ground erosion. Additionally, areas within 50 feet of designated Potential Explosive Sites (PES) shall be maintained between 2 and 4 inches in height to minimize fire hazards. All adjacent concrete areas shall be trimmed and/or edged to maintain improved grounds standards.

All work within the MSA shall be done under escort. The contractor shall comply with all Base Security requirements and regulations. The contractor shall be responsible for making and obtaining all the necessary procedures to get employees both in and out of this area. The contractor’s personnel shall allow for a 30 minute delay when entering and exiting this area.

1.1.5.1 Explosive Ordnance Disposal (EOD) Range.

The areas within 50 feet of the detonation pit shall be maintained between 2 and 4 inches in height to minimize fire hazards, as identified in Appendix A. The interior of the detonation pit shall also be maintained free of vegetation.

1.1.7 REMOVE DEBRIS

The contractor shall perform general litter patrol and empty, collect, and dispose of all waste and liners in 12 (35 gallon capacity in each) government-furnished trash receptacles every 7 days or when 80% full, in areas of improved grounds identified in Appendix A and B. Remove and dispose of natural debris, (tree limbs, dry brush, rodent habitats, dead animals, etc.), and man-made debris. Monitor areas to maintain a neat and professional appearance.

1.1.7.1 DEAD ANIMALS

Contract shall report number and type (bird, dog, cat, unrecognizable, etc.) to the COR, who will forward report to Pest Management and Natural Resources.

1.1.8 LEAF REMOVALS

The contractor shall remove leaves in areas of improved grounds to maintain a neat and professional appearance. Leaf removal must be completed within 7 days upon issue of the work task by the CO or COR. Leafs must be disposed in accordance with the base solid waste management plan.

1.1.9 LAWN CONDITIONING

1.1.11 LAWN REPAIR

The contractor shall renovate lawns in improved grounds as identified by the CO or COR. This work will be issued via a separate work task. Renovate deteriorated lawn area to match surrounding areas.

1.1.12 PRUNE SHRUB, HEDGES AND OTHER PLANTS

The contractor shall prune/trim shrubs and other plants to maintain their natural growth characteristics to enhance the beauty and health of the plant. Hedges shall be maintained to their natural mature height and shape. Shrubs, plants, hedges, and ground cover/vines shall be pruned/trimmed 3 inches away from buildings, fences, curbing, sidewalks, and other fixed obstacles. All ground cover and plants shall be kept within the bed border. All plants around landscape and ground lights shall be pruned/trimmed to allow light usage for its intended purpose. Shrubs and hedges located on street corners, curb easements, etc. shall be pruned/trimmed to keep from obstructing view of oncoming traffic. Areas beneath shrubs and hedges shall and kept free (clean) of all grass, weeds, vegetation, and litter/debris.

1.1.13 CEMETERIES (RESERVED)

1.1.14 ARTIFICIAL TURF

Typical maintenance activities including litter removal, brushing/sweeping, removal of stains, painting, topdressing, infill grooming, static control, and watering.

1.2 MAINTAIN SEMI-IMPROVED GROUNDS

The contractor shall provide services identified below for all semi-improved grounds as identified in Appendix A and B.

1.2.1 MOW

The contractor shall maintain grass height between 4 and 10 inches in all semi-improved grounds areas. Maintain a uniform appearance in all areas. Where possible, maintain adjacent areas at or near the same grass heights.

1.2.2 TRIM

The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on semi - improved grounds. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing.

1.2.3 PERIMETER FENCE LINE

The contractor shall maintain a 4 ft. strip on each side of the perimeter fence (8 ft. total) as Semi- Improved Grounds. The fence line is identified in Appendix A.

1.2.5 Additional Areas.

There is one area outside the base perimeter as identified in Appendix B (across FM 707) that will require mowing and trimming. The contractor shall mow and trim a 25-foot-wide area along the interior of the boundary fence, around each structure/sidewalk(s), and along both sides of the road(s) within the boundary fences. Contact COR for access.

1.3 MAINTAIN BIRD AREA STRIKE HAZARD (BASH)

BASH are identified in Appendix A and B.

1.3.1 MOW

Grass, weeds and vegetation shall be maintained between 8 to 11 inches. The grass shall not be shorter than 8 inches in height to prevent dust and debris on the airfield and never be more than 11 inches in height to prevent bird habitation. The contractor shall begin mowing operations at the active runway paved surface and move away from active runway to the outermost area. This causes insects and animals to move toward the inside of the field and away from the runway. The contractor shall be responsible for ensuring that all foreign objects and debris produced by grounds maintenance is cleared off all taxiways, and aircraft parking aprons before leaving the work area.

1.3.2 AIRFIELD LIGHT FIXTURES

The contractor shall maintain a 10 foot wide path between 4” and 6” in height around the perimeter of the airfield pavement to include trimming around runway and taxiway lights and other fixed obstacles and temporary obstacles/objects. This service also includes the requirement grass, vegetation and weeds shall not extend over the edge of concrete, pads, taxiways, runways, and paved or asphalt areas.

1.3.2.1 Communications/NAVAID Equipment.

Grass, weeds and vegetation shall be maintained between 4 inches to 10 inches within the tolerances outlined below for the specific pieces of equipment per TO 31Z3-822-2, Chapter 6 – Roads and Grounds Requirements.

1.3.2.2 AN/GRN-29 Instrument Landing System. (TO 31Z3-822-2, Chapter 6, Paragraph 6.2.7) within 2000 feet of the localizer and 800 feet of the glide slope antennas.

1.3.2.3 AN/FRN-45 TACAN. (TO 31Z-822-2, Chapter 6, paragraph 6.2.3) within 1000 feet of facility.

1.3.2.4 FMQ-19. Temperature and Dew point Sensor. (per OS-21 Sighting Standard) Any grass and vegetation within 100 feet of the sensor shall be clipped to a height of about 10 inches or less.

1.3.2.5 FMQ-19 Visibility Sensor. (per OS-21 Sighting Standard) Any grass and vegetation within 100 feet of the sensor shall be clipped to a height of about 10 inches or less.

1.3.3 AIRFIELD COORDINATION

The contractor shall coordinate all activities on the airfield by contacting Airfield Management.

Work will be accomplished only after Airfield Management has approved scheduled times.

1.3.4 FLIGHT-LINE DRIVERS

Training must be completed prior to operating vehicles or mowers on the flight line. All employees working on airfield grounds shall be required to have an AF Form 483, Certificate of Competency (flight-line driver’s license) with them at all times. Vehicles must have a valid POV pass issued by Airfield Management prior to operating on the flight line. No equipment will be left unattended while working in these areas. The contractor shall be responsible for insuring that all foreign objects and debris produced by grounds maintenance is cleared off of all taxiways, runways, and aircraft parking aprons before leaving the work area.

1.3.5 AIRFIELD TOWER COMMUNICATIONS

The contractor shall be radio-equipped to maintain constant two-way radio contact with the control tower and Airfield Management when operating near runways, overruns, and taxiways.

The contractor shall maintain contact with the control tower when operating on or within 150 feet of the runway. There will be three (3) CES radios located at the Fire Dept. for the contractor to use on mow the airfield. If the radio is either damage or lost, then the CO and COR will need to meet with the Contractor. All damage by the contractor to government property (radios) due to performance of mowing operations shall be repaired or replaced by the contractor at no additional cost to the government within 10 days after identification and/or notification. If radios are not available, please contact the COR to discuss possible solutions. The contractor shall respond immediately to the directions of the Air Traffic Control tower personnel.

1.4 MAINTAIN UN-IMPROVED GROUNDS

Un-improved grounds are identified in Appendix A and B. The contractor shall maintain grass and vegetation in un-improved grounds to prevent woody encroachment. The contractor shall mow un-improved grounds once per year to a height not to exceed 14”.

1.5 MAINTAIN VEGETATIVE BEDS, INERT BEDS, ROCK BEDS AND RELATED AREAS

The contractor shall maintain vegetative beds, inert beds, rock beds, and related areas as identified in Appendix A and B to present a neat and professional appearance. Maintenance activities may include but are not limited to fertilizing, watering, weeding, mulching, trash/debris removal, and repairing or replacing of damaged plants and shrubs. When replacing plants, shrubs, and performing repairs, conform to good Xeriscaping, Appendix E, practices for the area.

Air Force Standard: “maintain beds to be weed free and maintained 2 times a month.” The contractor may use pre-approved herbicide in accordance to PWS paragraph 1.1.4, 4.4 – 4.5 inclusive, mechanical or physical methods of weed control that do not degrade the quality of the mulch surfaces, rocks, or the fabric protection barrier underneath.

1.6 MAINTAIN SURFACE DRAINAGE DITCHES

The contractor shall maintain surface drainage ditches to be free of shrubs, trees, silt and trash to prevent erosion and ensure continuous flow of water. Drainage ditches to be maintained are identified in Appendix B.

1.8 SPECIAL REQUIREMENTS

All work under this section shall be executed via a work task by the CO or COR (except for whereas, referring to, “the contractor shall identify ……”). The contractor shall be responsible for removing all debris generated from all trees related operations. All non-emergency work task shall be completed within five (5) workdays from the work task date unless noted otherwise within subsections.

1.8.1 TREES

The contractor shall identify trees that pose public safety hazards or threats to structures/buildings. These hazards include minimum safety clearances, which are: 14 feet over streets, 12 feet over driveways, 8 feet over walk areas, 4 feet over buildings, and 1 foot from buildings.

Topping and de-horning are not permitted. Trimming or pruning of trees that touch or hang over energized utility poles or power lines is the responsibility of the contractor. Minimum clearance from primary lines (over 600 volts) shall be 8 feet. Minimum clearance from secondary lines (under 600 volts, i.e. electric service drops, telephone, and cable TV) shall be 4 feet.

1.8.1.1 TREE CARE

The contractor shall brace, cable, guy (to keep tree vertical), and deep water all damaged trees after identification. The contractor shall remove all guy wires, cables, straps, and stakes when the trees remain vertical (normally, after one growing season). The contractor shall adjust wires, cables, and straps as required, to prevent girdling.

1.8.1.2 TREE STANDARDS

The contractor shall perform all tree work in accordance with contract specifications and the following tree care standards, latest addition, unless otherwise directed by the CO.

• ANSI A300 - Standard Practices for Tree Care Operations including referenced Combined Federal Regulations (Utility Pruning and Emergency Service Restoration)

• ANSI A300 (Part 1) – Tree Pruning

• ANSI A300 (Part 3) – Tree Support Systems (Cabling, Bracing, and Guying)

• ANSI Z60.1 – American Standards for Nursery Stock

• ANSI Z133.1 – Safety Requirements for Tree Care Operations

1.8.1.3 EMERGENCY SPOT PRUNING/TRIMMING

The contractor shall complete an emergency spot pruning/trimming within one (1) workday from the work task date. Typically, emergency spot pruning/trimming includes removal of dead and/or broken limbs or removal of limbs for required clearances.

1.8.1.4 TREE AND STUMP REMOVAL (RESERVED)

1.8.1.5 EMERGENCY TREE AND STUMP REMOVAL.

The contractor shall perform stump and perimeter roots removal by completely removing, by cutting and grinding all growth to a minimum of 8 inches below grade. Stumps shall be ground within one (1) workday of the work task. Stump-grinding debris shall be removed the same day grinding is performed. The Contractor shall backfill with topsoil, and lay sod to match the existing ground grade and the type of grass. The Contractor shall maintain the patch area IWA with manufacturer’s recommendation until the grass has become established.

Trees identified for removal shall be considered within the following categories, Large, Medium and Small, as based on their diameter. The diameter of the tree shall be determined by measuring

4.5 feet above the ground. Trees with multiple trunks shall be measured as follows: All trunk diameters shall be measured. The largest trunk diameter shall be recorded. Each remaining trunk diameter shall be halved. All values will then be added together to obtain the final tree diameter.

The following timeframe shall be applied for emergency tree and stump removal by the contractor:

• Large Trees: Diameter 36” and above, remove within 2 workdays from the work task date

• Medium Trees: Diameter 24” to less than 36”, remove within 2 workdays from the work task date

1.8.2 EMERGENCY AND SPECIAL EVENTS SERVICES

Upon notification of an emergency, the contract manager shall respond within one (1) hour to meet with the CO and government evaluator and initiate emergency services. Upon receiving direction by the contracting officer, contractor personnel shall begin emergency work within two hours. Oral work tasks for emergency services to minimize damages or mitigate hazardous conditions will be confirmed with written work task.

1.8.3 XERISCAPING AND URBAN FOREST SERVICES

The contractor shall upon notification by the contracting officer through the issuance of a work task, perform Xeriscaping. The base master plan for Xeriscaping and Urban Forest creation is provided in Appendix I. Provide unit pricing for Xeriscaping and Urban Forest activities as shown in Appendix I.

1.8.4 SPECIAL CUTS (RESERVED)

1.8.5 PLANTING TREES, SHRUBS, AND VEGETATIVE BEDS.

The contractor shall upon notification by the CO or COR through the issuance of a work task, perform planting of trees, shrubs, and vegetative beds to include but not limited to: removal and disposal of trees, shrubs, or vegetative beds being replaced; and performance of maintenance after planting to include watering, pruning, and insect and disease prevention to promote survivability. Provide unit pricing for planting trees, shrubs, and vegetative beds as shown in Appendix E, Xeriscaping and Urban Forest Master Plan and Appendix E, Land Management and Grounds Maintenance.

2 SERVICE SUMMARY

The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. 2.1 QUALITY CONTROL

The contractor shall provide a written description of the quality control system to include identification of the commercial practices and procedures to be used, such as those of the Professional Grounds Management Society (PGMS), Tree Care Industry Association, American Society of Landscape Architects, the American National Standards Institute (ANSI), and local Extension Offices of the Federal Cooperative Extension Service. Include the inspection system requirements of FAR 52.246-4 in this document. The contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur. A written Quality Control Plan shall be submitted to the contracting officer for review and feedback. The plan shall be submitted no later than the pre-performance conference. The plan shall specifically address the contractor’s strategy to provide quality workmanship, continual process improvement and for correcting deficiencies as required.

2.2 QUALITY ASSURANCE.

The government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The CO or COR shall inspect by validating actual work performance, physically checking an attribute of the completed order, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the order or its results to determine whether or not performance meets the standards contained in this PWS. The CO or COR will use the contractor’s work schedule or modified version thereof, to record validation results. Results of the validation then become the official Air Force record of the Contractor’s performance. When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the Contracting Officer a Contract Discrepancy Report (CDR) DD Form 2772 for issuance to the contractor. The contractor shall respond to the CDR IAW instructions provided and return it to the Contracting Officer within 1 calendar days of receipt.

3 GOVERNMENT FURNISHED PROPERTY AND SERVICES

3.1 FACILITIES

The Government will provide the facilities identified below for contractor use in support of the requirements of this contract. The facilities are provided “as is.” Obtain CO approval in advance of making any changes to the facilities. Such changes will be at no cost to the Government unless otherwise approved by the CO. The contractor shall ensure facilities are maintained in a neat, clean and professional manner. The CO reserves the right to reallocate and relocate assigned facilities during the term of the Contract. Upon completion or termination of this Contract, or upon such reallocations or relocations, return facilities to the government in the same condition as received, fair wear and tear and approved modifications.

The contractor is provided a real property facility, Building 8023, 1201 Third St, Dyess AFB, TX. If the contractor requires additional set-up of temporary/portable office space (such as a trailer) then they would submit a siting planning to the COR. Base Civil Engineer Work Task, AF Form 332 shall be approved prior to commencing of placement of the temporary/portable office space. Any such temporary facilities shall be removed by the contractor upon termination of the contract. Due to the weather in the local area, all trailers or portable office or shop facilities shall be properly secured/anchored so as to withstand winds of 75 mph. Government-provided utilities are available at the site; however, connection of the utilities to any contractor office space or buildings will be at the expense of the contractor. If there is any issues regarding utilities or the real property facility, the COR, (who is the Facility Manager) will need to be contacted and will contract Customer Service Unit (CSU) to place all routine work task. For emergency work the contractor can call CSU at 696-4154 and then brief the COR of the emergency work task.

Approximately 27,388 square feet (.628 acre) of open yard space is provided at the south end of Third Street on Dyess AFB.

3.1 UTILITIES

The Government will furnish electricity, water, and sewage as necessary for accomplishment of work in accordance with this contract. All facilities do not receive the same utility services. The Contractor shall not change or modify any utility system or component; or connect any Contractor property, equipment or system without prior CO review and approval. The contractor shall practice energy conservation in the Government provided facilities.

3.2 MATERIALS

3.2.1 KEYS.

The COR shall provide Point of Contract (POC) information to access lock areas 10 days after award of contact. The POC sheet shall have the locked area and telephone number to access in order to mow and maintain. The contractor shall be responsible for contacting and scheduling mowing operation with the tenants once the list is provided.

3.3 SECURITY, FIRE, AND MEDICAL SERVICES

The Government will provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis. Base First Responders will provide medical attention until arrival of the civilian ambulance company that services Dyess AFB. Any cost associated with use of the civilian ambulance service for transporting an injured employee to a local hospital will be the responsibility of the contractor.

3.4 TELEPHONE

No telephone service will be provided at the contractor staging site. If telephone service is desired at any office area, the contractor shall be responsible for installation costs and monthly service fee. If the contractor uses a government phone inside an Air Force facility, no long distance phone calls shall be made.

3.5 SOLID WASTE COLLECTION AND DISPOSAL

The Contractor can use existing refuse containers to dispose of trash or solid waste generated from accomplishment of services detailed in this PWS (except for the work describes in section

1.8 Special Requirements).

3.6 SMOKING IN AIR FORCE FACILITIES.

In accordance with AFI 40-102, Tobacco Use in the Air Force, smoking (cigar, cigarette, and pipe) and the use of smokeless (spit/loose tobacco) products is prohibited in the workplace, to protect the health of all workers. The use of tobacco products is permitted only in designated tobacco use areas. AFI 40-102 applies to all contractor employees and other non-DoD personnel on Air Force facilities and in Air Force buildings, vehicles, and aircraft.

4 GENERAL INFORMATION

4.1 MISSION

The overall Civil Engineer mission at Dyess AFB is to plan, maintain, operate, and protect the infrastructure, facilities, and environment for assigned airmen, families, and civilian employees.

4.2 BACKGROUND

4.3 DAMAGES TO GOVERNMENT BUILDINGS, EQUIPMENT, OR VEGETATION

Damages to Government buildings, equipment, or vegetation are addressed in clause 52.237-2 – “Protection of Government Buildings, Equipment, and Vegetation.”

4.4 ENVIRONMENTAL REQUIREMENTS.

In addition to all applicable Federal, State and local environmental codes and regulations, the following specific guidance is provided:

4.4.1 HAZARDOUS MATERIALS

The COR shall approve all hazardous materials brought on-site by the contractor prior to use.

The contractor shall obtain approval using the application requirements of the AF Form 3952.

Once the process is implemented and contractor is trained, the contractor may submit the AF Form 3952 electronically. The CO has the right to prohibit the use of hazardous materials it deems to be especially hazardous to human health and environment. In the event the CO does not approve a hazardous material for use, the CO may provide the contractor a list of suitable substitutes; however, the contractor shall retain responsibility for finding an acceptable substitute. The contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.

4.4.2 SPILL CONTROLS

The contractor shall maintain spill control material on hand at all times sufficient to contain a worse case spill, both volume and hazard level.

4.4.3 HERBICIDES

The contractor will furnish the QAE with labels and SDSs for all contract pesticide materials 25 days prior to the start of the contract. Contractor can request a listing of approved herbicides to help determine what they can use. The QAE will submit labels and SDSs to the Installation Pest Management Coordinator (IPMC- 7CES/Pest Management) for coordination for approval at least

15 days prior to the start of the contract. Any request during the contract period to use unapproved pesticides will be forwarded to the IPMC for coordination. In addition, use reasonable care to avoid releasing hazardous material or hazardous waste, which may cause environmental damage to government structures, public land, water, or other natural resources. If the Contractor’s failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the CO directs.

If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.

4.4.3.1 HERBICIDE STORAGE AND MIXING

Herbicide Mixing, Storage and Disposal, and Containment of all herbicides shall be stored off-base. All unused herbicides, empty herbicide containers and residue shall be disposed of in accordance to herbicides label/labeling at an approved off-base disposal area. Chemical mixing for immediate application may be accomplished at the site of application/treatment and only by a state certified applicator. The contractor shall provide a spill container at mixing areas to insure that no chemicals impact an area that is not being treated. The contractor shall have an operational emergency eyewash kit available at each mixing location. In the event the contractor spills or releases any hazardous substances (example, substances listed in 40 CFR 302), the contractor shall immediately stop the source with spill kit and then notify the IPMC, COR, and

CO.

4.4.3.2 MONTHLY REPORTS

The Contractor shall submit a report to the CO no later than 5 working days following each month listing all pesticide applications made. The Contractor is subject to inspection by DOD certified applicators/inspectors as well as State Department of Agriculture Pesticides Division or equivalent agency.

The contractor must first get with IPMC to establish an AF Integrated Pest Management Information System (IPMIS) account at https://web.ipmis-helpdesk.org/ to enter and document state herbicides applicator certification categories and expiration dates if any herbicides will be used. The contractor must also submit a copy of their state certification to (IPMC) to be included in the IPMIS web program. The contractors shall submit entry to a Pest Management Maintenance Record DD FORM 1532-1 once an herbicide application is made.

The DD Form 1532-1 is used for daily record keeping when herbicide application is made. The DD Form 1532-1, aids the contractor to keep a daily log of herbicide application and must annotate herbicide brand, active ingredients, and percentage, use concentration, amount applied, date, and detailed location of use. The DD Form 1532-1 will aid the contractor to complete their monthly Pest Management Record, DD Form 1532. The contractor shall provide the DD Form 1532 to the COR, IPMC, and CO no later than 5 working days after the close of month.

4.4.4 HAZARDOUS MATERIALS INVENTORY

The contractor shall maintain an up-to-date hazardous material inventory with copies of MSDS(s) for all materials used on the job site. The contractor shall maintain a complete copy of all approved MSDS and AF Form 3952s.

4.4.5 HAZARDOUS MATERIALS MANAGEMENT

The contractor shall remove all hazardous materials by the end of each workday. Contractor shall not conduct process treatments (e.g. paint thinner solvent recycling) on base.

4.4.6 FINAL REPORT

The contractor shall submit a final inventory, not later than ten working days following termination/completion of this contract, of all hazardous materials used since the last hazardous usage report to the IPMC, CO, and COR. The final inventory will list all hazardous materials used, total amount of each used, and a description of the disposition of any remaining hazardous material.

4.5 PERMITS, LICENSES AND CERTIFICATIONS

All pest management contractors must use IPM and comply with the certification, licensing, and registration requirements of the State or country where the work is performed. Ensure that the technical portions of contracts involving pest management reflect IPM methodology and that, prior to solicitation, these documents are reviewed and approved by a pest management consultant currently certified in the appropriate DoD categories:

4.6 HOURS OF OPERATION

Perform grounds maintenance services during normal duty hours which are 0700 through 1900 (7 a.m. through 7 p.m.), Mondays through Fridays, excluding federal holidays, unless otherwise required in the contract or approved by the CO. Flight Line Operation Hours – Must be conducted during Non-Flying Hours to prevent Birds/Birds of Prey from swarming the Flight Line and promote BASH problems. Contractors must coordinate with Base Ops for hours of operation. There may be situations that require the contractor to work at times other than normal working hours, submit new working hours for CO approval. When the contractor’s work schedule conflicts with an Air Force mission requirement, advise the CO and reschedule the work to minimize disruption.

4.7 RECOGNIZED HOLIDAYS.

The contractor is not required to provide service on federal holidays, except in emergency situations; the holidays are:

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance.

4.7.1 BASE CLOSURES

Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.

4.8 SECURITY REQUIREMENTS

The contractor shall comply with Dyess AFB security requirements. These regulations are available for review in the Contracting Office. Security and base access requirements are contained in clause 5352.242-9000 “Contractor Access to Air Force Installations.” Contractor employees will be required to obtain and display identification badges. Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to the base are subject to change without prior notice.

4.9 PERFORMANCE OF SERVICE DURING CRISIS OR HEIGHTENED SECURITY

This service is not determined to be essential for performance during crisis according to DODI 3020.37.

4.10 SPECIAL QUALIFICATIONS

The contractor shall provide the name and telephone number of the Contractor’s on-site contract manager and alternate responsible for all requirements in the PWS. Provide telephone numbers of contractor manager and alternate(s) for after duty hours. The contract manager and alternate(s) must be able to read, write, speak and understand English, or an interpreter must be provided to work alongside the contract manager or alternate(s) at no additional cost to the Government.

4.11 INTERFACES

Do not unduly interfere with regularly scheduled Government operational activities in the performance of contract requirements. In the event a Government supervisor so requests, temporarily cease work in the area and report the instructions, to include name of the Government person involved, to the COR immediately by the most expedient means. Notify the CO verbally of disputes with customers or other base contractors and follow-up in writing.

4.12 CONTRACTING OFFICER AND CONTRACTING OFFICER REPRESENTATIVE

(QUALITY ASSURANCE PERSONNEL)

The Contracting Officer will appoint a primary and alternate representative for management of the day to day activities of the contract. The identity, title, and authority of this representative will be provided in writing to the contractor after contact award.

4.13 WORK CLEARANCE REQUESTS

The contractor shall obtain an approved Work Clearance Request for all work which involves excavation including minor digging. Digging permits are available through the assigned COR.

The AF Form 103 requires 10 days for review and approval period before commencing of work.

4.14 SAFETY REQUIREMENTS AND REPORTS

The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the CO within five (5) calendar days of each occurrence.

4.15 SCHEDULES

The contractor shall submit a schedule for all services described in this PWS and Appendices to the CO for review at the post-award conference and at each option year. The schedule shall identify plots, acreages, or base areas and days of the week service will occur. The schedule may be submitted electronically using a file format compatible with Government software programs such as "Microsoft Office" software.

4.15.1 SCHEDULE CHANGES

Occurrence based (non-permanent and no more than once a month) schedule changes due to customer requests or base exercises shall be support by the contractor. The COR will request the changes to the contractor 10 days before the schedule change take place for improved grounds mowing only at no additional cost to the government.
