MEMORANDUM FOR INTERESTED VENDORS

SUBJECT: FA4661-16-Q-0073 Financial Systems Administrator Support, Contractor Questions Amendment

1. The purpose of this memo is to document the questions and answers listed below for the subject amendment:

• Solicitation states: One (1) FTE. However, there appears to be two unique Job Descriptions. Computer Systems Administration Support and Financial Systems Administrator Support. Is 1 FTE a minimum or is 1 FTE expected to provide services unique to the responsibilities outlined in each role? The requirement for 1 FTE has been removed. The contractor can provide more than one FTE so long as they meet the requirement based on the objective in the Performance Work Statement.

• Any perceived potential for this contract to move beyond the potential 12 MONTHS stated in the solicitation? Yes there is a possibility that this contract may be extended beyond 12 months. The clause 52.217-8, Option to Extend Services, has been added to the solicitation.

• Is this solicitation representing new work or a re-bid? This is a new requirement for Air

Force Global Strike Command, but was previously solicited as an ACC contract for multiple bases (FA4890-13-C-0006 award).

• If re-bid is there a current incumbent performing services today? Yes.

• If re-bid who is the current prime contract holder? Adjuvant Consulting, Inc.

• How many FTEs historically support this work? One (1).

• PWS Page 1 Sections skip from 1.2.1. to 1.2.3. – Is there a 1.2.2 section that is missing?

No, the PWS has been corrected.

• PWS Section 1.2.4.7. “The contractor shall ensure efficient collaboration occurs between all 7th CPTS FSAs.” Are all CPTS FSAs contractor personnel? How many CPTS FSAs are supporting this work? There is currently only one FSA position at 7 CPTS, which is being performed by a contractor. The number of FTEs required is up to each contractor submitting a quote so long as the solution can meet the requirements of the PWS.

• PWS Section 1.3.1 “The contractor proposal shall clearly address the IAT Level I certification requirements.” Quote submission instructions only require the signed quote and representations and certifications. Can the government clarify if a technical proposal needs to be submitted to address the IAT Level I Certification and any other information?

Or, if needed, please provide instructions on how to submit this information? Yes and the contractor must submit proof of their IAT Level I Certification, as outlined in Department of Defense (DoD) Instruction 8570.01-M.

• PWS Section 1.4 – How much local travel off base does the government anticipate for this work? Will travel be expected daily, weekly, occasionally? No travel is anticipated.

• PWS Section 1.6.1. – Is the Knowledge-based online tool a government developed tool that is already in place? Is it a requirement of this contract that the contractor develops and launches the online tool? The contractor is not responsible for launching the Knowledge-based online tool, only using it in accordance with the PWS.

• Section 2, 2.2.2.2. Refers to “Special Programs” and Task Order 0002, there is no Task Order 0002 attached. Will contractor personnel supporting this work be “involved in the Special Programs”? Can the government provide Task Order 0002 if needed? No, this part of the PWS has been removed.

• Section 2.2.2.4. Refers to “award of any task order.” Is it the intention of the government that this contract will be an Indefinite Delivery Indefinite Quantity contract? No, this part of the PWS has been removed.

• Section 2.2.3.2 Refers to a DD 254, can the government please provide the DD254 or advise if the level of safeguarding required will be NONE or SECRET and if the contractor will be required to receive and generate classified material or fabricate, modify, or store classified hardware? See DD 254 attachment. The contractor is required to have their SECRET clearance before contract award.

• Offeror’s Information Form – Payment Terms & Delivery – As this is a quote for services and there are no ODCs, can the government remove the FOB Destination portion of the form? The wording and clause have been removed from the solicitation.

• What is the government's plan to ensure that the background check process can be completed in a timely manner to ensure that there is no disruption or delay to the start of the expected period of performance? The contractor shall start work on 1 July and the background check process will be completed by Security Forces.

• If we do not possess a secret facility clearance, will the Government sponsor the offeror for a secret facility clearance? The Government will not sponsor a secret clearance.
