About this file

This document is a solicitation (Request for Proposal, RFP) for a Firm Fixed Price Indefinite Delivery Requirements Contract for base paving at Grand Forks Air Force Base, North Dakota. The solicitation seeks a contractor to perform base paving and repair services, with a contract period of 5 years plus a potential 6-month extension. The acquisition is a small business set-aside, with a size standard of $45,000,000 in annual receipts, and is fully set aside for small business concerns (100% set-aside). The total contract will include task orders ranging from $150,000 to $4,500,000, with performance to be completed at Grand Forks Air Force Base.

Key solicitation details include proposals due by 31 July 2025 at 4:30 PM CST, with questions accepted until 11 July 2025. The evaluation will be a best value source selection with two primary factors: Past Performance (significantly more important) and Price. Offerors must submit an electronic proposal including pricing documentation, past performance information demonstrating relevant contracts from the past four years, and required representations and certifications. The government intends to award a single contract and may conduct discussions, but plans to award without discussions, encouraging offerors to submit their most competitive initial proposal.
