About this file
This document is a Questions and Answers (Q&A) file for Solicitation FA465925R0001 - JFSD240005 Base Paving, issued by the 319th Contracting Squadron at Grand Forks Air Force Base. The Q&A addresses five key questions from potential bidders, including clarifications about the bid schedule, detectable warning plates, past performance questionnaires, casting quantities, and suggestions for contract line items. The government responded that an updated bid schedule would be provided, detectable warning plates are cast iron, a minimum of one past performance questionnaire per project is suggested, and specific casting quantities cannot be predetermined due to variable project selection.
The document includes a contractor's recommendation to establish separate line items for mobilization (general, asphalt, concrete, electrical) and traffic control (large and small projects), which the government declined, stating that mobilization costs should be incorporated into unit prices. The solicitation is for a Firm-Fixed-Price Indefinite Delivery Requirements Contract to repair base paving, with proposals due by 31 July 2025 at 4:30 PM CST. Potential bidders are to submit electronic proposals to specified point of contact personnel, with alternative file submission methods available if email attachments are too large.

Questions and Answers (Q&As): Solicitation FA465925R0001 - JFSD240005 Base Paving
1. Should there be an additional column with line totals for each item?
- Yes, please refer to the updated bid schedule attachment (JFSD240005 Bid Schedule
26JUL2025.pdf) to this solicitation.
2. Are the CD Detectable Warning Plates Cast Iron?
- Yes, the Detectable Warning Plates are cast iron.
3. With regards to the Past Performance Questionnaire form, how many are you requesting to be provided with the proposal?
- It is suggested the offeror provide a minimum of one PPQ per project submitted.
4. My question is that there are multiple different castings in the Details Sheet C-111 without a structure schedule or plan sheets how many of each casting are required for the bid. Looking for Quantities on the following:
Neenah R-3205 Neenah R-3382 Neenah R-3382 Neenah R-1733-A
- Since projects are chosen from several different factors, we don’t know which project will be done each year. Typically, we try to reuse the inlets, but a quantity cannot be determined because we don’t know how many projects will be required on year to year basis.
5. We feel it would be best for the government and the taxpayers to establish line items for the mobilization and the traffic control to keep the line item prices real and then we as the contractor get paid for what is done and you the owner only pay for what you are getting.
I would suggest line items as follows be added to the contract:
Mobilization - General – This would be awarded on every project to cover the bonding, and general items with setting up each project.
Mobilization - Asphalt – This would only be awarded on projects with asphalt items.
Mobilization - Concrete – This would only be awarded on projects with concrete items.
Mobilization - Electrical – This would only be awarded on projects with electrical items.
Traffic Control - Large – This would be awarded on projects with a scope larger than $100,000.00
Traffic Control - Small - This would be awarded on projects with scope less than $100,000.00
I ask that you consider adding these items to the contract to provide clarity and simplicity for all parties involved with the project.
- Mobilization costs should be incorporated in the unit prices. Multiple mobilizations for each task order usually leads to the taxpayer being double charged at some point.
We have the luxury of being able to close streets and parking lots completely. We can communicate with everyone on Base a detour route if applicable. Traffic control is usually some barrels and/or cones to close the area.
