About this file

This document is a Questions and Answers (Q&A) file for a Battery Shelters solicitation by the Department of the Air Force Air Mobility Command. The Q&A addresses multiple technical and procedural clarifications for the RFQ, including key modifications to the original Statement of Work. Significant details include: the RFQ due date was extended 10 days to 2025-MAY-05; the government will provide electrical power and install a transformer, shelter pad, and dividing wall prior to shelter delivery; and the contractor will be responsible for final utility hookups. The Period of Performance (PoP) may be extended up to 30 additional days for installation, with the exact PoP to be established upon award. The government indicated flexibility regarding potential delivery/installation challenges, noting that inclement weather could further extend the performance period.

01 May 25

Q1. Section 15 of the SOW states that telephone wiring will be installed in the area. Could you clarify what this wiring is intended to connect to?

A1. No telephone wiring is expected. The Statement of Work has been revised to remove this requirement. Section SOW has been revised to

“15. Government Furnished Utilities

The Government will provide power to location. Anything beyond electricity will be provided by the contractor (including any necessary conduit and other resources).”

Q2. The RFQ due date is identified as 2025-MAY-05. We are kindly requesting a 10-day extension on the due date to allow our D-B team adequate time to complete the RFQ as identified in the SOW.

A2. The government has extended the RFQ for an additional 10 days.

Q3. Please identify what utilities will not be delivered to the site by the Government, i.e.

domestic water, F/S water, etc. If such utilities are not delivered to the site, will the installation of these utilities be the responsibility of the O eror to install, and if so, where are they located? We understand the O eror will be responsible for the final connection(s) with the Shelters.

A3. All utilities required will be installed by the government before the delivery or installation of the prefabricated shelter, the contractor would only be responsible for the final hookups. At this time, it’s only going to be electrical.

Q4. Referencing Page 9 of 9 of Att 2 – Battery Shelter Statement of Work. The drawing illustrates a shelter pad and a wall separating the two shelters. Is this an existing concrete pad and barrier wall or is the Government requesting a new concrete pad and barrier specifically for these two shelters?

A4. The Shelter Pad, dividing wall, and electrical will all be completed by the government this summer before the shelter arrives and is installed.

Q5. Referencing Page 9 of 9 of Att 2 – Battery Shelter Statement of Work. An electrical transformer is illustrated. Will this equipment be furnished and installed by the Government prior to the start of the Contract Award or will this be part of the O eror’s responsibility?

A5. The transformer will be installed and in place prior to the shelter delivery date by the government. //JPF

Q6. To confirm, the F/A system shall be Monaco?

A6. F/A system is not required. Statement of Work has been revised to remove the statement below:

“Provide a fire alarm hand pull in the room.”

Q7. With the permission of the Government, will the O eror be able to create a “Free Zone” around the proposed Work Site?

A7. It is the intent to create a “free zone” during delivery / install and acceptance.

However, the request for a “free zone” will only occur once the delivery date is known.

Q8. Referencing Att 2 – Battery Shelter Statement of Work. Delivery requirements states “The contractor shall complete delivery within 180-days of contract award.” Unfortunately, that is not feasible. Starting at the beginning of Design, to Shop Drawing Approvals, fabrication, to final delivery of the Shelters is estimated at 180-days. That PoP does not include Site Work, erection, trade work (F/S, HVAC, electrical, F/A, etc.), commissioning, and O&M instruction. Is there a willing to create 2 NTP’s (design and fabrication; and site construction) to extend the PoP?

A8. The Government will consider extending the PoP for an additional 30 days to account for installation. If more than 30 days are needed, please submit your best o er on delivery/installation with your o er. A finalized PoP will be established upon award. No Notice to Proceed will be issued; PoP starts at the time of award.

*Please be aware that if inclement weather prevents installation or delivery, the Period of Performance will be extended accordingly. *

Q9. could you please provide the previous photo of the shelter?

A9. There is no previous shelter. UFC 3-520-05 does have a concept design on page

18. In addition, sample pictures were added into the SOW.
