PERFORMANCE WORK STATEMENT

EMOTIONAL INTELLIGENCE TRAINING

The contractor shall provide the following for Grand Forks Air Force Base, ND:

1. Scope of Work. Mixed reality live simulation training (customized software program) that will provide military personnel an opportunity to increase their skills in areas such as emotional intelligence, empathetic communication, leadership skills, difficult conversations, and heightened emotional navigation. The training platform will develop authentic scenarios, train, and rehearse performers, and provide simulation in a “Fail- Safe” facilitated environment, guide facilitation processes and debrief, as well as provide 24/7 global availability. All trainings will be held virtually.

1.1 Availability. The contractor shall be available 24/7 to provide training in support of geographically separated units located in other time zones.

1.2 Duration. Training sessions can be scheduled for 1-hour timeframes. One (1) session will be equivalent to 1 hour not to exceed the total sum of 100 hours per period of performance. Up to four scenarios during each session hour, each scenario ranging from five to twenty minutes long.

1.3 Scheduling. Can schedule up to five days’ notice. One, fifteen-minute technical check for each session that begins fifteen minutes prior to the session start time, if requested. The government shall have the flexibility to schedule multiple or concurrent training sessions at one time.

1.4 Training Sessions & Scenarios.

1.4.1 Library includes scenarios in the following themes: Leadership, Peer-to-Peer, Resilience, Suicide Prevention and Postvention, Sexual Assault and Harassment, and includes scenarios specific to both military and spouses. Each theme should have a minimum of 5 scenario options (military & spouse scenarios can be interchangeable if appropriate).

1.4.2 Sessions include Mixed Reality Live Simulation training delivered through video conferencing (shared via Zoom or Microsoft Teams)

1.4.3 Neither the sessions nor performers are Artificial Intelligence (AI) generated, nor do they elicit AI- driven responses.

1.4.4 Sessions do not utilize smartphones, Virtual Reality goggles or headsets

1.4.5 The government shall be able to use any of the scenarios in the contractor’s library.

1.4.6 Session introduction and rules of engagement completed by Staff, if requested.

1.4.7 Performers should complete no more than 3 back-to-back sessions for quality assurance.

1.4.8 Scenarios may be modified regarding rank/gender/name prior to the session starting at no additional cost. All scenarios should utilize Air Force tone, jargon, rank, etc.

1.4.9 The government shall have the freedom to slightly modify an existing scenario on the contractor’s library if deemed necessary at no costs to the government. Script changes or slight modification will only be requested and approved by the Integrated Resilience Office

1.5 Training Platform. The contractor is responsible for providing the training platform to be utilized on this requirement that will be shared via Zoom or Microsoft Teams virtually.

1.6 Training Platform Avatar. A minimum of one dedicated performer utilizing a Virtual Avatar Laboratory to combine avatar with first-person, live, interactive storytelling and improvisation as the scenario progresses is required. Avatars must have human-like expressions, be animated and responsive. Avatars should be synced with performer’s face so that the avatar’s expression follows the facial expressions of the performer.

2 Other Requirements.

2.1 Customized facilitation packet with facilitator instructions

2.2 Dedicated point of contact for scheduling/project management.

2.3 Performers are trained in human behavior and are Emotional Quotient (EQ) certified.

2.4 One room manager to assist with technical challenges and scenario difficulty changes

2.5 EQ Assessments: The government has an evaluation system. The contractor’s evaluation system would be considered if it meets the government needs and is approved by the AF Survey Office.

3. Deliverables. The contractor shall provide the following within 7 days after contract award for review and approval:

i. Session flow templates

ii. Detailed facilitator guidance

iii. Interaction Protocols

iv. Emotional Quotient Certification
