FA465925Q0002 – Grounds Maintenance Services| Questions and Answers

1. Who is the incumbent Contractor? What is the incumbents contract value (Base + Options)? What is the incumbents contract number?

2. PWS 1.1.6.1: Can you please advise make and model of controllers?

Hunter/Rainbird

3. PWS 1.1.11: Please advise what the government defines as “Repair”, is this new sod, releveling, etc?

Add fill, seed/water or add sod as requested.

4. PWS 1.2.4: Can you please advise if the landfill cap has historically been maintained and the grounds are clear of debris that could jamb up equipment?

The landfill has been maintained.

5. PWS 1.3.6: Can you confirm that every employee working in BASH must have a license?

Some projects we have worked on only one person is required to have a license as long as all the employees are visible to that person.

All drivers of a vehicle/mower must have a license.

6. PWS 1.3.7: Are you able to advise what make and model of equipment for radios have been used historically?

No.

7. PWS 1.7: Can you please confirm that the contractor is only performing snow removal in the red outlined areas within Appendix B?

Yes. This is to include fire hydrants and airfield gates. Appendix A has the workload estimates. Also, see the maps at Appendix B to include the fire hydrant/snow fence map for locations of fire hydrants

8. PWS 1.7: Is the use of ice melt allowed?

Yes.

9. PWS 3.6: “The contractor shall be responsible to provide refuse, recycling, snow removal, grounds maintenance.” Please confirm that this is only in relation to grounds maintenance?

10. PWS 3.0: Will the government provide the contractor with a dumpster or location to dispose of trash/debris?

11. Is the use of UTV’s permitted on base?

12. If the project transitions Peak Season, will the government work with the contractor to get up to speed.

Yes, within limits.

13. Will the site be in a maintained conditions upon starting? If not, will the government reimburse the contractor for bring the base up to standard?

Yes, the site was in a maintained at the end of mowing season.

14. With EO 14026 being recently rescinded, please advise if we shall still follow Wage

Determination 2015-4973 for the basis of bid?

Although the EO has been rescinded, implementing language has not been released. FAR 52.222-55 remains effective until modified or otherwise rescinded. Please keep in mind, per the wage determination, the following are minimum wages that must be paid:

11210 – Laborer, Grounds Maintenance $20.42 11270 – Tractor Operator $25.38

15. On bid item 0021 – Large tree and stump removal it has a qty of 35 with a unit price of each. In the PWS 1.8.1.4 Tree and Stump Removal it states [due to the complexity and difficulty of removing large trees, the bid schedule should have large trees on a proposal basis and not a firm fixed cost]. Are you looking for a firm fixed price, or should we leave that item blank for Proposal Pricing if successful bidders?

We will use firm fixed price. The verbiage: [due to the complexity and difficulty of removing large trees, the bid schedule should have large trees on a proposal basis and not a firm fixed cost] has been removed from para 1.8.1.4 of the PWS.

16. In the PWS for tree removal, leaf removal (detritus removal), shrub pruning, and tree trimming it states that “debris must be disposed of in accordance with the base solid waste management plan”. Does the government provide an area for the debris disposal on base or does the contractor need to dispose of the debris at an offsite location at their own expense?

Contractor is to dispose of all debris offsite at the contractors’ expense.

17. Going through the PWS when I get to Appendix A, item #9 – Un-Improved Grounds the qty is 250 Acres. When I am going through the contract on bid item 0014 – Maintain Unimproved Grounds it has a qty of 650 Acres. Will the mowing qty be 650 acres or 250 acres?

It will be up to 650 acres by work order. Appendix A has been updated to reflect 650 Acres.

18. Going through the PWS when I get to Appendix A, item #10 – Vegetative/Inert Beds it has a qty of 58793 and a unit of LF. Should this be LF (linear feet) or should this be SF (square feet)?

It should be SF (square feet). Appendix A has been updated to reflect 58793 SF.

19. Technical Evaluation acceptable or unacceptable. The offerors technical evaluation of the mission essential service plan will be reviewed by the requirement owner for sufficiency and be rated as either acceptable or unacceptable”. Can you please clarify the technical requirements for this SOL? Is the offer to use attachment 4 and create their own plan?

Yes, the offeror is to utilize attachment 4 to create their own Mission Essential Services Plan and submit with their quote. The Plan submitted will be rated as acceptable or unacceptable.

20. Can we get a diagram of the irrigation systems?

No, it is not available.

21. Can we use liquid versus granular?

Yes, as long as it is approved by the Contracting Officer and the CES Environmental office.

22. CLIN 0020, what is the average plant and tree replacement per year?

This will be accomplished per work request and will be done on an as needed basis. Offerors are NOT to put their own price on this line item. This will be a 1 Lot line item estimated at $22,629.10. Offerors should put this price in for 0020. In addition, utilize $23,307.97 for 1020, $24,007.20 for 2020, $24,727.41 for 3020, and $25,469.23 for 4020.

23. Will the contractor be required to salt, and or use ice melt on the areas from which the snow has been removed.

Contractor will use as needed.

24. When does the government anticipate services to start?

1 May 2025.

25. Does the government have a requirement for minimum on-site management team?

26. What is the number of employees to have on this property?

The government does not dictate how many employees needed to be on the property to provide services. It is up to the contractor to staff as necessary to perform all services.

27. Can 16 year olds be on the property to work or do they need to be 18?

Minimum age requirements are determined by the Department of Labor.

28. Clarification on Grounds Types: Could you please clarify the distinction between improved and semi-improved grounds? From our understanding, improved grounds appear to require more frequent maintenance and maintaining grass height between 2 and 4 inches – is that the primary difference?

That is correct.

29. Missed Site Visit: We noticed that we were unable to attend the scheduled site visit.

Would it be possible to coordinate an additional site visit before the RFQ closing date on April 2nd?

A second site visit will not be conducted.

30. Site Visit Questions: Would there be any site visit questions posted for this solicitation?

All questions and answers will be posted to SAM.gov.

31. Contract Changes: Are there any notable changes between this new solicitation and the incumbent contract?

No, however, please read the PWS for all encompassing work.

32. Performance History: Have there been any challenges or performance concerns under the current contract that we should be aware of as we prepare our response?

33. Have there been recurring issues or customer complaints under the current contract that the new contractor should proactively address?

34. It appears the 400 housing units fall under “Improved Grounds,” and therefore general mowing and trimming apply. However, snow removal seems limited to sidewalks (CLINs 0025–0027), fire hydrants (CLIN 0028), and other designated areas. Individual driveways or residence-specific snow removal does not appear to be included in the scope. Could you confirm if this interpretation is correct?

There are no housing units under improved grounds or snow removal for this requirement.

Anything in blue shaded area with diagonal lines (No Cut) is base housing. Grounds maintenance and snow removal are accomplished under a separate contract for this area.
