About this file
This is a Q&A document for solicitation FA465924QM012 regarding portable latrine trailer rentals at Grand Forks AFB, ND. The document clarifies requirements and specifications through 18 questions and answers.
The requirement is for 5 portable restroom trailers - four locations require 2-stall trailers and one location (B668) requires a 4-stall trailer. This is a brand-new 10-month contract running from February 1 to November 30, with extension options available under Clause 52.217-9. The government will provide water from building B490 and 110V electricity at each location. The trailers should include heat and handwashing capabilities with water tanks. Servicing must occur minimum once weekly on the same day. Only contractor's trained technicians can move trailers, with 24-hour response time required for relocations. The preference is for restroom trailers with heating/insulation rather than chemical toilets, and ADA compliance is not required for non-modular trailers. Contractors must refer to PWS 15.3.3 regarding waste disposal requirements.

Q&A Portable Latrine Trailers - FA465924QM012
1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.
This a brand-new contract.
2. What would be the initial term of the rental?
1 Feb to 30 Nov (10 months)
3. Does the solicitation allow for contract extensions following the initial term?
Yes, please refer to CLAUSE 52.217-9 Option to Extend the Term of the Contract.
4. When is the projected start of performance and what is the period of performance?
The projected start of performance is ASAP. The period of performance is 1 Feb to 30 Nov.
5. Is water provided by the government?
Yes, B490 has a water source that could be used. The Air Force uses this water source to fill deicer trucks and water buffalo trailers.
6. Will electricity be provided by the government?
If needed each location has 110V electricity source.
7. Is waste dumping provided by the government?
Refer to PWS 15.3.3
8. Please detail in simple terms: Do you require plastic chemical toilets (porta potties) on a trailer;
or do you want restroom trailers that are enclosed, with proper facilities: running water, flushing toilets, AC/Heat etc. If the latter is required< will water and power be provided?
The preference is restroom trailers with water for hand washing from a tank and heat.
Yes, Refer to Q 5 & Q 6
9. At the beginning of the solicitation it states that there will need to be 2X weekly servicing, but then in section 10: Unit Servicing it states cleaning should be every 7 days (on the same day each week). Could you clarify if servicing needs to be 1X weekly or 2X weekly?
Minimum 1x a week. Same day is preferred as so the interval between service doesn’t extend longer than 7 days.
10. Under unit 2.2 it states "Units shall be skid-mounted, trailer-mounted, or American Disabilities Act (ADA) disabled-access units" - I'm hoping to gain some clarity on this - the units do NOT have to be ADA if they are skid-mounted or trailer-mounted, correct?
Correct, if the trailers are not modular type, then ADA is not required.
11. Restroom Trailers vs. Porta-potties The bid appears to include components for both porta-potties and restroom trailers. For example, the use of wiper fluid or other additives to prevent water from freezing seems specific to latrines.
However, restroom trailers are equipped with heating and insulation, and their plumbing systems cannot accommodate anything other than plain water. Additionally, the bid mentions power components, such as 110V systems and insulation, which align with restroom trailers.
We want to confirm whether these requirements (e.g., wiper fluid, salted water, or other additives) apply to restroom trailers, as we cannot provide trailers where such substances could be introduced into the plumbing system. Could you please clarify this requirement?
IF restroom trailers are available and do not need the additives to prevent freezing then that is preferred.
12. Trailer Movement Protocol In section 11.1 of the PWS, there seems to be language that could imply the movement of trailers by individuals other than our drivers. Per our insurance policy, only our trained technicians can move the trailers. They are specifically trained to handle the setup, removal, placement, and transport of the trailers, including ADA-accessible units with stair and ramp components and hydraulic systems.
Allowing anyone else to move the trailers would violate our policy, and any damage resulting from unauthorized moves would be billed to the client. Therefore, we would not be able to agree to any contract that permits individuals other than our drivers to relocate the equipment. Could you confirm if this requirement can be adjusted to align with our policy?
This is acceptable; however, we would like a 24-hour response time to move trailers in the event we need a trailer moved and the ability to move them in the event of an emergency.
13. This is a 10 month contract for service?
Yes
14. how many stalls per trailer are required?
2 Stalls in all locations other than B668.
B668’s requirement is 4 stalls.
15. How many trailers do you want?
5 portable restroom trailers
16. Just to clarify, 5 2-stall restroom trailers with heat and AC that are non-handicap. Is this what you are looking to receive a quote for?
4 locations: 2 stalls 5th location at B668: 4 stalls
17. Is there water on site that we can use to fill up the restroom trailers with?
Yes, Refer to Q 5
18. once we pump out the restroom trailers. Do we need to haul the sewage offsite, or do you have somewhere to dump it onsite?
Refer to PWS 15.3.3
