# Question Answer

The solicitation states a Bid Bond is required. Given that no project will be awarded would a letter from our surety stating our ability to bond suffice this requirement?

Yes, this will be acceptable. For further information, see FAR 52.228‐1 Bid

Guarantee.

Please provide clarification, or an example, of the size of the Past Performance projects (pages 54‐

55). It is stated that the project experience provided should range from $2,000 ‐ $9.9M, but also states it should be equal to or greater than $300,000.

The selected contractors that will be awarded the MATOC contract should be prepared to take on projects that range from $2K ‐ $9.9M. However, as the majority of the projects that will be awarded are anticipated to be over the SAT ($250K), the government would like offerors to submit past performance information for evaluation purposes that is over $300K.

The east and south exterior canopies don’t have fire protection. Sheet FX101 does not show the fire protection system extend to protect these areas. Does the fire protection need to be extended to protect these canopies?

Qualified Fire Protection Engineer (QFPE) shall determine this requirement per UFC

3‐600‐01

Will the Government accept CPARS ratings in lieu of PPQs so we will not burden our government clients to repeat evaluations already completed?

5 Is the schedule included in the 40‐page limitation? Yes it's included.

7 Please provide any information provided at the pre‐proposal/site visit

The pre‐proposal site visit consisted of viewing the demonstration project location.

Some areas were not accessible and photos were provided in Amendment 1.

Contractors were advised to read through Sections L and M of the solicitation carefully to ensure proper proposals are submitted for evaluation. No questions were answered on site; contractors were directed to submit questions in writing by

3 business days after the pre‐proposal site visit, IAW the solicitation

Construction material costs have increased significantly in recent times, and the construction material market continues to be volatile and unpredictable. It is anticipated that construction material costs will continue to increase into the foreseeable future; however, it is not possible to predict how much prices will increase by the time the task order is awarded, the design effort is complete, and/or construction commences. To protect both the Government and the Contractor, would the Government consider incorporating FAR 52.216‐4 Economic Price Adjustment‐Labor and Material or a substantially similar and suitable price adjustment clause in the FOPR and resulting task order to allow for an adjustment to the FFP in the event of significant and unpredictable material costs fluctuation during the term of the task order? Inclusion of this clause will protect and benefit the Government because the offered prices will not need to account for the elevated risk of unknown future material cost escalations.

If the need for this clause is determined to be necessary during Fiscal Year 23 (Oct 1 ‐

Sep 30), the government will consider adding this clause as a modification to the base contract or include this clause in each released Task Order Proposal Request.

Will the government accept projects that are considered 50% complete for the general requirement construction section? Do submitted projects for past performance have to be 100% complete? If not, what percent completion do they need to have achieved at the time of proposal submittal? Submitted projects for past performance evaluation shall be 100% complete.

Project Content 48 Divisions of the Construction Specification Institute (CSI) evaluation (Subfactor

Please consider projects in a 10‐year range instead of the current six‐year range in order to allow the offeror to provide our best portfolio of projects for consideration

The government is not going to increase the range for the Past Performance

Information. Please see Section L ‐ Part III Past Performance

17 Are cover letters allowed to be submitted?

Yes, however, please be advised that this will be counted towards the page limitation.

Duplication of Projects: Can a project submitted for Subfactor 1 also be submitted under

Subfactor 2 if it meets the criteria for both? Yes

On page 55 of the solicitation, under section ii. Federal, State, Local Government and Commercial

Contracts (Subfactor 2), it is stated that we are to include, “no less than one (1) but not more than three (3) construction projects of varying disciplines equal to or greater than $300,000 each in scope and magnitude on DOD military installations, Homeland Security, the Department of

Veterans Affairs (VA), other Federal Government agencies, State and local government agencies and commercial customers, within 5 years of release of this solicitation. The Department of

Defense includes but is not limited to U.S. Department of the Army, U.S. Department of the Navy, U.S. Department of the Air Force, and U.S. Space Force.” However, in Section M on page 66, subsection B. Federal, State, Local Government and Commercial Contracts (element 2‐‐see section L‐2.3): “The contractor must provide a minimum of one (1) but not more than three (3) construction projects showing experience of varying disciplines equal to or greater than

$300,000.00 each on DOD military installations, Homeland Security, or the Department of

Veterans Affairs (VA) within the last five (5) years. The Department of Defense includes U.S.

Department of the Army, the U.S. Department of the Navy, and the U.S. Department of the Air

Force.” In Section M, “other Federal Government agencies, State and local government agencies and commercial customers” was left out. Please confirm that we are allowed to use projects from other Federal Government agencies, State and local government agencies and commercial customers, such as the General Services Administration, National Park Service, etc. Yes

Per page 56 of the solicitation, “The offeror shall provide proof from the offeror's bonding company that their firm has, as a minimum, $9,999,999.00 in available bonding capability in accordance with Contract Clause FAR 52.228‐1.” Can this proof be in the form of a Bondability

Letter issued by our bonding company? Also, please confirm where our Bondability Letter should be included with our proposal. Should we include it with Part I or with Part III?

Executive Summary: On page 55 of the solicitation, subsection L‐2.4 #4, “Technical proposals shall be limited to 40 pages excluding the Executive Summary and the Sample project specifications.”

We cannot locate any instructions regarding an “Executive Summary” on page 53 Section PART II

Technical. Could you please clarify what information you would like us to provide?

24 Will this contract contain Controlled Unclassified Information (CUI)?

DFARS 252.204‐7012 states that contractor shall implement NIST 800‐171. Part of being compliant with NIST 800‐171 is a self‐assessment. What is the required self‐assessment score for this contract?

Sheet ET101 Note 2 is asking for a new fire alarm panel and connecting to existing devices. In the last year there have been projects that were bid to change out the Simplex panel like this one to new Monaco system. Can we can keep the fire alarm panel Simplex or do we need to install a

Monaco System? Is new control panel to be MONACO MAP‐X? Monaco is required.

Can we please see a picture of the electrical Panels in Rm 112A so we can add and move this equipment in this room? Photos provided in Amendment 1.

29 What is the period of performance for the demonstration project? 150 days

For the demonstration project, Sheet FX101 calls for head replacement in areas. Are there as‐ builts available? Would these show number of heads per area and ceiling type? As‐builts for sprinklers are not available.

31 For the locker room, 133, what type of corrosion resistant pipe is required?

Qualified Fire Protection Engineer shall determine proper piping per code requirements.

For the demonstration project and assembling our schedule, What would be the notice to proceed date? Notice to Proceed date of 1 March 2023

For the demonstration project, are we to assume the building will be occupied during the construction? Facility will be vacant, except for one section that is minimally manned.

Technical Approach Narrative (Sub‐Factor 2), States the offer must provide a narrative that reflects an approach consistent with the Architectural Compatibility Guide (ACG). a. NIST 800‐171 security requirement 3.4.8 calls for least functionality authorized software / whitelisting. Can you please provide a list of the whitelisted or authorized software? a. 43 Who is the controls contractor on the GFAFB? Honeywell

44 Do drawings contain full building fire suppression as‐builts? If not, can a full set be provided? There are no fire suppression as‐builts.

45 Will full time supervision be required for the duration of the project?

Prime contractor will supply superintendent, government will provide escort into controlled areas of facility with notice.
