PDS and RF Server Room Alarming Questions and Answers – Solicitation No. FA465922Q0002
1. There is no drawing for Bldg. 541? While the PDS does go into this facility, it is underground prior to entering, and is a secure area at that point. We only need the PDS alarmed in the B542 vicinity. No drawings for Bldg. 541 should be necessary, but can be provided at request.
2. The drawing for Bldg 542 in the SOW Rooms 138, 134, 135, 136, and 140 are all referenced as needed “open storage”
a. I can’t find Room 138? Rm. 138 is the entire area encompassed in Bldg. 542 CAD as a whole. Everything behind the door from the hallway that leads into the Server Room is Rm. 138.
b. Room 135 is a rest room? Rm. 135 is a restroom. Please submit your quote to include Rm. 135.
3. Installation within 120 days of contract award or “liquidated Damages could be assessed”?
a. With the current pandemic and shortages of microchips and the fact we are not the OEM for the equipment and have NO control of procurement lead times, is this a statement that can be removed? The Liquidated Damage clauses and lead times have been discussed with leadership for their feasibility and necessity. It has been determined that due to past experience, they are necessary in the contract. Based on market research and industry inquiries, it was determined that 120 days is a realistic timeline for all equipment to be ordered and installation to be completed.
4. Government Acceptance at the end of Phase III?
a. Does this mean there is no progressive billing for this contract allowed? The contract is currently structured for one invoice to be paid at the end of project completion. However, there is a line that has been updated in the solicitation to allow contractors to propose an alternate CLIN structure to the government for consideration. It is possible that these CLINS can be invoiced after their individual completion.
b. Is the governments intent to withhold % of labor until Government Acceptance? Please see answer to 4a.
